In the reference 4th read above, Government have issued orders for rationalization of Village /Ward Secretariats and Functionaries for effective implementation of Real Time Governance at Village /Ward Level and achievement of Swarna Andhra Vision @ 2047.

 

Further, the Government have categorised the Functionaries working in Village /Ward Secretariats into three categories and indicated/fixed number of functionaries to be positioned in those Secretariats based on the Category of Secretariats for efficient functioning, delivery of Government services, Welfare schemes and implementation of Programs.

 

In the reference 5thread above, orders have been issued for positioning of various designations of General-Purpose Functionaries based on the category of Village/Ward Secretariats.

 

In the reference 6thread above, the Director, GSWS has proposed that the Village / Ward Secretariats needs to be made into groups with two or more Secretariats based on the geographical proximity for positioning certain Specific Purpose Functionaries. The Specific Purpose Functionary allocated to such group of Secretariat(s) shall attend the duties in that respective group. A provision has been enabled in AP SEVA portal for grouping of Village /Ward Secretariats as a unit to position the Specific Functionaries based on geographical proximity and enabled module in the logins of MPDOs / Municipal Commissioners. Accordingly, the MPDOs/Municipal Commissioners have formed 15004 Village/Ward Secretariats into 7715 groups of Secretariat(s) and which were confirmed by the District Collectors.

 

Therefore, the Director, GSWS Vijayawada has requested the Government to issue orders on Grouping of Secretariats and Fixing of Positions to the Specific purpose Functionaries and submitted District wise lists of Village /Ward Secretariats duly grouping them and designations of Specific Purpose Functionaries to be positioned in those Secretariats.

 

Government after careful examination of the matter, hereby order for positioning of various designations of Specific Purpose Functionaries in the Village/Ward Secretariats under Rationalization of Functionaries & Categorization of Secretariats.

4	One amongst          Agriculture / Horticulture / Sericulture Assistant (based on the area of cultivation) for each group of Secretariats	Ward Sanitation &       Environment Secretary @ One for each Secretariat
5	One amongst Fisheries (based on the area of cultivation) / Veterinary Assistant (based on livestock population available) for each group of Secretariats

 

Further, more than one Functionary of the same type of Specific Purpose Functionaries also shall be positioned in the respective Secretariat groups in the following exceptional cases:

1. Agriculture / Horticulture / Sericulture Assistant based on the area of cultivation.
2. Fisheries Assistant based on area of cultivation Or Veterinary Assistant based on the livestock population.
3. In the groups formed with three Secretariats in Rural Areas and where less than prescribed number of Functionaries were positioned; One Engineering Assistant / VRO/ survey Assistant may be positioned to keep the prescribed number of positions.
4. Similarly in the Urban Areas where the groups were formed with three Secretariats and where positioned less than prescribed number; One Ward Amenities Secretary may be positioned to maintain prescribed number of positions.
5. In the above circumstances, the jurisdiction of additional Functionaries Positioned will be defined locally.

All the District Collectors in the State are requested to follow the above guidelines while positioning of Specific Purpose Functionaries under Rationalisation of Functionaries &Categorisation of Village/Ward Secretariats. The necessary District wise list of Groups of Village /Ward Secretariats along with designations of Specific Purpose Functionaries to be positioned are enclosed in Annexure-I A (Grouping of Village Secretariats), Annexure-I B (Grouping of Ward Secretariats) and Annexure-II A (Positioning of Specific purpose functionaries in Village Secretariats) Annexure-II B (Positioning of Specific purpose functionaries in Ward Secretariats).

The Director, GSWS, Vijayawada shall take necessary action accordingly.
