The attention of all the District Educational Officers and Additional Project Coordinators in the State is invited to the references cited above, wherein the Government of Andhra Pradesh has undertaken a landmark initiative under the Mana Badi Mana Bhavishyathu Programme for strengthening foundational education by establishment and development of 9,620 Model Primary Schools across the State.
T h e Mana Badi Mana Bhavishyathu Programme is one of the most prestigious flagship initiatives of the Government of Andhra Pradesh aimed at transforming Government Schools into vibrant centres of excellence with world-class infrastructure and improved learning conditions.
The programme has been envisioned with the noble objective of providing quality infrastructure, child-friendly learning environments, improved academic facilities and enhanced educational standards in Government managed schools, thereby ensuring equitable access to quality education for every child.
The district-wise details of the identified Model Primary Schools are furnished hereunder:

It has been observed that several Model Primary Schools require immediate infrastructure augmentation for ensuring smooth academic functioning and creation of a safe, inclusive and academically conducive environment for students.
At present, approximately 38,801 classrooms/rooms are available across the State, whereas an additional requirement of nearly 9,554 room partitions has been identified based on the present school mapping and student strength. The Government is therefore committed to providing all essential infrastructure facilities in accordance with the prescribed norms and standards so as to elevate the quality of primary education across the State.
Further, in the reference 3rd read above, the Government have requested to furnish detailed estimates duly prepared in accordance with the prevailing Standard Schedule of Rates (SSR) for taking further necessary action in the matter.
In order to ensure scientific assessment, transparency, field-level verification and accurate estimation of infrastructure requirements, the following Mandal Level Committee is hereby constituted:

The Mandal Level Committee shall conduct detailed physical verification of each school and assess the infrastructure requirements strictly based on actual necessity and educational utility. The Committee shall ensure that every proposal is supported with proper justification, measurements and field verification before uploading the same in the STMS portal.
The signed physical copies of the estimates and verification reports at Mandal Level shall invariably be submitted to the Additional Project Coordinator concerned for scrutiny and record.

The District Level Committee shall meticulously examine and verify all proposals uploaded from the Mandal level before final submission in the STMS portal. The estimates shall be technically scrutinized by the Engineers of AP Samagra Shiksha to ensure authenticity, necessity and financial prudence. Any uploading of inaccurate, inflated, duplicated, unjustified or misleading proposals due to negligence, oversight or external influence shall be viewed seriously. In such cases, the DEO and APC concerned shall be held personally responsible
Therefore, all the District Educational Officers and Additional Project Coordinators in the State are hereby directed to prepare detailed estimates and upload the same in the School Transformation Monitoring System (STMS) portal on or before 27-05-2026 for the following infrastructure components:
- Major and minor repairs
- Construction of toilets with running water facility
- Conversion of verandahs into classrooms
- Electrification including fans and tube lights
- Provision of drinking water supply
- Partitions
- Painting of school buildings
- Dual Desks
- Green chalk boards
- Construction of additional classrooms
Guidelines for Assessment of Infrastructure Requirements :
RO (Reverse Osmosis) Systems:
Wherever RO Systems were already supplied under Phase-I or Phase-II of the programme, such units shall be treated as “existing units” irrespective of whether they are:
- Installed and functioning, or
- Installed but non-functional, or
- Yet to be installed
Therefore, proposals for additional RO Systems shall be submittedstrictly based on actual necessity and student strength, duly considering the existing availability of RO units in the school.

The requirement of Dual Desks shall be assessed purely based on the present student enrolment/strength in the school.
While arriving at the requirement, the existing usable furniture available in the school shall invariably be taken into account to avoid duplication or excess proposals.
Only the actual additional requirement shall be proposed in the STMS portal.

Green Chalk Boards :
The requirement for Green Chalk Boards shall be assessed based on:
- Number of functional classrooms available, and
- Actual necessity in the

The proposals are prepare with utmost accuracy, transparency and justification, duly avoiding duplication, inflated estimations or excess proposals. The estimates shall be strictly need-based, student-centric and in accordance with the prescribed norms and SSR provisions, as the matter is being closely monitored by the Government at the highest level.
Further, it is hereby informed that wherever the student enrolment exceeds 60 students during the Academic Year 2026–27, necessary estimates for additional infrastructure shall also be prepared and uploaded in the STMS portal without fail.
All the District Educational Officers and Additional Project Coordinators are therefore instructed to accord highest priority to this matter, as the issue was reviewed in detail by the Hon’ble Minister for HRD during the DEOs/APCs Conference held on 20-05-2026. Hence, all concerned shall ensure submission of complete, accurate and duly verified proposals in the STMS portal on or before 06-06-2026 without fail. Any delay, negligence or deviation in compliance shall be viewed seriously and the concerned officers shall be held personally accountable.
This has got the approval of the Commissioner, School infrastructure, A.P., Amaravati.
