The Hon'ble Chief Minister has announced "Indradanussu – Inclusive Development Programme for Persons with Disabilities" with an objective of promoting accessibility, inclusive education, welfare and empowerment of Persons with Disabilities. One of the major initiatives under the programme is the establishment of a Government Degree College exclusively for Hearing Impaired students at Bapatla.
The Director, WDAT&SC vide reference 2nd read above has stated that, presently, there is no Government Degree College in the state exclusively catering to the educational needs of Hearing Impaired students. Consequently, students completing Intermediate Education from Government Residential Schools and Junior Colleges for Hearing Impaired are compelled either to discontinue Higher Education or to join regular colleges where adequate academic support and accessible learning environment are generally unavailable. The proposal is intended to provide accessible Higher Education to the Hearing Impaired in the state of Andhra Pradesh in conformity with the Rights of Persons with Disabilities Act, 2016, the National Education Policy, 2020 and the announcement of Hon'ble Chief Minister's made under "Indradanussu – Inclusive Development Programme for Persons with Disabilities". Hence, he has submitted a proposal for establishment of Government Degree College for Hearing Impaired at Bapatla for AY 2026-27 along with necessary teaching/non-teaching posts with required nonrecurring and recurring expenditure.
Government after careful examination of the entire proposal of the Director, WDAT&SC., Vijayawada vide reference 2nd read above, hereby accord permission to establish the Government Degree College for Hearing Impaired at Vedullapalli, Bapatla with B.Com. Computer Applications (Major) and Artificial Intelligence Certification course with an intake of 30 students along with the following teaching, non-teaching posts and recurring/non-recurring expenditures:
Creation of 14 (Fourteen) posts, comprising:
- 7 (Seven) Teaching Posts on contract basis with the remuneration of Rs. 61,960/- each per month (6 teaching posts for Com Computers and 1 teaching post for Artificial Intelligence).
- 3 (Three) Sign Language Interpreters on outsourcing basis with the remuneration of Rs. 35,000/- per month
- 3 (Three) Outsourcing Posts (DEO -1, OS -1 and Watchman – 1) with the remuneration as per G.O.Ms.No.7, Finance (HR. I) Dept., dt.17-01- 2022; and
- 1 (One) Warden/Matron on deputation.
Meeting the recurring office expenditure from the existing budget provisions under the relevant Heads of Account.
The proposal to introduce BBA (Bachler of Business Administration) may be permitted during next academic year after accommodation is made ready.
The Director (FAC), Department for the Welfare of Differently Abled, Transgender & Senior Citizens, A.P., shall take necessary action for operationalization of the college from the Academic Year 2026-27, obtain all statutory approvals wherever required, engage the sanctioned faculty in accordance with the existing Government orders, and ensure effective implementation of these orders.
This order is issued with the concurrence of Finance (HR. II) Department vide their U.O.No. FIN01-HR0PDPP(OCE)/106/2026-HR-II (3253006), dated: 30.07.2026.
