The Government of Andhra Pradesh, with a view to promoting equitable access to quality education and empowering mothers/guardians, has introduced the "THALLIKI VANDANAM" Scheme as a flagship welfare initiative. Under the Scheme, financial assistance of ₹15,000/- per annum per child is extended to every eligible mother/guardian, irrespective of the number of children, to support the education of their children studying in Classes I to XII (including Intermediate Education) in all recognized Government, Private Aided, and Private Unaided Schools/Junior Colleges, including Residential Schools/Junior Colleges, across the State. The Scheme has been implemented with effect from the Academic Year 2025-26.
The “THALLIKI VANDANAM” initiative is a Direct Benefit Transfer (DBT) scheme under which financial assistance is credited directly to the bank accounts of eligible mothers or recognized guardians. The Scheme is intended to make school education more accessible, equitable, and inclusive by ensuring equal educational opportunities and improving learning It empowers mothers to actively participate in the education of their children studying from Class I to Class XII (including Intermediate Education), while recognizing their pivotal role in shaping the educational future of the State. Through enhanced parental engagement, the Scheme seeks to improve student enrolment, retention, and continuity in education, thereby contributing to the long-term social and economic development of Andhra Pradesh.
After careful examination of the proposal submitted by the Director of School Education and in continuation of the implementation of the “THALLIKI VANDANAM” Scheme for the Academic Year 2025-26, the Government hereby orders the continuation of the Scheme for the Academic Year 2026-27. Under the Scheme, financial assistance of Rs. 15,000/- per child per annum shall be extended to every eligible mother or recognised guardian, irrespective of the number of children, subject to the eligibility criteria prescribed by the Government. Accordingly, mothers/guardians of children studying in Classes I to XII (including Intermediate Education) in all recognized Government, Private Aided, Private Unaided, and Residential Schools/Junior Colleges in the State shall be eligible for financial assistance under the Scheme, for the Academic Year 2026-27.
An amount of Rs.2,000/- per student shall be deducted at source from the financial assistance payable to each beneficiary and shall be utilized for the overall development of the educational ecosystem in the State. The deducted amount shall be utilized towards school/Junior College maintenance, hygiene/sanitation, and such other purposes as may be specified in the Standard Operating Procedure (SOP) to be issued by the School Education Department.
Guidelines for implementation of “THALLIKI VANDANAM” scheme, are as follows:
Data Collection :
The initial phase of the scheme centres around comprehensive data collection, coordinated by the School Education Department and the Board of Intermediate Education. The data includes:
- Student Information: Name, Aadhaar number, gender, Caste, Sub-caste, date of birth, class, school name.
- Mother’s/Guardian’s Details: Name, Aadhaar number, age, and relationship with the student.
The head of each institution must ensure that all the data entered in UDISE/Department Official Portals is correct.
This data collection is crucial to create a reliable database of potential beneficiaries and to initiate downstream Verification and eligibility
The Welfare Departments concerned (SC, ST, BC, Minority, EWS etc) shall share the data of the students who come under the purview of the Pre-matric and Post-matric Scholarships under the existing Centrally Sponsored Schemes (CSS), with the SGSW Department.
Data Updating and Matching:
Towards ensuring a clean and verified dataset to proceed with eligibility screening, the data undergoes a rigorous process of verification by the SGSW Department. This includes:
- Aadhaar validation: Implementation of a suitable mechanism to verify Aadhaar numbers for both the student and the mother/guardian.
- Data updating: Removal of duplicate, incomplete, or invalid entries.
- Mother-Child Mapping: Establishing authenticated links between students and their mothers/guardians.
- Cross-Verification: Aligning data with Household Survey and Civil Supplies data for authenticity.
Eligibility Parameters:
- Total household income should not exceed 10,000/- per month in rural areas and Rs. 12,000/- per month in urban areas.
- At least one person in the household should possess a rice card.
- The total land holding of the household should be less than 3 acres of wet land or less than 10 acres of dry land or less than 10 acres of both combined.
- Anyone among the household members if owning a 4-wheeler (Taxi, Tractors, Autos are exempted) is not eligible.
- The monthly Electricity utilization (own or rented house) be less than 300 units/month for the household (the average consumption of electricity of 12 months will be taken into consideration).
- The household should not own any Municipal property which is 1000 Ft and above.
- Anyone among the household members employed in any Central/State Government service/PSU or getting pension (post-retirement) is not eligible (Sanitation workers and Anganwadi workers are exempted irrespective of their salary, and all employees getting less than Rs 10,000/-salary per month in rural areas and less than Rs 12,000/- per month in urban areas are exempted).
- In case any member in a household is paying Income Tax, the household is not eligible.
- The beneficiary should have been included in the household database in the State of Andhra Pradesh. In case the beneficiary is not present in the household database but the child is present in the database, the SGSW Dept. is to conduct field verification to establish eligibility and map the beneficiary as per rules.
- The Children of the beneficiary should be studying in Classes I to XII in Government/ Private Aided/Private Un Aided Schools/ Junior Colleges recognized by the Government of Andhra Pradesh, including Residential Schools/Jr. Students opting for ITI/Polytechnic/IIIT (RGUKT) and other similar courses benefitted by fee reimbursement are not considered.
- Orphans and street children enrolled in schools through voluntary organizations will be eligible for this benefit, subject to confirmation with the relevant Department.
- In respect of eligible orphan children who do not possess a bank account, the District Collector concerned shall facilitate the opening of a Guardian-Operated Minor Savings Bank Account in the name of the child, through the legally recognized guardian or competent authority, in accordance with the applicable banking regulations, to enable disbursement of financial assistance under the Thalliki Vandanam Scheme.
- In addition, the NPCI status (Aadhaar seeding) of the mother’s bank account must be verified to ensure Aadhaar linkage for DBT
- The additional enrollments in Classes I and XI will be considered for financial assistance after completion of the enrollment process upto 25.08.2026, for the A.Y 2026-27.
Disbursement Process:
- Following eligibility confirmation, the SGSW, Welfare Departments and Finance Departments will work collaboratively to execute fund
- APCFSS shall create the necessary NPCI/DBT codes for disbursement of funds in a transparent manner.
- In respect of the mothers/guardians whose children are admitted in the Private Unaided Recognized Schools under 12(1)(c) of RTE Act, 2009, the financial assistance to the extent of the fee fixed by the Government as per norms will be paid to Private Management Schools, routed through the State Project Director, Samagra Shiksha.
Mode of Payment:
- Every Mother/Guardian should have an Aadhaar-seeded bank account in any Bank or Post Office.
- The payment shall be made primarily to the mother to their Aadhaar seeded bank account.
- In case of a single parent, the payment shall be made to the father's Aadhaar-seeded bank account.
- In case both parents are not available, the payment shall be made to the guardian's Aadhaar-seeded bank account.
- In case of orphans, the payment shall be made to the District Collectors for onward verification of the orphan and disbursement of the scheme amount.
- The financial assistance to be reimbursed to Private Unaided Managements, where the students were admitted under Section 12(1) (c) of the RTE Act, 2009, will be credited into the Account of the State Project Director, Samagra Shiksha, for onward payment to the Private Unaided Managements, as per the fees/norms finalized by the Govt. The balance amount, if any, after payment of fees to the Private Unaided Management, will be credited to the Aadhaar-seeded bank account of the beneficiary.
- In respect of students belonging to the SC, ST, BC, Minorities etc who are covered under the Pre-Matric and Post-Matric Scholarship Schemes of the existing Centrally Sponsored Schemes (CSS), the eligible scholarship amount admissible under the respective CSS shall be met from the budget provisions of the concerned Welfare Departments in accordance with the prescribed The balance amount, if any, payable to such beneficiaries under the "THALLIKI VANDANAM" Scheme shall be released accordingly. All the Welfare Departments shall ensure that the disbursement is made in accordance with the guidelines prescribed for the implementation of the respective Centrally Sponsored Schemes as well as the "THALLIKI VANDANAM" Scheme.
- The beneficiary list shall be displayed in the Swarna Gramam and Swarna Wardu (SGSW) Offices for social audit.
- Any fraudulent use of the “Thalliki Vandanam” by providing falsified data will lead to criminal proceedings, besides recovery of the amount.
Grievance Mechanism:
- The SGSW Department shall establish a robust online grievance redressal mechanism with dashboards to ensure that all grievances are redressed in a transparent and time-bound manner.
- Ineligible mothers/guardians may approach the Swarna Gramam and Swarna Wardu (SGSW) Offices concerned to register their grievances.
In accordance with the above, Government hereby further orders that implementation of the “Thalliki Vandanam” Scheme for the Academic Year 2026-27 shall be carried out as per the following orders:
- The Finance Department shall issue necessary BROs to the Welfare Departments for the implementation of the “Thalliki Vandanam” scheme through their respective Corporations.
- The respective welfare departments shall issue necessary administrative sanction orders clearly specifying the amounts to be transferred to the parent/guardian account and student accounts wherever applicable and also amounts to be transferred to the account of the State Project Director, Samagra Shiksha for payments to respective private schools under 12(1) (c) of RTE Act, 2009.
- All the Welfare Corporations shall credit the reimbursement amount to the account of the State Project Director, Samagra Shiksha corresponding to the number of students belonging to their respective Welfare Departments, who have been admitted under Section 12(1)(c) of the Right to Education (RTE) Act. The amount shall be credited directly into the separate account maintained exclusively for RTE Section 12(1)(c), as prescribed under the Andhra Pradesh Right of Children to Free and Compulsory Education Rules, 2010, for reimbursement to the private school managements that have admitted eligible students under the implementation of RTE Section 12(1)(c).
- The Welfare Corporations under the respective Welfare Departments shall implement the scheme in respect of the beneficiaries belonging to their Departments and shall issue sanction proceedings as per the beneficiary list communicated by the SGSW Department.
