MPSHM/SA and Surplus Teacher Adjustments
MPSHM/SA is Class I category 13. The appointment table provides for transfer of surplus teachers from Class I categories 1–10 or promotion from Class II categories 1–10. Note 3 gives priority to posting available surplus teachers from Class I categories 1–10 against MPSHM/SA posts before promotion is considered under the relevant rules.
Note 4 provides for surplus MPSHM/SA teachers to be posted to the concerned subject according to their qualifications wherever required. Where such surplus teachers are absent, vacancies are to be filled through the applicable promotion/direct recruitment provisions.
Transfer between different categories within the same class is generally not permissible. During reapportionment/rationalisation, Government may call for willingness from eligible surplus teachers. If willingness is not given, Note 2 states that the junior-most qualified teacher among the surplus teachers who applied for transfers in that subject may be deputed to the needy subject for a specified period.
95% Local Reservation and Other Reservation Rules
Note 5 prescribes 95% reservation for local candidates in direct recruitment to the relevant categories under the Presidential Order, 2025. General Rule 22 special representation applies to direct recruitment, as amended from time to time. Reservation in promotion follows the applicable rules issued from time to time.
Women alone are to be appointed in institutions specially provided for women/girls. Rule 4 provides for filling a vacancy first by transfer of a woman member in the same category within the unit. Where this is not possible, appointment by an admissible method is subject to the rule’s seniority and promotion conditions.
Municipal SA and SGT Qualifications – GO 37
TET/CTET requirement: Rule 5(i) requires the relevant TET/CTET and prescribed qualifications for appointment, promotion or appointment by transfer to Class I categories 1–13, except category 11 (SA Physical Education), and Class II categories 1 and 2. The Special Education entries additionally specify a pass in TET and a valid RCI CRR number.
Candidates with higher qualifications must satisfy the bachelor-level subject and other prescribed requirements. Rule 5(iii) specifies medium/language eligibility routes for SA Mathematics, Biological Sciences, Physical Sciences, Social Studies, Physical Education and SGT. NCTE norms and Government orders relating to qualifications/appointment also apply.
