AP Presidential Order 2025 – Local Cadre Organisation

1. Organisation of Local Cadres
The Government has approved the organisation of specified Intermediate Education posts into District and Zonal Cadres under Paragraph 3 of the Presidential Order, 2025. This includes posts that may be sanctioned from time to time.

As provided in the Government Order, the District or Zone, as applicable, shall constitute a separate unit for:

3. 95% Local Reservation
The Government Order specifies 95% reservation for local candidates in direct recruitment to posts filled through direct recruitment, in accordance with the Presidential Order, 2025.
4. Amendment of Service Rules
The Human Resources (School Education) Department and the concerned Head of Department shall take necessary action to amend relevant Service Rules in conformity with the approved local cadre organisation.
5. Territorial Jurisdiction
The Department shall also take necessary action to readjust territorial jurisdictions wherever required, based on the unit of appointment and the provisions of the Government Order.
6. Overriding Effect of Presidential Order
The Presidential Order, 2025 shall prevail over existing Service Rules, rules or statutes to the extent of any inconsistency.

Background – AP Presidential Order 2025
The Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 was published by the Government of India through S.O.No.5777(E) and came into force on 15 December 2025, superseding the 1975 Order.
Under Paragraph 3 of the Presidential Order, 2025, the State Government is required to organise specified classes of civil posts into local cadres for different parts of the State.
Posts Excluded from Local Cadre Organisation
As explained in the Government Order with reference to Paragraph 14 of the Presidential Order, 2025, the provisions do not apply to specified posts in:
- Andhra Pradesh Secretariat
- Office of the Head of a Department
- Special Office or Establishment
- State-level Office or Institution
- Police posts in Commissionerates located in the Capital area
