MPSHM/SA and Surplus Teacher Deputation

MPSHM/SA is Class I category 13. The appointment table provides for transfer from surplus teachers in Class I categories 1–10 or promotion from Class II categories 1–10. Note 3 states that available surplus teachers are to be posted first against MPSHM/SA posts; in their absence, the posts are to be filled by promotion under the relevant rules.

Note 4 provides for surplus MPSHM/SA teachers to be posted in the concerned subject according to their qualifications wherever required. Where such surplus teachers are absent, the relevant promotion/direct recruitment provisions apply.

Transfer between different categories within the same class is generally not permissible. During reapportionment/rationalisation, Government may seek willingness from eligible surplus teachers with the prescribed qualifications. Note 2 states that, if a surplus teacher does not give willingness to move to the needy subject, the junior-most teacher in service in that subject who has the requisite qualifications may be deputed to the needy subject for a specified period.

Local Reservation and Other Reservation Provisions

95% local reservation: Paragraph 4 of the order records that the cited cadre-organisation order specifies ninety-five percent reservation for local candidates in direct recruitment. The supplied GO 38 contains four notes after the appointment table; the percentage is stated in the introductory order paragraph.

Under Rule 4, special representation under General Rule 22 applies to direct recruitment as amended from time to time. Reservation in promotion follows Government orders issued from time to time.

Women alone are to be appointed in institutions specially provided for women/girls. A vacancy is to be filled first through transfer of a woman member in the same category within the unit. If this is not possible, appointment through an admissible method is subject to the seniority and promotion conditions in Rule 4.

SA, SGT and Specialist Teacher Qualifications

TET/CTET: Rule 5(i) requires the relevant TET/CTET and prescribed qualifications for appointment, promotion or appointment by transfer to Class I categories 1–13 except category 11 (SA Physical Education), and Class II categories 1 and 2. The Special Education qualification entries specifically require a pass in TET and a valid RCI CRR number.

Candidates with higher qualifications must satisfy the bachelor-level subject and other prescribed requirements, including medium/language conditions. Rule 5(iii) specifies the eligible medium/language routes for SA Mathematics, Biological Sciences, Physical Sciences, Social Studies, Physical Education and SGT. NCTE norms and Government orders relating to qualifications/appointment also apply.

SA Mathematics qualification routes

The entry lists a bachelor’s degree in the prescribed Mathematics/Applied Mathematics/Statistics subjects with Mathematics-methodology B.Ed./B.Ed. Special Education; a recognised four-year integrated degree route; specified BCA/BE/BTech routes with Intermediate subjects and Mathematics methodology; and a relevant postgraduate route with three-year integrated B.Ed–M.Ed.
