All the Regional Joint Directors of School Education and District Educational Officers in the State are informed that every year, Constitution Day is observed on 26th November to commemorate the adoption of the Indian Constitution in 1949. The day reaffirms our belief in justice, liberty, equality and fraternity - the core values enshrined in the preamble. To instill these democratic values and political literacy among students, the Department of School Education proposes to conduct a series of competitions and an innovative State-level "Students' Assembly" to provide firsthand experience in policy-making and parliamentary functioning.
They are further informed that this Celebration of Constitution Day are aimed to achieve the following objectives:
- To promote Constitutional values among students.
- To inculcate awareness about citizenship, democracy, and governance. To provide firsthand experience of functioning in a legislative assembly.
- To develop 21st-century citizenship skills like leadership, debate, and critical thinking.
The Regional Joint Directors of School Education and District Educational Officers are further informed that in order to achieve the above objectives among the students it is decided to conduct certain competitions and state-level “Students’ Assembly” for the students studying Classes VIII to X in all Government, ZP, and Municipal Schools of Andhra Pradesh. Guidelines for Conducting Competitions
- Conduct Essay Writing and Elocution for all eligible students.
- Select top 3 students from each competition (total 6).
- Conduct a Quiz among these 6 students.
- Select three top performers at each level to move to the next stage.
- Select only one topper at constituencies level.
- Maintain transparency and proper documentation of selection and results.
- Ensure wide publicity and student participation at all levels.
- Upload the list of winners to the SCERT/AP website by the specified date.
State-Level 'Students’ Assembly' at Amaravathi, AP
Venue: Amaravati
Participants: 175 student MLAs (one from each Assembly Constituency)
Expected Outcomes:
- Enhanced awareness of constitutional values.
- Hands-on learning about democratic functioning.
- Development of leadership and oratory skills among students. Strengthening civic education through experiential learning.

- 26.11.2025 – Conduct of the Students’ Assembly on Constitution Day.

Instructions
- Ensure strict adherence to the timeline.
- Maintain decorum and fairness in evaluation.
- Provide adequate guidance and rehearsal for selected students.
- Arrange travel, accommodation, and meals for state-level participants.
- Constitute committees at the district and constituency levels to monitor the smooth functioning of the program regularly.
Therefore, all the Regional Joint Directors of School Education and District Educational Officers are requested to disseminate the above to all the Headmasters, Dy.Eos and MEOs under their jurisdiction and ensure that the competitions are strictly held as per the given schedule and the instructions issued therein.
