Survey for identification of Out of School Children through the “Mana Badiki Podam” Mobile App

Read:
1. Gazette of India – Extraordinary – Part II – Section I, No. 39, New Delhi, issued by Ministry of Law & Justice on the Right of Children to Free and Compulsory Education Act, 2009 – (Central Act No. 35
of 2009, dated: 26th August, 2009.
2. The Andhra Pradesh right of Children to Free and Compulsory Education Rules, 2010 issued vide G.O Ms. No. 20 School Education (PE-Prog.I) Department, dated: 03.03.2011 and notified in
Gazette No. 10 dated: 05.03.2011.

The attention of all the District Educational Officers and Ex-Officio Project Coordinators / Additional Project Coordinators of Samagra Shiksha in the State are invited to the references read above that the Parliament enacted the Right of Children to Free and Compulsory Education Act. 2009
(Act No.35 of 2009) to provide free and compulsory education to all children of the age of six to fourteen years. The Ministry of Law and Justice have issued a Gazette notification (Extraordinary) No.359, dated: 16.02.2010 under the Right of Children to Free and Compulsory Education Act, 2009
appointing the 01.04.2010 as the date on which the provisions of the said Act shall come into force in the State.

The Government of Andhra Pradesh has issued G.O Ms. No. 20 School Education (PE-Prog.I) Department, dated: 03.03.2011 and notified in Gazette No. 10 dated: 05.03.2011 vide reference 2nd cited and assured Free and Compulsory Education for the children within the age group of 6-14
years.

As per the Child info, 3,19,142 drop out children are traced out in the age group between 06 to 14 years for the academic year 2020-21 and the district wise details are annexed.

In this connection, A.P Samagra Shiksha decided to conduct Survey for identification of Out of School Children through the “Mana Badiki Podam” Mobile App, scheduling from 23.03.2021 to 31.03.2021 for the year 2020-21 in collaboration with other stake holder departments in the State.

In view of the above, it is hereby enclosed the 1. District wise dropout data for the year 2020-21 and abstract in Annexure – I, 2. OoSC Survey Schedule (Annexure – II), 3. Modalities, Roles and Responsibilities (Annexure-III), 4. Annexure – IV for Children of Migrant labourers, 5. Mandal
& District Enrollment Drive Formats I to IV, and  User Manual of “Mana Badiki Podam” App.

Therefore, all the District Educational Officers and Ex-Officio Project Coordinators / Additional Project Coordinators of Samagra Shiksha in theState are requested to conduct survey through “Mana Badiki Podam” App as per the given schedule by following the instructions scrupulously.

This has got approval of the State Project Director, AP Samagra Shiksha, Amaravati.
