The Government is fully committed to strengthen systems, deliver good governance, ensure social justice and fulfil its promises to the people. In line with these commitments, significant efforts are contemplated by the Government to honour these commitments.

 

To ensure social justice, equality of opportunity, and equitable benefits under the rule of reservation, the Government have sub-classified the (59) Scheduled Castes into three groups, based on factors like population, inter-group backwardness, and social cohesion. The percentage of reservation for Government Departments, Public Sector Undertakings, Government Corporations / Societies etc., is as follows:

  • Group-I    : 1% reservation
  • Group-II : 6.5% reservation
  • Group-III : 7.5% reservation

Additionally, a horizontal reservation of 33 1/3% has been allocated for women in each group. Backlog vacancies from previous years will also be filled according to this new sub-classification.

 

Recognizing sports as a key factor in promoting social health and well-being, the Government have introduced a new Sports Policy for 2024-2029. Sports improve quality of life, foster healthy societies, and bridge cultural divides. As part of the new policy, the horizontal reservation for meritorious sportspersons in Government Departments, Local Bodies, Public Sector Undertakings, and Uniformed Services (including Police, Excise, and Forest Departments) has been increased from 2% to 3%. These appointments, will be made based on merit and for which guidelines have been issued. The eligibility of sportspersons will be assessed by both a Screening Committee and a State-Level Committee. Additionally, the number of recognized sports disciplines for meritorious sportspersons has been expanded from 29 to 65.

 

In furtherance of the above Government policy initiatives, the General Administration Department have issued amendments to the A.P. State and Subordinate Service Rules, 1996. These amendments incorporate the sub­classification of Scheduled Castes and increased the horizontal reservation for eligible meritorious sportspersons from 2% to 3%.

 

To ensure smooth implementation and clarity in action the Government hereby directs that -

 

  • All Departments shall implement the sub-classification of Scheduled Castes as per the orders issued in G.O.Ms.No.07, Social Welfare (CV) Department, dated 18.04.2025 and G.O.Ms.No.46, G.A. (Services.D) Department, dated 19.04.2025 to ensure social justice as per the recommendations of the One Man Commission.
  • All Departments shall recast the roster points as mentioned in the G.O.2nd read above for all recruitments.
  • All Departments shall implement the 3% horizontal reservation for the meritorious sportspersons as per the prescribed process vide G.O. 4th read above.
  • All recruitments proposed in all the Departments shall follow the guidelines as per G.Os mentioned in the references read above.

 The Special Chief Secretaries / Principal Secretaries / Secretaries / Ex.officio Secretaries of Departments are directed to take necessary action to effectively implement the above orders and ensure that Government policies are carried out as intended in letter and spirit.
