MPSHM/SA and Surplus Teacher Adjustments
MPSHM/SA posts (Class I category 15) may be filled by transfer from surplus teachers in Class I categories 1–12 or by promotion from Class II categories 1–10. Note 3 gives priority to posting available surplus teachers of Class I categories 1–12 against MPSHM/SA posts. In their absence, these posts are to be filled through promotion under the relevant rules.
Note 4 provides for surplus MPSHM/SA teachers to be posted in the concerned subject according to their qualifications wherever required. In the absence of surplus MPSHM/SA teachers, the relevant posts are to be filled by promotion and direct recruitment in accordance with the service rules.
Transfer between different categories within the same class is generally not permissible. During reapportionment/rationalisation, the Government may seek willingness from eligible surplus teachers who possess the prescribed qualifications. Where willingness is not given, Note 2 provides for transfer to the needy subject, for a specified period, of the junior-most qualified teacher among the surplus teachers who applied for transfers in that subject.
Local Reservation and Reservation Rules
95% local reservation: Note 5 prescribes ninety-five percent reservation for local candidates in direct recruitment to the relevant categories, as specified in the Presidential Order, 2025. Special representation under General Rule 22 applies to direct recruitment as amended from time to time. Reservation in promotion follows the rules issued from time to time.
Women alone are to be appointed in institutions specially provided for women/girls. The order provides for transfer of a woman member in the same category within the unit first. If that is not possible, appointment through an admissible method is subject to the seniority and promotion conditions stated in Rule 4.
SA, SGT and Other Teacher Qualifications
TET/CTET: Rule 5(i) requires the relevant TET/CTET and prescribed qualifications for appointment, promotion or appointment by transfer to Class I categories 1–15 except category 13 (SA Physical Education), and Class II categories 1 and 2. The Special Education qualification entries specifically require a pass in TET and a valid RCI CRR number.
Candidates with higher qualifications must satisfy the bachelor-level subject and other requirements, including prescribed medium/language conditions. Rule 5(iii) sets out the medium/language routes for SA Mathematics, Biological Sciences, Physical Sciences, Social Studies, Physical Education and SGT. NCTE norms and Government orders relating to qualifications/appointment also apply.
SA Mathematics qualification routes
