In the G.O. 1st read above, the Government has issued guidelines for the implementation of the “THALLIKI VANDANAM” scheme, for the Academic year 2025-26.
In the G.O. 3rd read above, the Government has issued guidelines for the implementation of the “THALLIKI VANDANAM” scheme, a key initiative designed to empower mothers/guardians across the State by extending financial assistance of Rs.15,000/- per annum per child to every eligible mother/guardian, regardless of the number of children, for sending their children to schools from Classes I to XII (including Intermediate Education) in all recognized Government, Private Aided and Private Unaided schools/Jr. Colleges, including Residential Schools/Jr. Colleges in the State, for the Academic year 2026-27.
The Scheme is intended to promote accessible, inclusive, and equitable school education by providing equal educational opportunities and improving learning outcomes. It recognizes and strengthens the role of mothers in supporting their children's education from Class I to Class XII (including Intermediate Education), thereby encouraging their active participation in the learning process. Through enhanced parental involvement, the Scheme seeks to increase student enrolment, reduce dropouts, improve educational continuity, and contribute to the long-term social and economic development of the State.
Accordingly, based on the verification of the beneficiaries carried out by the Swarna Gramam and Swarna Ward (SGSW) Department, the Director of School Education, in the reference 4th read above, has furnished the list of eligible beneficiaries and requested the Government to accord permission for the implementation of the "THALLIKI VANDANAM" Scheme, for the Academic Year 2026–27.
Government, after careful examination of the matter, hereby accords administrative sanction for an amount of ₹10,120.78 crore (Rupees Ten Thousand One twenty Crores and Seventy eight Lakhs only) for the implementation of the "THALLIKI VANDANAM" Scheme during the Academic Year 2026–27, covering 67,47,190 students and 42,70,802 eligible mothers/guardians. Under the Scheme, financial assistance of ₹15,000/- per annum per child shall be provided to every eligible mother/guardian, irrespective of the number of children, subject to the eligibility criteria prescribed by the Government. Government further permits the Director of School Education to implement the Scheme for the Academic Year 2026–27 in accordance with these orders.
An amount of ₹2,000/- per student shall be deducted at source from the financial assistance payable under the Scheme and shall be utilized for the overall development of the educational ecosystem in the State. The deducted amount shall be utilized for the maintenance of Schools/Junior Colleges, hygiene and sanitation, and such other activities as may be prescribed in the Standard Operating Procedure (SOP) to be issued by the School Education Department.
In pursuance of the above, Government hereby further orders that the "THALLIKI VANDANAM" Scheme shall be implemented, for the Academic Year 2026–27 in accordance with the following instructions:

The Welfare Corporations under the respective Welfare Departments shall implement the Scheme in respect of the beneficiaries of their respective Departments and shall issue sanction proceedings accordingly, based on the beneficiary lists communicated by the Swarna Gramam and Swarna Ward (SGSW) The corporation-wise break-up of the beneficiaries is as follows:

The following points should be observed while disbursing financial assistance:
Students admitted under 12(1)(c) of RTE Act, 2009: In respect of the 1,04,046 students admitted to Private Unaided Schools under Section 12(1)(c) of the Right of Children to Free and Compulsory Education Act, 2009, the fee prescribed by the Government shall be deducted from the financial assistance admissible under the "THALLIKI VANDANAM" Scheme, and only the balance amount shall be credited to the Aadhaar-seeded bank accounts of the eligible beneficiaries.
Students receiving Pre-matric & Post-matric Scholarships: In respect of students belonging to the SC, ST, BC, Minorities etc who are covered under the Pre-Matric and Post-Matric Scholarship Schemes of the existing Centrally Sponsored Schemes (CSS), the eligible scholarship amount admissible under the respective CSS shall be met from the budget provisions of the concerned Welfare Departments in accordance with the prescribed rules. The balance amount, if any, payable to such beneficiaries under the "THALLIKI VANDANAM" Scheme shall be released accordingly. All the Welfare Departments shall ensure that the disbursement is made in accordance with the guidelines prescribed for the implementation of the respective Centrally Sponsored Schemes as well as the "THALLIKI VANDANAM" Scheme.
Additional Admissions into 1st Class & Junior Intermediate: Additional eligible enrolments in Class I and Junior Intermediate occurring after the issuance of these orders shall be considered for financial assistance under the "THALLIKI VANDANAM" Scheme, subject to completion of the admission and enrolment process upto 25.08.2026, for the Academic Year 2026–27.
Invalid Records to be corrected / Cases with no Household Data: (1,55,000 approx) The disbursement of the amount to such beneficiaries would be released only after verification and rectification as per rules.
- The Finance Department shall issue necessary BROs to the Welfare Departments for the implementation of “THALLIKI VANDANAM” scheme through their respective Corporations.
- The respective welfare departments shall issue necessary administrative sanction orders clearly specifying the amounts to be transferred to the parent/guardian account and student accounts wherever applicable and also amounts to be transferred to the account of the State Project Director, Samagra Shiksha for payments to respective private schools under 12(1) (c) of RTE Act, 2009.
- All the Welfare Corporations shall credit the reimbursement amount to the account of the State Project Director, Samagra Shiksha corresponding to the number of students belonging to their respective Welfare Departments, who have been admitted under Section 12(1)(c) of the Right to Education (RTE) The amount shall be credited directly into the separate account maintained exclusively for RTE Section 12(1)(c), as prescribed under the Andhra Pradesh Right of Children to Free and Compulsory Education Rules, 2010, for reimbursement to the private school managements that have admitted eligible students under the implementation of RTE Section 12(1)(c).
- The SGSW Department shall establish a robust online grievance redressal mechanism with dashboards to ensure that all grievances are redressed in a transparent and time bound manner as per the following time lines:

The Director of School Education; the Director of Intermediate Education; the State Project Director, Samagra Shiksha; the Commissioner, School Infrastructure (MBMB); the Director, Mid Day Meals & SS; the Director, SGSW; the CEO, APCFSS; the CEO, RTGS and the District Collectors shall take necessary action in the matter accordingly.
