The Government of Andhra Pradesh has issued G.O.Ms.No.40, Tribal Welfare (Services) Department, dated 23-09-2026, making important amendments to the Andhra Pradesh Tribal Welfare Educational Service Rules, 2011.

The amendments are particularly important in respect of Head Master Grade-II posts. The new provisions introduce Zone-wise Units of Appointment, change the Appointing Authority and reduce the minimum service requirement from three years to two years.

District → Zone Earlier District-based Unit of Appointment changes to six Zone-wise Units of Appointment.

AP Tribal Welfare Educational Service Rules – Background

The Andhra Pradesh Tribal Welfare Educational Service Rules were originally issued through G.O.Ms.No.23, Social Welfare (TW.SER.III) Department, dated 01-04-2011.

The original rules were framed for the posts of Head Masters Grade-II (Gazetted) in Government Tribal Welfare Ashram High Schools in Andhra Pradesh.

Following the organisation of local cadres under the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Orders, 2025, the Government has issued G.O.Ms.No.40 dated 23-09-2026 making amendments to the Tribal Welfare Educational Service Rules.

Important – Unit of Appointment:

Under the original 2011 Rules, Rule 9 prescribed the District concerned as the Unit of Appointment.

Under the amended framework, the substituted Rule 3 table specifies Zone-I to Zone-VI as Units of Appointment for Head Master Grade-II. The Note to the table states that each specified unit constitutes a separate unit for appointment, recruitment, discharge, seniority, promotion, transfer and other service matters.

Rule 3 Amendment – Appointing Authority Changed

Old Rule 3

Under the original Rule 3 issued through G.O.Ms.No.23 dated 01-04-2011, appointment to the post of Head Master Grade-II was through recruitment by transfer from Class C of the Andhra Pradesh Tribal Welfare Subordinate Service Rules.

New Rule 3

G.O.Ms.No.40 substitutes the existing Rule 3 table. Under the new table, recruitment continues to be by transfer from Class C of the Andhra Pradesh Tribal Welfare Subordinate Service Rules, but it is now specified in the respective Zones.

Commissioner / Director of Tribal Welfare

Important Change – District Unit to Zonal Unit

One of the most important changes in the new service-rule framework is the shift from the earlier District-based Unit of Appointment to Zone-wise Units of Appointment for Head Master Grade-II.

Old Rule 9 – District as Unit of Appointment

Under Rule 9 of G.O.Ms.No.23 dated 01-04-2011, the District concerned was the Unit of Appointment for:

Under the substituted Rule 3 table in G.O.Ms.No.40, the Unit of Appointment for Head Master Grade-II is now specified Zone-wise.

Rule 6 Amendment – Minimum Service Reduced from 3 Years to 2 Years

Old Rule 6 – Minimum 3 Years

Under G.O.Ms.No.23 dated 01-04-2011, no person was eligible for appointment by transfer to the post unless he/she had put in not less than three years of service in the category/class from which appointment by transfer was to be made.

New Rule 6 – Minimum 2 Years

Under G.O.Ms.No.40, no member of the service shall be eligible for promotion or appointment by transfer from a lower category/class to the next higher category/class unless he/she has put in not less than Two (02) years of service in such lower category/class.

Why Were the Tribal Welfare Service Rules Amended?

G.O.Ms.No.40 refers to the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Orders, 2025.

The posts under the administrative control of the Tribal Welfare Department were organised into local cadres at District, Zone and Multi-Zone levels, as applicable.

Each organised local cadre constitutes a separate unit for appointment, direct recruitment, discharge, seniority, promotion, transfer and other service matters in accordance with the applicable provisions of the Presidential Order, 2025.

Accordingly, the Government decided to make suitable amendments to the Tribal Welfare Educational Service Rules.

95% Reservation to Local Candidates

G.O.Ms.No.40 also records that reservation to local candidates in respect of direct recruitment to the organised posts has been specified as 95%.

Effective Date of G.O.Ms.No.40 Amendments

Although G.O.Ms.No.40 was issued on 23-09-2026, the Notification provides that it shall be deemed to have come into force with effect from:
