MA & UD Department - Payment of Occupational Health Allowance Rs.6,000/-pm to the outsourced Public Health Workers working in the ULBS in the State - Further orders - Issued

ORDER:

In the reference 4th read above, the Commissioner of Municipal Administration, A.P., Guntur submitted the following:


The CFMS provision for PH Workers wage Category now shows the payment option of Rs.18,000/-. There is no option of Rs.6,000/ OHA, as per G.O.Ms No 233, MA&UD (G) Department, dated 26.08.2019. Thus, it appears that total wage payment of Rs.18,000/- to be borne by the ULBS. Moreover, each ULB has to pay for ESI/ EPF/APCOS Service Charge, GST, which comes out to be additionally 45%. Because of precarious financial position of the ULBS, additional burden of Rs.6,000/- OHA & other statutory commitments will be difficult for the ULBS for making payments. Therefore, in view of the above facts ULBS may be asked to pay Rs.12,000/- and other Statutory liabilities and remaining Rs.6,000/ OHA shall be paid by Government as per G.O.Ms.No.233, MA&UD (G) Department, dated 26.08.2019.


 In the case of revised PRC Wages of Rs.15,000/- and Rs.6,000/ towards OHA as per G.O.Ms No 233, MA&UD (G) Department, dated 26.08.2019, each worker shall be paid the wage of Rs.21,000/- and there shall be other statutory commitments also. However, there is no such provision provided in the CFMS. If this scenario is considered then ULBS shall be liable for the payment of Rs.15,000/ and OHA Rs.6,000/- shall be paid by the Government as per G.O.Ms No 233, MA&UD (G) Department, dated 26.08.2019, other statutory liabilities shall be borne by the ULBS.


The Commissioner & Director of Municipal Administration, Vaddeswaram, Mangalagiri has therefore requested the Government to issue necessary orders in the matter.


Government have examined the matter and hereby permit the provision of Occupational Health Allowance of Rs.6,000/- p.m in addition to the enhanced wages to the Public Health Workers as per the orders Issued vide reference 3rd read above. Out of the total wages of Rs.21,000/- per month, an amount of Rs.15,000/- plus statutory benefits and taxes shall be met from the ULB general funds and the OHA of Rs.6,000/- per month shall be met from the budget provided under the relevant HOA. Provision is enabled in the CFMS Rs.6,000/- per month to the outsourced PH worker from the provision made in BE 2022-23 under OHA.


The Commissioner of Municipal Administration, A.P., Guntur, shall take necessary action accordingly.


This order issues with the concurrence of the Finance Department vide their U.O.No.FMUOASD/174/2019-FMU-EFS-MAUD (C.No.914271), Dated.21.07.2022.
