All the District Educational Officers and Additional Project Coordinators in the State are informed that, the Samagra Shiksha, Andhra Pradesh has implementing the Centrally Sponsored Scheme for Vocationalisation of Secondary and Higher Secondary Education(CSSVSHSE) in 1578 Schools of different managements from the academic year 2025-26 across the state from 9th class to 12th class in 11 Sectors.

 

In this regard, all District Educational Officers and Additional Project Co­Ordinators in the State are hereby informed to communicate the enclosed guidelines to all the concerned Head Masters/Principals for the implementation of vocational education. If any Head Master/Principal fails to comply with the guidelines, appropriate actions will be taken.

Vocational Education implementation guidelines for Head Masters/ Principals Background:

 

The Samagra Shiksha, Andhra Pradesh is implementing the Centrally Sponsored Scheme for Vocationalisation of Secondary and Higher Secondary Education(CSSVSHSE) in 1578 Schools of different managements from the academic year 2025-26 across the state from 9th class to 12th class in 11 Sectors namely 1. Agriculture, 2. Apparel, 3. Automotive, 4. Electronics, 5.ITES, 6. Beauty & Wellness, 7. Food Processing, 8.Healthcare, 9.Retail 10.Banking, Finance Services and Insurance and 11. Power. Vocational Education is to be taught as an additional subject from Class 9th to 12th. The course curriculum is developed by PSSCIVE Bhopal and approved by Ministry of Education, New Delhi.

 

The Samagra Shiksha, Andhra Pradesh is implementing the Vocational Education program through its Vocational Training Partners (VTP). The VTPs made a MoU with Samagra Shiksha, Andhra Pradesh to implement the Vocational Education program by appointing one Vocational Trainer for one trade in one school. Further, The SCERT, Andhra Pradesh has allocated 4 periods in a week for each class from 9th to 12th for Vocational Education subjects. The Samagra Shiksha, Andhra Pradesh is providing the required Tools & Equipment and raw materials for smooth implementation of Vocational Education.

 

Role of Head Master/Principal:

  1. Students Enrolment: Enrollment should not exceed 50 students per section per trade. Number of sections may be divided as per total enrollment in the Each student is eligible for only one Trade/Course to enroll. Obtain an undertaking from the parents to retain the student in school till completion of Level-2 (10th class)/ Level-4 (12th class) of Vocational Education.
  2. Allocation of Periods in Academic Timetable: Allot sector-wise periods, at least Four periods per week per class for each trade, to the Vocational Trainers in classes 9th to 12th as per the SCERT Academic Calendar. Allocation of periods for each class in every trade must get 4 periods in a week i.e. 3 Practical and 1 Theory per week.
  3. Vocational Lab: Allot a separate classroom/ Lab room for each trade with a minimum of 600 SFT area. This room will be exclusively used for Vocational The tools and equipment of the trade should be placed in the allocated lab / class room only.
  4. Lab Establishment & Maintenance of Tools & Equipment: The Samagra Shiksha, Andhra Pradesh has supplied the tools & equipment and raw materials to the schools as per the trades implemented. These lab equipment and raw materials shall be supplied only for vocational classes purposes and this equipment should be placed in the allocated Vocational Lab only. The HMs / Principals are responsible for the complete lab setup and The vocational trainer will support the HMs / Principals for lab set up and maintenance. The HMs / Principals have to ensure the maintenance of the stock register separately for Vocational Education only. The HM/Principal/VT will report the tools & equipment and raw material status through LEAP application.
  1. Monitor Vocational Trainer's:

  • Each trade has a dedicated vocational trainer who conducts the Vocational Education classes as allotted by HM/Principal.
  • To attend / report every day before the Headmaster / Principal of the concerned school to implement the vocational education and get the prior permission from them to avail any leave.
  • To complete the Syllabus and curriculum of the Vocational Text Books as per guidelines. Ensure timely delivery of the entire vocational content with quality parameters met.
  • The Vocational Trainer should submit a trainer dairy to HM/ Principal with lesson plans on daily basis. After the completion of classes, the VT will enter the class report through LEAP application.
  • Ensure the students to maintain the Vocational Lab records.
  • Ensure the students Formative Assessment marks, Practical Assessment marks and Final Theory Examination marks is entered in the Central Marks Register.
  • Provide the Career guidance to the students on individual basis with help of Vocational Co ordinator and Head master.
  • Complete the exit survey of every 10th class and 12th class student before closing of Academic year and submit the report to Samagra Shiksha.
  • Formative Assessments: Ensure the conduction of internal assessments of students as Formative assessments along with other subjects. Ensure entry of Assessment marks in the Central Marks Register along with other subjects. There will be 20% of overall weightage to the internal assessment in Vocational Subject.

  1. Guest Lectures: Monitor and guide guest lectures conducted by Vocational Trainers (VTs) and Vocational Training Partners (VTPs). One guest lecture per class per trade per month should be conducted mandatorily by Vocational Coordinators (VCs) and Vocational Training Partners (VTPs) respectively. Rs. 750/- per guest lecture will be paid by VTP to the Resource person. The HM/ Principal should acknowledge the payment receipt.
  2. Industry / Field Visits: Monitor and guide Industry / Field visits conducted by Vocational Trainers (VTs) and Vocational Training Partners (VTPs). One Industry / Field visit per class per trade in half year to be conducted mandatorily by Vocational Trainers (VTs) and Vocational Training Partners (VTPs) respectively. Engage 2 staff members during industrial visits, especially a lady teacher should accompany girl students during their industrial visit along with the VT. The expenditure for the Industry / Field visits will borne by the VTP and the HM / Principal should acknowledge the expenditure receipts.
  1. Internships: Monitor and guide internships facilitated by VTs/VTPs. Ensure all the students of 10th, 11th and 12th students get the at least 80 Hrs of internship opportunity in entire course. The internships may be planned in Dussehra, Sankranthi and Summer holidays in nearby areas of the home towns of students or School location. On completion of Internship and vocational course, certificates to the students should be issued.
  2. Pre Vocational classes: The SCERT, AP has allocated bagless days for prevocational classes and Samagra Shiksha will share the activity-based Kaushal Bodh textbooks for 6th to 8th The Head Master / Principal will be responsible for implementation of pre-vocational classes (exposure to vocational education) for classes 6th to 8th as per time allocated in academic calendar.The Vocational Trainers may be allotted pre-vocational classes of 6th ,7th & 8th .
  3. Apprenticeship Registration: Monitor and guide apprenticeship registration of every 12th class student facilitated by VTs/VTPs. Ensure registration of all 12th-grade students on the National Apprenticeship Promotion Scheme (NAPS) through the portal apprenticeshipindia.gov.in .
  4. Awareness Campaigns: Guide and create awareness among parents and students about NSQF and vocational education. Involve Vidya Committee members and other PRI members in awareness campaigns.
  5. Progress Review and Reporting: Conduct regular monthly/quarterly/half­yearly/annual reviews on student progress and vocational education-related activities and facilities. Report to the State Office through the route channel from the District Office.
  6. Skill Competitions: To monitor and encourage the student’s participation in the skill competitions conducted by the VTP.
  7. Assessments: To monitor the internal assessments (Formative assessment) school level, Practical assessments and Theory Assessments conducted by SSC and Intermediate Boards. The Nominal rolls of the students should be submitted within the given period of time without any discrepancies.
  8. Administrative Responsibilities:

  • Vocational Trainers (VTs) and Vocational Coordinators (VCs): VTs appointed by VTPs will work under the guidance of the Head Master/Principal for vocational education academics at school level. VCs appointed by VTPs will coordinate with the VTs and HMs/ Principals regarding the vocational education program's implementation in schools for specific trades.
  • Vocational Trainer's Honorarium: The vocational Trainers' honorarium will be paid based on attendance. VTPs will decide on General Leaves/Maternity/Paternity leave for Vocational Trainers, and they must make alternate arrangements if the leave is 15 days and above All the Government holidays from School Education department to schools will be applicable to Vocational Trainers. The HM / Principal have to acknowledge the attendance report of VT before submitting to VTP.
  • Attendance and Reporting: Maintain separate attendance register for vocational trainers. Report the joining of Vocational Trainers to the SS Head Office. The attendance report of VTs will be generated through LEAP application, the HM/ Principal to check and acknowledge the same for process of his/her salary from the VTP.
  • Records and Reports: Ensure all the records and reports like attendance, stock register, tools status report etc. in the control of Head Master / Principal only. The Head Master / Principal is whole and sole responsible for smooth implementation of Vocational Education in the concerned school.
  • Financial Records: Maintain separate cash books, stock registers, attendance registers and assessment registers of students for Vocational Education and leave registers for Vocational Trainers. Provide necessary expenditures from the amount deposited to schools by SS under the Vocational Education grant as per SS's orders. Maintain separate purchase records. Ensure the budget provided for Vocational Education is utilized only for vocational education purpose and not for any other purpose.

Role of Girl Child Development Officers (GCDO): District GCDO: Girl Child Development Officers (GCDO) and Assistant Girl Child Development Officers in the districts are responsible for monitoring and supporting vocational education in all selected schools in their district. A detailed proceedings Rc.No.SS/13/2023-GCDO Dated: 07/06/2023 were given with roles and responsibilities. This helps the state understand the situation and provide support as needed.


Role of Lend A Hand India: Lend-A-Hand India (LAHI) organization is working in skill education sector since 2006 with 25 states. Lend-A-Hand India has entered a non- financial MoU with Samagra Shiksha, Andhra Pradesh and established a Project Management Unit to provide technical support in implementation of Vocational Education. Representatives of LAHI also visits the schools and provide necessary inputs to Samagra Shiksha, Andhra Pradesh.


Role of Vocational Training Partner:


The Vocational Training Partners (VTP) is selected through a transparent process by Samagra Shiksha, Andhra Pradesh for implementation th of CSSVSHSE Vocational Education for 9th class to 12th class in selected schools and selected trades by appointing one Vocational Trainer per school per trade. A Vocational Coordinator is appointed by VTP to coordinate with Head Masters/ Principals and VTs for smooth implementation of the program. VTP will pay the honorarium to VTs and VCs. If any VT resigns or absconds, VTP will appoint another VT within 15 days giving prior information to Samagra Shiksha, Andhra Pradesh.
