AP Skill Education implementation Guidelines 2026, Guidelines for implementation of Skill Education in Secondary and Higher Secondary schools - Instructions - Issued

 

Samagra Shiksha, GCDO - Guidelines for implementation of Skill Education in Secondary and Higher Secondary schools - Instructions - Issued Rc.No.SS/29/2026-GCDO,  Dt: 27-07-2026

 

The attention of all the Regional Joint Directors / District Educational Officers and Additional Project Coordinators in the State in invited to the subject cited and informed that the Samagra Shiksha, Andhra Pradesh is implementing the Skill Education Programme during the academic year 2026–27 in 725 schools with 947 Vocational Trainers under Samagra Shiksha and 874 schools with 2,074 Vocational Trainers under the PM SHRI Scheme, engaging a total of 3,021 Vocational Trainers across the State for students of Classes IX to XII in 11 sectors.

 

In this regard, all the Regional Joint Directors / District Educational Officers and Additional Project Coordinators are requested to communicate the enclosed Skill Education Implementation Guidelines regarding period allocation, lab maintenance, guest lectures, field visits, internships, skill competitions etc. to all the concerned Head Masters/Principals of the schools covered under the programme and ensure their strict compliance. They shall also monitor the effective implementation of the guidelines in all the schools under their jurisdiction.

 

The Head Masters/Principals shall adhere to the enclosed guidelines. Any deviation, non-compliance, or violation of these guidelines shall be viewed seriously and appropriate disciplinary action shall be initiated against the responsible officials as per the applicable Government rules and regulations.

 

Skill Education implementation guidelines

 

Background:

Government of Andhra Pradesh is implementing the Skill Education in 1,599 Government schools with 3021 Vocational Trainers during the academic year 2026–27 for students of Classes IX to XII across 11 sectors: Agriculture, Apparel, Automotive, Electronics, IT–ITeS, Beauty & Wellness, Food Processing, Healthcare, Retail, Banking, Financial Services & Insurance (BFSI), and Power. Skill Education is offered as an additional subject, with the curriculum developed by PSSCIVE, Bhopal. The programme is implementing through empanelled Vocational Training Partners (VTPs), who deploy qualified Vocational Trainers in the approved schools and Vocational Coordinators at all the Districts. As per SCERT, Andhra Pradesh guidelines, four periods per week are allotted for Skill Education in each class from IX to XII. Samagra Shiksha also provides the necessary tools, equipment, consumables, and raw materials to ensure effective practical training and quality implementation of the programme.

 

Role of Head Master/Principal:

  1. Student Enrolment: Enrolment shall be limited to 50 students per section per trade. Additional sections should be created based on class strength. Every student of 9th to 12th shall enrol in vocational trade/course.
  2. Academic Timetable: As per the SCERT Academic Calendar, each vocational trade shall be allotted four periods per week for every class from IX to XII, comprising three practical periods and one theory period. Vocational Trainers are appointed solely for the purpose of imparting Skill Education and shall not be engaged in any other school-related work.
  3. Vocational Laboratory: Each trade shall be provided with a dedicated vocational laboratory for exclusive use of Skill Education. All tools, equipment, desktops, printers and stationary supplied by the Samagra Shiksha for Skill Education shall be housed and utilized only in the Skill Education laboratory and used for Skill Education purpose only.
  4. Tablets: Samagra Shiksha has provided tablet computers to all Vocational Trainers exclusively for Skill Education-related activities, including teaching-learning, student assessment, reporting, and programme monitoring. The Head Master/Principal shall ensure that the tablets are handed over to the Vocational Trainers working in their respective schools, maintain proper records of their issuance, and monitor their appropriate and effective utilization strictly for official purposes.
  5. Lab Setup and Maintenance: The Headmaster/Principal shall be responsible for establishing and maintaining the Vocational Laboratory, including the proper upkeep of tools, equipment, consumables, and maintenance of a separate stock register for Skill Education. The Vocational Trainer shall assist in laboratory setup and maintenance. The HM/Principal and Vocational Trainer shall regularly update the status of tools, equipment, consumables, and stock through the LEAP application.
  6. Monitoring of Vocational Trainers: The Headmaster/Principal shall monitor the performance and attendance of Vocational Trainers to ensure effective implementation of Skill Education. The Vocational Trainer shall:

  • Conduct classes as per the approved timetable (as per SCERT Academic Calendar) and report daily to the HM/Principal, obtaining prior permission for any leave.
  • Complete the prescribed syllabus and curriculum within the academic schedule while maintaining quality standards.
  • Submit a daily Trainer Diary with lesson plans to the HM/Principal and update class reports through the LEAP application.
  • Ensure proper maintenance of vocational laboratory records by students. Record Formative Assessment, Practical Assessment, and Final Theory Examination marks in the Central Marks Register.
  • Provide career guidance to students in coordination with the Vocational Coordinator and HM/Principal.
  • Complete the Exit Survey for all Class X and XII vocational students before the close of the academic year and submit the report to Samagra Shiksha. Conduct Formative Assessments as per guidelines, with 20% weightage towards the final vocational subject assessment.

  1. Guest Lectures: The HM/Principal shall facilitate and monitor the conduct of one guest lecture per class per trade every month, organized by the Vocational Coordinator (VC) and Vocational Training Partner (VTP). The VTP shall pay an honorarium of Rs. 750 per guest lecture to the resource person, and the HM/Principal shall verify and acknowledge the payment receipt.
  2. Industry/Field Visits: The Headmaster/Principal shall monitor and facilitate two industry/field visit per class per trade, organized by the Vocational Trainer (VT) and Vocational Training Partner (VTP) by spending maximum of 18750/- per class per trade. At least two staff members, including one lady teacher for girl students, shall accompany the visit. The expenditure shall be borne by the VTP, and the HM/Principal shall verify and acknowledge the expenditure.
  3. Internships: The HM/Principal shall monitor internships facilitated by the VTs/VTPs and ensure that every Class X, XI, and XII vocational student completes at least 80 hours of internship during the course. Internships may be organized during Dussehra, Sankranti, or Summer vacations in locations near the student's residence or school. Internship completion and course certificates shall be issued to eligible students.
  1. Pre-Skill Education: The HM/Principal shall ensure implementation of Pre-Skill Education for Classes VI to VIII during the bagless days as per the SCERT Academic Calendar, using the Kaushal Bodh activity-based curriculum provided by Samagra Shiksha. Vocational Trainers may be assigned these classes.
  2. Apprenticeship Registration: The HM/Principal shall ensure that all Class XII vocational students are registered under the National Apprenticeship Promotion Scheme (NAPS) through the Apprenticeship India Portal, with support from the VTs/VTPs.
  3. Awareness Programmes: The HM/Principal shall organize awareness programmes on NSQF and Skill Education for students, parents, Vidya Committee members, and local PRI representatives to promote Skill
  4. Progress Review and Reporting: The HM/Principal shall conduct monthly, quarterly, half-yearly, and annual reviews of Skill Education activities, student progress, and infrastructure, and submit reports to Samagra Shiksha through the prescribed channel.
  5. Skill Competitions: The HM/Principal shall encourage and facilitate student participation in skill competitions.
  6. Assessments: The HM/Principal shall monitor the conduct of Formative Assessments, Practical Assessments, and Board Theory Examinations and ensure timely submission of nominal rolls and all examination-related records without discrepancies.

Administrative Responsibilities

  1. Vocational Trainers (VTs) and Vocational Coordinators (VCs): Vocational Trainers appointed by the Vocational Training Partners (VTPs) shall work under the guidance of the Headmaster/Principal for academic implementation of Skill Education at the school level. Vocational Coordinators shall coordinate with VTs and HMs/Principals to ensure effective implementation of vocational courses in the allotted trades.
  2. Vocational Trainer Honorarium and Leave: The honorarium of Vocational Trainers shall be paid based on attendance given through LEAP application. Leave approval for General, Maternity, and Paternity leave shall be managed by the VTPs through LEAP application. In case of leave exceeding 15 days, the VTP shall make suitable alternate arrangements. All Government holidays applicable to School Education Department schools shall also apply to Vocational Trainers. The HM/Principal shall verify and acknowledge the VT attendance before submission to the VTP for honorarium processing. Vocational Trainers shall not be eligible for On-Duty (OD) without any Proceedings or specific orders from the Department.
  3. Attendance and Reporting: A separate attendance register shall be maintained for Vocational Trainers. The joining details of VTs shall be reported to Samagra Shiksha through mail. VT attendance shall be generated through the only LEAP application.
  4. Records and Reports: The HM/Principal shall ensure maintenance of all Skill Education records, including attendance registers, stock registers, tool and equipment status reports, and assessment records. The HM/Principal shall be responsible for the overall implementation and monitoring of Skill Education in the school.
  5. Financial Records: Separate cash books, purchase records, stock registers, student attendance and assessment registers, and VT leave registers shall be maintained for Skill Education. Funds provided under the Skill Education grant shall be utilized strictly for approved vocational activities only, as per Samagra Shiksha guidelines.

Role of Girl Child Development Officers (GCDOs): District Girl Child Development Officers (GCDOs) and Assistant GCDOs shall monitor and support the implementation of Skill Education in selected schools. They shall undertake regular monitoring visits and provide necessary support as per the roles and responsibilities communicated by Samagra Shiksha.


Role of Lend A Hand India (LAHI): Lend A Hand India (LAHI), a skill education organization working across 25 states since 2006, has entered into a non-financial MoU with Samagra Shiksha, Andhra Pradesh to provide technical support for effective implementation of Skill Education. LAHI has established a Project Management Unit (PMU) to support planning, monitoring, capacity building, and reporting. LAHI representatives shall undertake school visits and provide technical inputs to Samagra Shiksha for strengthening Skill Education implementation.
