All the Additional Project Coordinators, Samagra Shiksha, in the State and the District Educational Officers & Ex-Officio Project Coordinators, Samagra Shiksha, in the State are hereby informed that, certain representations are received in this office from the individuals requesting for re-positioning under medical/spouse and other personal reasons.

 

Therefore, after careful examination of the requests, all the Additional Project Coordinators, Samagra Shiksha, in the State and the District Educational Officers & Ex-Officio Project Coordinators, Samagra Shiksha, in the State are hereby requested to take up the replacements/re-positioning of the individuals on request basis in respect of all categories i.e., Teaching and Non-Teaching staff in KGBVs/ CRMTs/Mandal Level Accountants/ MIS Coordinators/ Data Entry Operators/ Messengers/ Office Subordinates / Site Engineers and etc., at District and Mandal Level as per the schedule and guidelines enclosed herewith duly obtaining the approval from the concerned District Collector & Chairman, Samagra Shiksha and report compliance.

Guidelines for replacements/repositioning of the Contract / Outsourcing staff under Samagra Shiksha in the State

 

Comprehensive guidelines for effecting request Replacements of teaching and non-teaching staff working under Samagra Shiksha—such as those in KGBVs, Inclusive Education Resource Persons (IERPs), Cluster Reserve Mobile Teachers (CRMTs), Part Time Instructors (Art, Work, Physical Education), MIS Coordinators, Data Entry Operators, Site Engineers and other support staff working under Samagra Shiksha.

 

CATEGORIES PROPOSED FOR REPLACEMENTS:

  1. Teaching and Non-Teaching Staff of KGBVs
  2. Inclusive Education Resource Persons (IERPs)
  3. Part Time Instructors (PTIs)
  4. Cluster Reserve Mobile Teachers (CRMTs)
  5. Mandal Level Accountants
  6. Site Engineers
  7. MIS Coordinators
  8. Data Entry Operators
  9. Messengers
  10. Office Subordinates
Guidelines for Replacements: General Principles

  • Replacements shall be effected purely on a request or mutual replacement basis. No individual shall be Replaced without submitting a request. Replacements shall be carried out by treating each district as a unit.
  • All Replacements must be completed within the schedule stipulated by the State Project Office, Samagra Shiksha.
  • While considering Replacements, the district committee shall prioritize filling vacancies in schools located in Category III and IV areas.
  • In all cases of request-based Replacements, a seniority list shall be prepared for each cadre, with 30-04-2025 as the cut-off date.
  • The Additional Project Coordinator (APC) of the district shall act as the nodal officer for processing all Replacement-related matters.
  • In case of inter-district Replacements, requests will be considered by the State Project Office subject to availability of the vacancy in the requested district.

Preparation of Seniority Lists:

  • Upon receipt of Replacement requests, the Additional Project Coordinator shall verify all applications and prepare seniority lists for each category and subject.
  • The seniority lists shall be displayed on the district website and on the notice boards of both Offices of the District Educational Officer and the Additional Project Coordinator.
  • Any grievances related to the seniority lists shall be addressed and resolved by the District Level Committee within the prescribed schedule.
  • In case of a Tie in Points Secured: In case, the entitlement points of two or more applicants are equal then:

  1. The Seniority in the Cadre shall be taken into account
  2. Based on the date of birth (senior) besides rule (a) above.
  3. Women (besides rule (a) & (b))

  • Open Heart Surgery/ Correction of ASD/Organ transplantation 
  • Major Neuro Surgery
  • Bone TB
  • Kidney Transplantation
  • Spinal

Applicant with dependent children who are suffering with the following decease and     undergoing treatment-

  • Children suffering with holes in the Heart by Birth, 
  • Juvenile Diabetes
  • Thalassemia
  • Hemophilia
  • Muscular Dystrophy
