AP Samagra Shiksha CRPs, MLAs, MISCs, DEOs, Messangers, OS Transfers 2023 School Education AP Samagra Shiksha - Transfers of CRPs/Mandal Level Accountants/MIS Coordinators/Data Entry Operator/Messenger/Office Subordinates and etc., under Samagra Shiksha - Instructions Issued - Reg Memo No.2087686/APSS/Admin(A1)/2023, Dt: 14/07/2023


All the Additional Project Coordinators, Samagra Shiksha, in the State are hereby directed to take up the transfers in respect of all categories L.e., CRPs/Mandal Level Accountants/ MIS Coordinators/ Data Entry Operators/ Messengers/ Office Subordinates and etc., at District and Mandal Level immediately without any deviation of the guidelines issued by this office and report compliance.


The guidelines are enclosed herewith.


This has got the approval of the State Project Director, Samagra Shiksha, Andhra Pradesh, Amaravati


GUIDELINES FOR TRANSFER OF STAFF UNDER OUTSOURCING/CONTRACT BASIS


CATEGORIES PROPOSED FOR TRANFER:

 

i. I.E-Coordinators

ii. Cluster Resource Persons 

iii. Mandal Level Accountants

iv. MIS-Coordinators

v. Data Entry Operators

vi. Messengers 

vii.Office Subordinates


Inter-District Transfers:


i. Equal number of candidates shall be transferred from one district to another district.

ii. The transferred candidates shall be posted in the vacancies that arose because of transfer to other districts or based on need. 

iii. The Collector of erstwhile district has to look after such transfers and issue orders.

iv. The consent from the Collectors of both districts is required.


Within District Transfers:

i. All candidates can submit application for transfer. 

ii. Mutual transfers shall be considered first.

iii. The posts in the schools under Category-3 & 4 shall be given first priority.

iv. The approval of the District Collector is required.


General guidelines:


i. The transfers shall be done by taking erstwhile district as a unit. 

ii. Preference shall be given to the vacancies in schools especially under Category-III and IV.

iii. Preference shall be given for spouse/ PH/women candidates. 

iv.A specific schedule shall be given at district level for submission of applications and completion of transfer process. The process shall be completed by 30th July 2023. 

v. The APC of the erstwhile district shall be the nodal officer for all such transfers. 

vi. The APCs of Samagra Shiksha of newly restructured districts are requested to furnish the request transfers representations in r/o all categories to the erstwhile APC immediately.

vii. A district level Committee is to be formed with the following members: 


1. District Collector (Or his Nominee) : Chairman

2. DEO & Ex-officio Project Coordinator : Member

3. APC, Samagra Shiksha : Member-Convener

4.  Principal, DIET : Member

5. FAO/AO of the district : Member


Note: The Field officers shall ensure that no school shall suffer owing to lack of staff, transferred in in the above schedule.
