Andhra Pradesh Government has issued important orders permitting retired Government employees and their dependents to submit Medical Reimbursement claims directly through the concerned Sub-Treasury Officer (STO), instead of the Drawing and Disbursing Officer (DDO).
The orders were issued vide G.O.Ms.No.109, Health, Medical and Family Welfare (I.1) Department, dated 24-08-2026.
AP Medical Reimbursement – Latest Government Orders
The Government has reviewed the existing procedure for submission of medical reimbursement claims by retired Government employees and pensioners. Various Employee Associations had requested that pensioners be allowed to submit their claims through the concerned Sub-Treasury Officer (STO) instead of the DDO.
After consideration, the Government has accorded permission for this new procedure.

What Has Changed?
Earlier Government orders permitted retired Government employees and their dependents to submit medical reimbursement claims through the District Office of the concerned Department where the pensioner had settled after retirement. The expenditure was to be debited to the same Head of Account under which the employee's salary was debited while in service.
G.O.Ms.No.109 now provides an additional/direct route through the concerned STO, allowing retired Government employees and their dependents to submit their Medical Reimbursement claims directly through the Sub-Treasury Officer instead of the DDO.
Previous Medical Reimbursement Provisions
The latest order refers to several earlier Government Orders relating to medical facilities for retired employees.
G.O.Ms.No.718 – 26-11-1981
- Retired Government employees were entitled to free medical treatment in Government hospitals in Andhra Pradesh. However, the order stated that reimbursement for medicines purchased from the open market was not admissible, even if the medicines were prescribed by Government Medical Officers.
G.O.Ms.No.401 – 25-06-1991
- Medical treatment at NIMS for serious ailments was extended to retired Government employees and their dependents, subject to the prescribed authorization. Reimbursement of the cost of such treatment was also permitted.
G.O.Ms.No.38 – 23-01-1996
- The Government subsequently extended medical reimbursement facilities to retired Government employees, on par with serving Government employees, for treatment obtained in private referral hospitals.
G.O.Ms.No.16 – 10-01-2001
- Retired Government employees and their dependents were permitted to opt for drawing medical reimbursement amounts from the District Office of the Department in which the retired employee had settled after retirement.
Who Can Submit Claims Through STO?
As per the latest order, all retired Government employees and their dependents are permitted to submit their Medical Reimbursement claims directly through the concerned Sub-Treasury Officer (STO) instead of the DDO.
Effective Date : The new orders are effective from 24 August 2026, the date on which G.O.Ms.No.109 was issued.
