Integration of AP School Education and Intermediate Education Departments Constitution of Sub-Committees for study of integration of School Education and Intermediate Education departments - Orders -Issued Rc.No. EHE05-15023/2/2022-OP-IE, Dated. 26.11.2022

Government in in their orders under reference and 2nd cited constituted a committee to study the feasibility of integration of the School Education and Intermediate Education Departments with reference to various statutory provisions. Accordingly the committee met on 19.10.2022 and decided to constitute the following sub-committees to study various aspects of integration.


Scope of the committees:

  • The Government of Andhra Pradesh has accepted for complete implementation of NEP-2020 from 2019 onwards. At present the implementation process is upto 8th class and by 2025-2026 11 will come under this process. The state Government is following the CBSE model of Education and its syllabus and all other aspects are being implemented in a phased manner.
  • This calls for Unification, Integration, Merger or Convergence of School Education and Intermediate Education systems for effective implementation of NEP-2020 policy.
  • The committee, needs to study restructured pattern of the converged model of School Education and Intermediate Education and suggest the service rules for the same.gsr
  • Convergence of examination verticals with School education, SIVE with NCVE State body, Gurukulam [ERTW] with SCERT, Accounts and Finance of the both the systems, and administrative pattern integration with BIE and CIE and later with School Education-Service rules are to be worked out for convergence-revisiting of certain Government Orders, amendments to certain orders of the Government, and clear promotion pathways within the legal frame work need to be worked out,

1. Sub-Committee on Services an Establishment:

  • The process of conversion of Autonomous Board of Intermediate Education into a Governmental body and the suitable service rules for the same along with duties and responsibilities are to be worked out
  • Integration of CIE and BIE and common service rules for the unified CIE and BIE along with the promotional pathways and the service rules to be a guiding factor with duties and responsibilities in a common platform are to be specified.
  • The Zonal offices of the integrated HOD model need to be restructured and the service rules promotional pathways and the duties and responsibilities are to be clearly charted out
  • With the Re-organization of the districts from 13 to 26 the district offices of CIE also have been divided suitably by merging both the offices CIE and BIE at district level to bring about an effective and efficient district administrative system which monitors regulates and administers all the 11th and 12th sections irrespective of the managements.
  • The committee is to suggest and recommend the service rules, promotional pathways duties and responsibilities, allocation procedure for these posts at various levels
  • It is proposed to create Deputy Controller of Examination post in each district, which is a deputation post to assist to the DIED in academic monitoring of the junior colleges, performance regulation of the junior colleges, involving in the accreditation and assessment of the colleges, to implement capacity building measures for the teaching and non-teaching staff of the colleges, and assist the DIED in fee collection, preparation of nominal roles, conduct of the examination and spot valuation. Service rules are to be specially designed for this newly created cadre.
  • The committee shall suggest, recommend various measures for implementation of NEP 2020 by recommending the means of amendment to the Presidential Order, Article 371[D] which governs the State of Andhra Pradesh,
  • To suggest or recommend various service rules, GOs to be
    amended for integration of a governmental BIE into CIE.
  • Suggest and recommend creation and amendment to the service rules of the various verticals created as a result of convergence.

  • The Committee is to look into the various aspects of convergence of the two systems from the ground level and suggest various amendments to the existing service rules for effective implementation of the same.
  • It is contemplated to make effective the convergence by the next academic year in the possible collocated schools and colleges, with Principal heading the institute and School Head Master acting as Vice-Principal and Monitoring the School System.
  • it is hereby suggested to complete the entire process within Thirty days and submit the report with the recommendations and suggestions to the Commissioner of Intermediate Education.
2. Sub-committee on Examinations

  • NEP-2020 recommends a summative examination for 10th Class and single examination fbr 12th class and recommends the dissolution of the School Examination Board and to going for A.P Board of Higher Secondary Examinations a Government body. gsr
  • This presumes the conduct of school examinations in summative method and 1 lth exams in a summative method and 12th examinations as Board Exams. This should also include conduct of Vocational Examinations and open school examinations in integrated manner in the best concerns of the students.
  • The committee should recommend and suggest the various methods of shifting from the present mode of examinations to the CBSE mode of examinations in 2025-2026 and preparing the teaching faculty to design CBSE mode of question paper design by enabling them to capacity building measures with the assistance of NCERT.
  • To suggest the methodology of examination for the school system e., le Class and higher secondary examinations i.e., 11th and 12th
  • Various amendments to be made to the existing pattern and suggested modifications to the structures.

3. Sub-committee on Gurukulam [ERTW]:

NEP 2020 recommends the Educational Research and Training wings to convergence, into the State Board of NCERT, ie. SCERT.


Before convergence the Educational Research and Training Wing is to be revamped to involve in the various activities suggested by the NCERT n its document. These involve accreditation of all the Schools a.nd Colleges by special trained teams to assess the performance levels of the colleges, an assessmert unit which assesses the performance of the students, teachers Principals in bringing out effectively the learning outcomes as stipulated from time to time, and a curriculum unit. which looks after the LAP-dation of the curriculum as per the guidelines given by the NCERT, Training unit which infuses capacity building measures in both the Teaching and Non- Teaching personnel's of all the colleges and also suggest the various courses to be undertaken both from Swayam and IGNOLJ or any other distance mode as suggested in order to update their potentialities, and a recruitment wing which takes into cognizance of all these developments and suggest modifications • in their qualifications for the recruitments for the various cadres.


The revamped ERTW wing, now known as Gurukulam in its revamped structure will be able to converge into SCERT to look after the activities of training, capacity building, curriculum, assessment, and now newly added Accreditation and recruitment depending on the changing conditions and norms of the governmental policy.


Accreditation And Assessment: As a part of the regular process conducting baseline testing at the entry point, assessing the students' capabilities, and dividing them as beginners, Intermediate and advanced, and conducting a bridge course to bring about homogeneity among the students, and similarly preparing assessment reports on the same, and assessing the results of the students. and teacher inputs on a regular basis,. and suggesting the capacity building measures for the same,

Curriculum and Training: Conduct of regular and continuous training to the teaching and non- teaching community, after understanding their needs, and :apses, and strengthening the same. Training the faculty is of utmost importance in the change. mode of examination pattern.

  • Recommend and suggest the various approaches for the same.
  • Recommend the courses to be pursued in the distant mode of examination.
  • Recommend the NCTE guidelines to be adopted, and degrees to be
  • acquired both by the teaching staff and the non-teaching
  • Norms for accreditation
  • Norms for assessment and the procedure of assessment.
  • Training and methodology of training procedures to be adopted.
4. Sub-Committee on Vocational Education:

NEP-2020 suggest mandatory vocationalization of education for skilled youth and Vocationalization of Education in the form of electives are to be made mandatory for students opting for any course from the V` onwards. The Committee is to suggest or recommend the various courses which have a continuation from 9th to 12th and also suitably opted for Bi.P.C, M.P.C, C.E.0 and H,E,C courses inclusive of liberal courses, music and various other electives as suggested in the NEP.

  • Suggest and recommend making the present vocational courses as electives from 9'-h class to 12th class in lines of the NCERT, and CBSE
  • Recommend the process of making the vocational courses available
    in all the colleges, and making them mandatory for the students.
  • Even liberal courses and music can also be selected as one of the vocational courses,
  • Recommend ways and means of utilizing the central government funds for the vocational education.
  • Recommend means of continuity of vocational courses from 9'h to 12th
  • Recommend the establishment of connect between vocational courses and industries,
  • Procedural norms for OJT
  • Placements and tie up with industries.

5. Sub-Committee on Grievance and Redressal:

The Government of Andhra Pradesh in the process of implementation of NEP-2020 and adoption of CBSE model is to implement the same for 11''' and 12th grades by 2025-2026. The roadmap towards unification, integration, merger or convergence of the two systems of education School System and Intermediate Education should be effected. The autonomous Board of Intermediate Education is to be converted as a government body for integration into CIE and further integration into School Education.


The Committee is requested to communicate to ail the Associations belonging to CIE and BIE about the possible convergence and integration and conversion and stipulate timelines for submission of their grievances either in person or through a mail separately meant for this purpose. The same may be communicated to all the colleges to elicit the opinion of all the stake holders through mail or in person in the 0/o, the CIE/BIE or through a separate mail meant for this purpose to give access to all the stake holders to voice their grievances. These grievances shall be numbered and consolidated by the committee under various heading and submitted to the main committee as and when it is constituted to readdress the grievances of the stake holders within the stipulated purview of the legal and Government Orders.


It is hereby suggested that, all the Sub-Committees shall complete the entire process within Thirty days from the date of this order and submit the report with the recommendations and suggestions to the Commissioner of School and Intermediate Education.
