AP Municipal Teachers Service Rules Amendments 2026 – GOs 268, 269, 270 and 271

The Government of Andhra Pradesh has issued G.O.Ms.Nos. 268, 269, 270 and 271, dated 31-10-2026, amending four sets of Educational Subordinate Service Rules, 2016. The orders revise post classifications, appointing authorities, promotion committees, qualifications, disciplinary provisions and administrative control.

At a glance: Head Master Grade-II Gazetted appointments come under the Regional Joint Director of School Education. The specified other categories come under the DEO. Service conditions and administration are placed under the Commissioner/Director of School Education.

GO-wise coverage and effective dates

All four orders are issued by the Municipal Administration and Urban Development (D1) Department. The date of issue differs from the deemed commencement dates.

Major amendments explained

1. School Education Department and administrative control

Rule 2 replaces the respective municipal-body wording with “School Education Department”. New Rule 30 in GOs 268–269 and new Rule 31 in GOs 270–271 place service conditions, administration and control under the Commissioner/Director of School Education, referring to G.O.Ms.No.84 dated 24-06-2022. The School Education Department is to issue appropriate service rules.

The background explains that Municipal school teachers remain a separate service. These amendments should not be described as an automatic merger with Government or ZP/MPP teacher services.

2. Revised classes and post categories

Class I contains Head Master Grade-II Gazetted. Class II covers School Assistants and Model Primary School Headmaster/School Assistant (MPSHM/SA). The number and titles of posts differ between the four orders.

GO 271 wording to verify: Page 4, amendment 3(d)(ii), names a representative of the Greater Visakhapatnam Municipal Corporation Commissioner in the Class II promotion committee, although this order concerns Vijayawada. The supplied wording is reported here without silently changing it; clarification or a corrigendum is needed before treating this as a VMC representative.

5. Qualifications under Rule 7

The qualifications prescribed under the A.P. School Subordinate Service Rules for corresponding teacher posts in ZPP, MPP and Government schools, as amended from time to time, are made applicable. The four amendments do not reproduce individual degree, training or subject-wise qualification requirements.

6. Disciplinary authority and appeals

The appointing authority also acts as the disciplinary authority. Rule 25 provides for suspension in the stated inquiry/criminal-proceeding circumstances and penalties following the Andhra Pradesh Civil Services (CC&A) Rules, 1991.

Local cadres and 95% local reservation: background

The introductory paragraphs refer to the organisation of local cadres under the Presidential Order, 2025 and to 95% reservation for local candidates in direct recruitment. GO 268 cites cadre GO 204; GO 269 cites GO 203, both dated 04-10-2026. GO 270 cites GO 207 and GO 271 cites GO 208, both dated 08-10-2026.

The background refers to District/Zone units; GO 270 uses contiguous Districts/Zone wording. For the exact cadre allocation, local-candidate eligibility and recruitment application, consult the respective cadre orders and applicable recruitment notification. The 95% reference concerns direct recruitment, not a blanket promotion quota.
