All the Regional Joint Directors of School Education and District Educational Officers in the State have reported that transfers and promotions were conducted in May & June-2025 to the posts of Grade-II Headmasters and teachers of all cadres and all managements, namely Government, Zilla Parishad/Mandal Parishad, Municipalities, and Municipal Corporations, through the online mode only. It is further reported that certain issues arose during the transfer process due to incorrect or incomplete updation of Teacher Information System (TIS) details by some teachers, resulting in Parent Management issues, NCC Wing issues and discrepancies in the calculation of service points. Further, under Mega DSC-2025, School Assistants and Secondary Grade Teachers have been appointed.

 

In view of the above, in order to avoid recurrence of such issues in the forthcoming transfers and promotions, it has been decided to permit TIS updation for all Grade-II Headmasters and teachers of all cadres and all managements (Government, ZP/MP, Municipalities, and Municipal Corporations). Based on the updated and verified TIS data, revised seniority lists shall be prepared for further administrative action.

 

Further, publish the Provisional Seniority Lists in the District Official Website to receive Objections/grievances if any, within the stipulated time.

 

In this connection, in order to complete the above task in a smooth manner the following guidelines / instructions are hereby issued: -

  • The erstwhile (13) District Educational Officers and (4) Regional Joint Directors of School Education shall publish the Provisional seniority lists category wise and management wise separately in District Official Website as well as in the notice Board of the O/o the DEOs & RJDSEs Concerned as updated in Teachers Information System (TIS).
  • The DEOs & RJDSEs concerned shall issue a press note on publication of Provisional Seniority Lists and ensure that the message shall be reached to all the stake holders enabling them file objections, if any.
  • The erstwhile (13) District Educational Officers shall constitute a District Grievance Redressal Cell at District level with the following members:-

  • Separate Committees shall be constituted for each cadre, consisting of Deputy Educational Officers, DCEB Secretaries, senior-most Headmasters, and ASO/APO, for receiving grievances from Headmasters and teachers. These Committees shall collect and consolidate all grievances and submit the same to the District Grievance Redressal Cell of the erstwhile district for
  • Appeals if any, against the decision made by the District Grievance Redressal Committee, can be submitted to the concerned Regional Joint Director of School Education for further disposal.
  • The District Educational Officers of new Districts are instructed to depute the concerned members mentioned in the above said Grievance Redressal Cell to the erstwhile DEO Office until completion of the exercise.
  • The redressal of grievances shall be reviewed by the District Grievance Redressal Committee constituted at each District between 3 PM to 6 PM everyday and provide the status of grievances to the Headmasters/ teachers.
  • The District Educational Officer is competent authority for promotions to post of School Assistant cadre of all managements (Govt., ZP/ MP, Municipalities & Municipal Corporation) from Feeder Category of SGTs of respective managements (Govt., ZP/ MP, Municipalities & Municipal Corporation) and the Regional Joint Director of School Education is competent for promotions to the post of Head Master cadre of all managements (Govt., ZP, Municipalities & Municipal Corporation) from the feeder Category of School Assistants of respective managements (Govt., ZP/ MP, Municipalities & Municipal Corporation).
  • The Competent Authorities shall take due care in the process of Publication of Seniority Lists and Disposing the Grievances.
  • The Regional Joint Directors of School Education and District Educational Officers shall be fully responsible for maintaining all records pertaining to seniority lists of all cadres and all managements, both in soft and hard copies, in a proper manner.

 Grade-II Headmasters and teachers shall be solely responsible for the accurate and timely updation of their Teacher Information System (TIS) details. In case any false, incorrect, or misleading information is furnished in the TIS, appropriate disciplinary action shall be initiated against the concerned individual as per the relevant rules in force.


Transfers and promotions shall be taken up strictly based on the data furnished in the Teacher Information System (TIS) only. No provision shall be made for editing or modifying the details at the stage of submission of transfer or promotion applications.


Therefore, all the Regional Joint Directors of School Education and District Educational Officers are instructed to follow the above instructions scrupulously and complete the process within the stipulated time.
