Admission into Diploma in Fisheries Programme

 

Fisheries sector in India, contributing nearly 8% global fish production, is the second largest fish producing country and also the second largest aquaculture fish producer in the World. Fisheries Sector has been recognized as ‘Sunrise Sector’ and has demonstrated an outstanding Double–digit average annual growth of 10.87% since 2014-15.

 

Andhra Pradesh, with a coastline of 1053 kms, possesses vast water resources including rivers, canals, reservoirs, lakes and other water bodies that are highly suitable for fishing and aquaculture. As per 2024 estimates, Andhra Pradesh produces over 55.39 lakh tonnes of fish annually and exports fish and seafood products to various parts of the country and abroad.

 

For sustainable development of Fisheries and Aquaculture sectors in the State, adequate numbers of qualified Fisheries Professionals are very much essential. As per one estimate, there is a requirement of 11,901 Fisheries Diploma Holders, 6,118 BFSc degree holders and 2,541 MFSc holders and the number is likely to be doubled by 2030.

 

 ln view of the huge demand for Fishery professionals, the Government has established Andhra Pradesh Fisheries University (APFU) in West Godavari District, Andhra Pradesh and the APFU Act No.39 of 2020 was enacted for the purpose. The Andhra Pradesh Fisheries University has started functioning independently since February 2022.

 

Through Memo.No.1379698/Fish/A3/2021, Dt: 06.04.2021, Government have accorded permission to establish Camp Office of APFU at Vijayawada. Accordingly, the Camp Office was established and the preparatory works for the establishment of the University are being carried out.

 

Fisheries Polytechnics under Andhra Pradesh Fisheries University

Details of Diploma Course:

The University has established a constituent Fisheries Polytechnic i.e. Sri MVKR Fisheries Polytechnic at Bhavadevarapalli in Krishna District and also accorded affiliation to 6 Private Fisheries Polytechnics to boost the Fisheries sector and to generate technically trained manpower. Name of the Polytechnic with no. of seats in each Polytechnic are enclosed (Annexure – I).

Eligibility: The candidates should fulfill the following criteria;


Academic Qualification:

  1. Candidate should have passed SSC Examination conducted by Board of Secondary Education, Andhra Pradesh or any other examination recognized as equivalent thereto by the Board of Secondary Education, Andhra Pradesh such as Central Board of Secondary Education (CBSE), Indian Council for Secondary Education (ICSE), National Institute of Open School (NIOS), A.P., Open School Society (APOSS).
  2. Candidate should belong to the state of Andhra Pradesh as defined in O.(P). No. 646, Education (W) Dept, dated. 10.07.1979 and its subsequent amendments.
  3. Candidates who appeared SSC or equivalent examination held in March/April-2026, and whose results are yet to be declared can also apply.
  4. Candidates who have passed SSC in compartmental and who have either discontinued or failed in intermediate are also eligible for diploma admission.
  5. Candidate who had passed intermediate or pursuing higher studies are not eligible for admission into diploma course offered by APFU.

Age Limit:

  • Candidates who wish to seek admission into these courses shall have completed 15 years of age as on 31-08-2026 with an upper age limit of 22 years (Born in between 31.08.2004 and 31.08.2011).

Selection Process:

  • Percent of Marks/Total Marks obtained in SSC or its equivalent examination will be considered in the order of merit for Seat allotment.
  • In case of tie, the marks/grade point obtained first in Science and later Mathematics and Social, respectively will be taken into consideration for tie breaking.
  • In case if tie still continues, the age of the candidates will be taken into consideration and the older candidates will be given preference.

Note: ICSE students need to enter average of three subjects (Physics, Chemistry and Biology) for science and two subjects (History & Civics; Geography) for social subject while entering the subject wise marks.


Reservation of seats:


Reservation of seats for the candidates belonging to Rural Area:


Seventy five (75%) of the seats in diploma course are reserved for the candidates who have studied for a minimum of 4 years in schools located in Non-Municipal (Rural) areas of Andhra Pradesh and twenty five (25%) seats are reserved for the candidates who have studied in Municipal areas of Andhra Pradesh.

  • FORM-I: It is a Proforma to be Certified by the Headmaster of the School with his office seal that the candidate has studied for a minimum period of four years in schools located in Non-Municipal (Rural) Areas during their period of study from 1st class to 10th class (Non-Municipal Area Certificate).
  • If FORM-I is not filled in or duly signed by the concerned Head of the Institution or Officer along with office seal, the claim of the candidates will be rejected and will be considered under Municipal Area (Urban).
Rules of Reservations:
  • The rules of reservation shall be followed as per the guidelines issued by the Government of Andhra Pradesh from time to time.

    2. Backward Classes : 29% of seats are reserved under this (BC-A – 7%; BC- B – 10%; BC-C – 1%; BC-D – 7%; BC-E – 4%)

  • Scheduled Tribe (ST) :  6%
  • Other Reservations (Special Categories):
Children of Armed Personnel (CAP):

Reservation to the extent of 2% of the seats shall be available for the children of ex-servicemen and defense personnel including Border Security Force and Central Reserve Police.


Subject to the condition that;

  • Candidates whose parents are domicile of Andhra Pradesh will alone be considered as per the judgment of the Hon’ble High Court of Andhra Pradesh in W.P.NO.17095, 17950, 17952, 19150 and others of 2006.
  • The candidate shall also submit a certificate from the Director, Sainik Welfare Board/Zilla Sainik Welfare Board as to their eligibility to be considered under this quota specifying the category to which the applicant belongs with attested copies of the documentary evidence for claim.
  • The decision of A.P Sainik Board or its nominee is final and binding on the Candidates in this regard.

The order of priority and merit under this category is governed by G.O. Ms. No. 192, Edn.(EC-2) Dept., dated 26-08-1994 and as amended by G.O. Ms. No. 370, Edn.(EC-2) Dept., dated 18-10-1994, (Annexure –II).


NCC (National Cadet Corps):

Reservation to the extent of 1% shall be available for candidates of this category. The priority for consideration will be as per GO. Ms. No. 21 HE (TE-1) Dept., Dt. 13-05-2002 and other guidelines revised by Govt. of AP from time to time, (Annexure – III).


SPORTS:


Reservation to the extent of 0.5% shall be available for candidates of this category. Certificates issued by various organizations constituted by Central/State Government to conduct the event will alone be considered under this category. The participation in games and sports before the qualifying Examinations (SSC or Equivalent) will only be considered. The priority under this Category will be fixed as per the rules in vogue at the time of admissions, (Annexure –IV).


Physically Handicapped (PH):


Reservation to the extent of 5% for Physically Handicapped as per G.O. Ms. No. 27, WCDA & SC (Prog.II), Department, dated: 14.05.2023. However, candidates with defects like Muscular dystrophy, Deaf and Dum, Blindness and mentally retardation are not eligible for admission (Annexure –V).


If there is more than one eligible candidate in a particular priority in any of the above four special reservation categories, the selection shall be based on the merit.


Inter conversion of seats among the special reservation categories is not applicable. If sufficient numbers of candidates are not available to fill the seats reserved for special reservation category, they shall be filled with candidates of general pool of that reservation category.


Note: The counselling/verification of certificates under special categories (PH, CAP, NCC & Sports) will be held in the presence of authorities concerned and seats will be allotted as per the priorities indicated by the officers concerned.


Economically Weaker Section (EWS) – 10% (supernumerary seats)


Reservation of seats for Women: 33% of the seats shall be reserved in favour of women candidates from each category.

 

Allocation of seats:


Among the total seats, 85% of the seats are reserved for local candidates of Andhra Pradesh and the remaining 15% of seats are Un-Reserved seats for the candidates of two local areas (AU and SVU) of Andhra Pradesh and will be filled on merit basis. Among the local 85 percent, the seats will be allotted on 65.62 and 34.38 ratio among Andhra University (AU) region (Former Districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur, and Prakasam) and Sri Venkateswara University (SVU) region (Former Districts of Chittoor, Ananthapur, Kurnool, Kadapa and Nellore) (G.O. Ms. No. 20 of Higher Education Department, Govt. of A.P. Dt: 12.05.2025).


Residential Certificate:


Applicants who have gap/break in the years of study for reasons other than failure or those who passed the qualifying examination by private study have to submit Residential Certificate issued by the Tahsildar/MRO. In case, the applicant has resided in more than one place, a separate certificate from the respective Tahsildar’s/MRO’s should be furnished for such places of residence.


Application for Online Counselling

Online Registration Fee:

The Online registration and Counselling fee for candidates belong to SC/ST and PH category is Rs.400/- (Four hundred only) and for all other candidates Rs.800/- (Rupees eight hundred only).

  • The applicant has to select the Rupay Debit Card/UPI/Debit Card/Credit Card (Visa/Master Card)/Internet Banking option to pay the fee and follow the online instructions to complete the payment of the fee.
  • Processing charges of payment gateway as applicable are chargeable from the candidate
  • Once payment made, it cannot be refunded under any circumstances. Hence applicant should go through the information bulletin carefully regarding eligibility criteria before proceeding to the payment.
Application Procedure:
  • Candidates should fill the online application carefully and check details such as local area / municipal / non-municipal area, reservation / special categories etc. and submit the application online.
  • It is the sole responsibility of the candidate to ensure that he/she fulfills the specified eligibility before applying/ filling application form.
  • No corrections will be permitted once the application form is
  • Please note that University/Polytechnics will NOT be held responsible for denial of admission to non-eligible candidates.
  • Multiple application forms submitted by a candidate will not be accepted and will lead to the cancellation of his/her seat.
  • Government decided to link the scholarship applications with the Aadhar number for affecting the cash transaction scheme. For this every student must furnish the Aadhar number vide Government memo No. 16035/Sw. Edn.2/2012-4 dt. 29.12.2012.
  • The admissions into Diploma in Fisheries for the academic year 2026-27 shall be made on the basis of Web Counseling. Where in candidates can opt for any fisheries polytechnic in the order of priority and the allotment shall be made for his/her best preferred choice based on his/her merit and other admission rules in vogue.
  • The order of options is to be entered by the candidate carefully. A print out of the options entered shall be kept as record for reference.
  • Candidates should download the allotment order and report at the allotted college within the prescribed time.
  • The Selected candidate has to report at the respective polytechnic with all original certificates and pay the fee by stipulated time failing which the admission will be automatically cancelled and the seat falls vacant, which will be filled in next phase of online counselling.
  • The selection of candidates belonging to SC/ST/BC/CAP/PH/NCC/ Sports is subject to clearance to be given by the respective departments during the counseling.
  • Registrar, APFU is not responsible for the delay in clearance in respect of doubtful Caste/ CAP/PH/ NCC/ Sports cases.
  • Any disputes concerned to admissions if any, shall be within the jurisdiction of the Hon’ble A.P. High court.

  • Cancellation Fee:
    • If the admitted candidate cancels his/her seat before the closure of admissions for the Academic Year 2026-27 an amount of Rs. 1,650/- shall be collected as processing fee under General quota and BC and Rs. 825/- under SC/ST/PH quota shall be collected as processing fee. The remaining fees already paid during admission shall be refunded.
    • If the admitted candidate cancels his/her seat after closure of admissions process for the Academic Year 2026-27 the candidate has to forfeit the fees already paid and in addition, he/she has to pay seat cancellation processing fee of Rs. 1,650/- shall be collected under General quota and BC and Rs. 825/- under SC/ST/PH quota shall be collected.
    • After completion/closing of admission process, request for change of polytechnic is not permissible under any circumstances.
Hostel facility:
  • Accommodation for students shall be provided in Polytechnic attached hostels on payment basis in both Constituent and Affiliated polytechnics.
Eligibility for other Degree Programmes: As per G.O. Rt. No.17 Dt. 10-02-2021, Govt. of A.P, Permission has been accorded to Universities, Colleges and Institutes , to admit 2-year diploma holders awarded by APFU into B.Sc. Biology stream programs/combinations and other relevant disciplines as well as B.Com and B.A without Mathematics and Statistics.

Original certificates to be produced & submitted at the time of Counselling/Admission:


  • SSC Memorandum of Marks or Equivalent Examination Certificate.
  • Bonafide/Study Certificate from 4th to 10th Class
  • Transfer certificate of SSC
  • Non-Municipal (Rural) Area Study Certificate (FORM-I enclosed in this information bulletin) for the students studied in rural area.
  • The certified copy of the latest Social Status (Caste) Certificate issued by the competent authority in case of applicants belonging to Backward Classes, Scheduled Castes and Scheduled Tribes.
  • Latest Income certificate/EWS certificate issued by concerned authority for the candidates who applied under EWS category only.
  • Physically Challenged Certificate, if applicable
  • Discharge Certificate and ID card for Children of Armed Personnel Certificate /Defense Personnel Certificate, if applicable.
  • National Cadet Corps (NCC) certificate, if applicable
  • Sports and Games Certificates, if applicable

  • The guidelines issued by the Government of Andhra Pradesh from time to time shall be followed scrupulously including the reservations for EWS.
  • The University shall send SMS to the applicant’s registered mobile or to Email ID for the purposes related to counselling. Hence, the candidates are informed to mention their personal mobile numbers and Email IDs but not the mobile numbers or Email IDs of relatives, friends, net/online/xerox centers etc. Once submitted, the mobile number and Email ID cannot be changed. It is observed that sometimes due to technical problems SMS and Emails are not reaching the candidates. Hence the candidates are advised to visit the University website for updates. In case of any doubt the candidates are advised to call Mobile No.
  • The selected candidates for admission into Diploma courses of APFU shall have to pay the prescribed fees immediately at the time of admission (The detailed fee structure is given in the table 7.0).
  • Once fee payment is made, it cannot be refunded under any circumstances, hence, the candidates should ensure that he/she fulfils the specified eligibility criteria before submitting the online application for counselling.
  • Applicants should exercise web options through online at specified dates for choosing their preferences with respect to Polytechnics. SMS alert shall be sent to registered mobile number for this purpose.
  • Candidates are informed that mere submission of an online application and attending for counselling does not guarantee seat allotment.
  • Candidates called for Manual/Special/Mop-up counselling will have to attend at their own cost only. Either Parent/Guardian of the candidate shall be allowed for Manual/Special/Mop-up
  • The candidate who secures a seat should submit all the certificates in Original along with the prescribed fees at the time of admission either through online counselling or at the time Manual/Special/Mop-up counselling.
  • The certificates of the candidates under special categories (PH, CAP, NCC & SPORTS) shall be verified by the authorities concerned. The University will not interfere in the process of preparation of priority/merit lists. The University allots seats to the candidates based on the priorities indicated by the competent authorities.
  • All the documents should be uploaded in PDF format and photo in JPG format
  • In case, the information furnished or the certificates uploaded by the candidates are found to be false, the University will take appropriate action against the individuals concerned and his/her application will be summarily rejected.
  • The candidates are advised to visit the University website apfu.ap.gov.in regularly for updated and latest information about counselling.
  • Information related to counselling procedure shall be displayed on the University website (apfu.ap.gov.in). No separate notifications shall be issued further and hence applicants are advised to visit the website regularly for latest information about counselling.
