What is G.O.Rt.No.141?
The Government of Andhra Pradesh, after examination of the matter reported by the State Project Director, Samagra Shiksha, has constituted a State Level Committee.

Terms of Reference of the Committee
The State Level Committee has been entrusted with the following important responsibilities:
- Examine RTE provisions: Examine the provisions of the Right of Children to Free and Compulsory Education Act, 2009 and the Andhra Pradesh RTE Rules.
- Supreme Court Judgment: Study the Judgment dated 13.01.2026 of the Hon'ble Supreme Court of India in SLP (Civil) No.10105 of 2017.
- NCPCR SOP: Examine the Standard Operating Procedure issued by the National Commission for Protection of Child Rights (NCPCR).
- Review existing guidelines: Review the operational Guidelines issued by the Government/School Education Department for implementation of Section 12(1)(c).
- Implementation issues: Identify practical and legal issues encountered during implementation.
- Amendments: Recommend amendments to existing Guidelines in conformity with the Act, AP RTE Rules, observations of the Hon'ble Supreme Court and NCPCR SOP.
- Admission mechanism: Recommend appropriate mechanisms for publication of seat matrix, centralized online admissions, grievance redressal, transparency, monitoring and reimbursement.

Committee Report and Revised Guidelines
