The Government of Andhra Pradesh has issued important instructions regarding reservation rosters, carry-forward vacancies, reservation for local candidates, assessment of vacancies and submission of requisitions for direct recruitment following implementation of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025.
The Presidential Order, 2025 superseded the earlier Andhra Pradesh Presidential Order, 1975 and came into force with effect from 15 December 2025.

What is AP G.O.Ms.No.172?
G.O.Ms.No.172 provides guidelines for uniform implementation of the Presidential Order, 2025 across Government organisations in Andhra Pradesh.
The orders mainly deal with:

Separate Local Cadre Units
Following organisation of posts into local cadres, separate units are provided for categories of posts under:

These units are treated separately for matters including appointment, discharge, promotion, seniority, transfers and allied service matters.
Reservation Roster System
Each unit has to maintain dedicated reservation rosters in accordance with Rule 22 of the Andhra Pradesh State and Subordinate Service Rules, 1996, as amended from time to time.

When Will a Fresh Roster Start?
Where the local cadre status and unit of appointment change because of reorganisation, the reservation roster will commence afresh from Roster Point No.1.
Carry-Forward Vacancies
The Government has prescribed a procedure for dealing with unfilled reserved vacancies carried forward from previous recruitment years.
- Carry-forward vacancies existing on the date of reorganisation shall be identified.
- Vacancies shall be arranged recruitment year-wise beginning with the oldest recruitment/notification year.
- Separate lists shall be maintained for SC Group-I, Group-II and Group-III.
- Separate lists shall also be maintained for STs, each BC group and EWS.
- Carry-forward vacancies of erstwhile units shall be apportioned among corresponding new units based on cadre strength.
Distribution of Carry-Forward Vacancies
If there is only one carry-forward vacancy, it shall be allotted to the newly formed unit having the highest cadre strength.
Where there are two or more carry-forward vacancies, they shall be allotted among units in descending order from the highest cadre strength to the lowest cadre strength.
95% Local Reservation in AP Direct Recruitment
The 95% local reservation is also applicable to the categories covered by the relevant provisions specified in the Government Order.
What About the Remaining 5% Posts?
The remaining 5% of posts are unreserved. These posts are available to both local and non-local candidates through open competition.

Assessment of Vacancies for Direct Recruitment
Appointing authorities have to determine cadre strength and assess vacancies separately for every category of posts in each:
- District Cadre
- Contiguous District Cadre
- Zone Cadre
- Contiguous Zone Cadre
- Multi-Zone Cadre
Appointments Made On or After 15.12.2025
As per Paragraph 13 of the Presidential Order, 2025, appointments and promotions/appointments by transfer made by competent authorities in accordance with the existing Special Rules and General Rules on or after 15.12.2025 shall be valid.
However, such promotions and appointments by transfer are subject to review and readjustment in accordance with the provisions of the Presidential Order, 2025.
Requisition to APPSC & Recruiting Agencies
After finalisation of vacancies under each local cadre, the concerned authorities have to prepare separate reservation rosters and identify vacancies to be filled through direct recruitment.
- Finalise vacancies under each local cadre.

- Obtain required Finance Department clearance.
- Prepare local cadre-wise, category-wise and reservation-wise vacancy break-up.
