All the Regional Joint Directors of School Education and District Educational Officers in the State are hereby informed that the Government of Andhra Pradesh has launched the Guaranteed Foundational Literacy and Numeracy (G-FLN) Programme in November 2025 with the objective of ensuring that every child from Classes I to V achieves the NIPUN Lakshyas in reading and numeracy by March 2026.

 

Further, it is aware that a Baseline Survey was conducted in all Primary Schools across the State from 24th November to 5th December 2025. Based on the findings of the survey, SCERT has prepared a 75-day Action Plan comprising three stages – SKY, Mountain, and Stream, which has been implemented in all Primary Schools across the State and is now nearing completion.

 

In this regard, the FLN Endline Survey through the LEAP App has been enabled from 23rd to 31 March 2026, to be conducted by DIET students, Cluster Resource Persons (CRPs), surplus cluster teachers, and other designated personnel in all Primary Schools in Andhra Pradesh.

 

To ensure uniform, effective, and non-deviated implementation across all Primary Schools, the following instructions are issued for strict compliance.

 

Dully followed the Key Guidelines-

  • All Mandal Educational Officers (MEOs) are hereby instructed to ensure that the Endline Assessments are conducted from 23rd March to 31st March 2026 without fail. performance at the STREAM level on or before 24th March 2026.
  • Based on the flagged information available in the LEAP App, the MEOs shall initiate immediate necessary action to ensure the conduct of Endline Assessments in the flagged schools.
  • The Endline Assessments shall be conducted using the services of DIET students with the support of DCEB Secretaries and DIET Principals.
  • The DCEB Secretaries shall coordinate with the DIET Principals and MEOs to ensure smooth conduct of the Endline Assessments through DIET students.
  • Particularly, in districts where there are no DIETs, the DCEB Secretaries shall take the complete responsibility to coordinate with the DIET Principals of the erstwhile districts and MEOs to map DIET students with schools for conducting the Endline Assessments.
  • In case DIET students are not sufficient, the DCEB Secretaries may utilize the services of surplus cluster teachers and CRPs from adjacent clusters, in coordination with the concerned MEOs.

All concerned officials are requested to closely monitor and ensure the timely completion of the Endline Assessments to maintain accurate reporting of student learning levels under the Guaranteed FLN Programme.


Roles and Responsibilities:


Regional Joint Directors of School Education (RJDs)

  • Review the district-wise preparedness and progress of the FLN Endline Assessments.
  • Coordinate with District Educational Officers t o ensure the timely completion of assessments across all districts in their jurisdiction.
  • Conduct periodic monitoring meetings and provide guidance for resolving implementation challenges.
  • Ensure strict adherence to guidelines issued under the Guaranteed FLN Programme.

District Educational Officers (DEOs)

  • Monitor the progress of assessments across all mandals on a daily basis. Coordinate with DCEBs, DIET Principals and Mandal Educational Officers to deploy adequate human resources for assessments.
  • Ensure 100% coverage of all Primary Schools.
  • Review LEAP App data and flagged schools and ensure timely corrective actions.
  • Ensure that endline assessments are completed in all primary schools of respective districts by the end of March 2026.

DCEB Secretaries

  • Coordinate with DIET principals and MEOs, especially in all 13 districts where DIET colleges are not available.
  • Monitor and ensure 100% coverage of all primary schools.
  • Review LEAP App data, identify flagged schools, and ensure timely corrective actions.
  • Ensure that endline assessments are completed in all primary schools of the respective districts by the end of March 2026.

DIET Principals

  • Mobilize and deploy DIET student teachers for conducting the Endline Assessments.
  • Provide necessary orientation and guidance to DIET students on the assessment process and usage of the LEAP App.
  • Coordinate with DEOs, MEOs and DCEB secretaries for effective field implementation.
  • Monitor the quality and accuracy o f data collection during the assessments.

Mandal Educational Officers (MEOs)

  • Ensure 100% completion of Endline Assessments in all Primary Schools within the mandal.
  • Conduct the endline assessment from 23rd March 2026 onwards in the schools that flagged in the LEAP App as achieving above 80% at the SKY level and 0% at the STREAM level by the Primary School Headmaster.
  • Complete the endline assessments for the remaining schools of the respective mandals by 31st March 2026.
  • Ensure the 100 % completion of endline assessments in respective mandals by the end of March 2026.
  • Coordinate with DIET Principals, DCEB Secretaries, Cluster Resource Persons (CRPs), DIET students, surplus cluster teachers, and Ward Education Welfare Assistants for conducting assessments.
  • Monitor the LEAP App dashboard and take immediate action on flagged schools.
  • Conduct regular review meetings with Cluster Complex Headmasters to track progress.

Cluster Complex Headmasters

  • Support the MEOs in coordinating assessment activities at the cluster level.
  • Ensure proper communication and guidance to schools within the cluster regarding the assessment schedule and process.
  • Facilitate the smooth conduct of assessments by coordinating with teachers and assessment teams.
  • Monitor the completion status of schools in the cluster and report progress to the MEO.

Primary School Headmasters and Teachers

  • Ensure to pin a flag in the LEAP App for schools that have achieved above 80% at the SKY level and 0% performance at the STREAM level on or before 24th March 2026.
  • Extend full cooperation to the assessment teams visiting the school. Ensure the availability of students from Classes I to V during the assessment process.
  • Verify that the school information and student data in the LEAP App are accurate.
  • Support the assessment team in the smooth conduct of the Endline Survey without deviations.

All concerned officials are requested to closely monitor and ensure the timely completion of the Endline Assessments to maintain accurate reporting of student learning levels under the Guaranteed FLN Programme.


Therefore, all the Regional Joint Directors and District Educational Officers are requested to disseminate these guidelines to all field-level functionaries and ensure strict implementation. As G-FLN is a state priority initiative aligned with NIPUN Bharat and NEP 2020, any deviation in implementation will be viewed seriously. All field staff must ensure committed and diligent execution of the programme.
