🏫 SMC Composition 2026

The SMC Guidelines 2026 provide for participation of parents/guardians, teachers, school leadership, Local Authority representatives and other eligible community/academic representatives.

👨‍👩‍👧‍👦 SMC 75% + 25% Composition Rule

75% of SMC Strength: Parents / Guardians of children studying in the school.

Remaining 25%: Representatives from the Local Authority, Teachers and specified local educationists / experts / academicians / senior students / alumni / frontline community workers.

Distribution within the Remaining 25%

  • One-third: from amongst elected members of the Local Authority.
  • One-third: from amongst teachers of the school, as decided by the teachers.
  • Remaining one-third: from local educationists, subject experts, academicians, senior students, alumni and frontline community workers such as AWW, ASHA and ANM serving neighbourhood areas.

👩 Women, SEDG & CwSN Representation

Women Representation: 50% of the strength of the SMC shall be women.

SEDGs: Proportionate representation should be given to parents/guardians of children belonging to Socio-Economically Disadvantaged Groups, including SC/ST/OBC etc.

CwSN: Adequate representation of parents/guardians of Children with Special Needs should be ensured.

Representation across different classes/grades in the school should also be ensured as applicable.

✅ Who is Eligible to Participate in SMC Elections?

Only one parent or guardian of each enrolled child, whose name is already registered in the admission form, shall be eligible to participate in the election.
  • Both father and mother of the same child cannot separately participate on the basis of that child.
  • Only one eligible parent/guardian of each enrolled child can participate.
  • A guardian may participate where he/she is the eligible registered guardian in the admission record.
  • The school should verify the admission record before permitting participation.
  • Eligible and willing parents/guardians may nominate themselves.
  • Parents/guardians may nominate another eligible and willing parent/guardian from the school community.
  • A parent from another school cannot contest as a parent representative in this school's election.

🗳️ AP SMC Election Process 2026

The election of parent/guardian members should be conducted in a democratic, transparent and inclusive manner to facilitate meaningful community participation.

  • The Head of School should initiate the election process.
  • Notice should be issued to eligible parents/guardians indicating the election schedule and procedure.
  • Representation of women, SEDGs, parents of CwSN and different classes/grades should be ensured.
  • Parents/guardians may nominate themselves or other eligible and willing parents/guardians.
  • Where candidates exceed the prescribed number of seats, voting shall ordinarily be conducted by raising hands or voice vote.
  • Where there is a dispute or unresolved contention, secret ballot may be adopted to ensure fairness.
  • The election may be supervised by a designated Education Officer or authorised representative to maintain impartiality and transparency.
  • After completion of the process, the Head of Institution/School shall officially record the elected parent/guardian members.

👥 SMC Election & Meeting Quorum

50% Election Quorum
Parents/Guardians of enrolled children must be present at the time of voting.
50% SMC Meeting Quorum
Minimum 50% of SMC members should be present for subsequent meetings.

⏳ SMC Tenure 2026

The term of the members of the School Management Committee shall be two years. The SMC may continue beyond two years until the new committee has been reconstituted. The process for constitution of a new SMC should preferably begin before completion of the existing committee's tenure to avoid discontinuity.

A member can be re-nominated for another term, but a member cannot remain in office for more than two consecutive terms, except the Member-Secretary.

When Can SMC Membership End?

  • If the child of the Parent/Guardian member leaves the school.
  • Detention/conviction of a member as specified in the guidelines.
  • Migration of the member from the block/district.
  • Death of the member.
  • Absence from four consecutive meetings without any information.

Any casual vacancy arising under the applicable conditions shall be filled according to the procedure prescribed by the implementing authority/State Government.

📋 Duties of SMC Member-Secretary

  • Ensure constitution of SMC within the prescribed period.
  • Organise the Annual General Body meeting for selection/election of parent/guardian members.
  • Ensure required participation of parents/guardians during election.
  • Display complete details of the newly formed SMC members prominently in the school within one week of formation.
  • Maintain details of members such as Name, Designation, Contact Number and Email ID etc.
  • For Parent/Guardian members, Child Name and Class should also be mentioned with the parent/guardian details.
  • Conduct SMC meetings at least once a month.
  • Ensure minimum 50% quorum during SMC meetings.
  • Prepare agenda items to be discussed in SMC meetings.
  • Maintain a register containing SMC details, meeting notices, members present, agenda and minutes.
  • Properly record meeting minutes and decisions and make them available as prescribed.
  • Ensure capacity-building training of SMC members within one month of constitution.
  • Further training/workshops may be organised periodically as required.
  • Display the School Report Card available on the UDISE+ portal at a prominent place in the school.
  • Make the UDISE+ School Report Card available to SMC members in the first meeting.
  • Ensure compliance with orders/directions issued by District/Block level officers regarding SMC meetings, composition and elections.
  • Carry out other responsibilities assigned by the Head of School, District Education Officer or higher authority.
