All the District Educational Officers and Additional Project Coordinators, Samagra Shiksha in the State are informed that the Department of School Education & Literacy, Ministry of Education, Government of India has stated that they are in collaboration with Ministry of Defence, is pleased to launch Veer Gatha 5.0 during 2025-26, continuing their mission to instill patriotism and civic consciousness among students through the inspiring stories of gallantry award winners and ancient Indian warriors.
The project timelines are critical with school-level activities to be completed by 30th September 2025 and district level evaluations by 10th November 2025 and requested to establish dedicated “Veer Gatha Corners” in every school and ensure wide participation through awareness programs involving gallantry awardees. CONCEPT NOTE VEER GATHA 5.0
Project Veer Gatha was instituted under Gallantry Awards Portal (GAP) in 2021 with the aim to disseminate the details of acts of bravery of the Gallantry Awardees and the life stories of these brave hearts among the students so as to raise the spirit of patriotism and instill amongst them values of civic consciousness. Project Veer Gatha deepened this noble aim by providing a platform to the school students (students of all schools in India) to do creative projects/activities based on gallantry award winners. As part of this, the students framed different projects through various media like art, poems, essays and multimedia on these gallantry award winners and best projects were awarded at national level by Ministry of Defence and Ministry of Education. The project has been coterminous with Republic Day Celebrations each year. Veer Gatha has been a phenomenal success with8 lakhs participation in Veer Gatha 1.0 conducted in 2021-22, 19.5 lakhs in Veer Gatha 2.0 conducted in 2022-23, 1.37 crore in Veer Gatha 3.0 conducted in 2023-24 and 1.76 crore in Veer Gatha 4.0 conducted in 2024-25. Hon’ble Raksha Mantri and Hon’ble Minister of Education have commended Veer Gatha as ‘heralding of a revolution amongst the students of India’.
Hon’ble Minister of Education in his speech on Veer Gatha 4.0 Felicitation Event held on 25.01.2025 has mentioned the followings:
- Hon'ble Minister of Education mentioned about the bravery and sacrifice of Prithvi Raj Chauhan, King Kharvela of Kalinga and also mentioned about chivalrous & magnanimous dynasties of Magadha, Cholas. He has suggested to include stories and art of telling stories of great pre-independence warriors in the next edition, e., Veer Gatha 5.0.
- For Veer Gatha Edition-5.0, the Hon'ble Minister has recommended the inclusion of technological elements in the form of activity/ entries such as videography, reporting, anchoring, focused on "SAMARIK PARAMPARA" i.e. military traditions, military strategies, description of wars and struggles of great warriors, soldiers, rulers, and monarchs.
- The Hon'ble Minister has recommended establishment of a dedicated "Veer Gatha Corner" in every school across all States and UTs to showcase student talent and prepare them for future editions. (refer para 10.2.ii)
The Ministry of Defence (MoD) in collaboration with Ministry of Education (MoE) has now decided to launch Project Veer Gatha 5.0 during 2025-26. The modalities for the conduct of Project Veer Gatha 5.0 are as follows:
- This project may be called Veer Gatha 5.0
- Ministry of Defence will organize virtual/ face-to-face awareness programmes / sessions for schools across the country. These programmes/ sessions will take place frequently. List of venues and timing for the aforesaid programme / sessions will be shared (in advance) by Ministry of Defence with every State / UT so that maximum schools can participate.
- Interdisciplinary and art-integrated activities like Poem, Paragraph, Essay, Painting, Multi-Media Presentation/ Short Video (Anchoring/ Storytelling/ Reporting), etc. would be the activities to be done by individual students as a Project to recreate achievements of warriors of India/Gallantry Award winners/military strategies etc. through creative mediums, connecting to contemporary contexts for inspiration.

Portal for Submission of Entries: There will be common MyGov Portal to upload all the entries by the schools.
Note: The students of CBSE affiliated schools located abroad will also upload the entries online after evaluation at their own level in school.
Evaluation of Entries:
- The Project Veer Gatha 5.0 will have 3 levels: District level, State/ UT Level and National level.
- The Evaluation will take place at every level i.e. District level, State level/ UT Level and National level. The teachers of Army Schools/ Navy Schools/ Air Force School/ Sainik School/ CAPF Schools/ State Board Schools/ CBSE Schools will be involved for evaluation on nomination basis.
- Evaluation at District Level: The State Nodal Officer/ SPDs will appoint District level Nodal Officers for evaluation of entries at District level. The District Nodal Officers/ District Education Officer will engage DIET and other officials of the concerned State/ UT/ district for the evaluations at district level.
- Evaluation at State/ UT Level: The responsibility of evaluation at State / UT level will be of the Nodal Officers of States/ UTs or The Nodal Officers of States/ UTs or SPDs will engage DIET/ SCERT/ other education officials of the concerned State/ UT for the evaluations at State/ UT Level.
- National Level Evaluation: Evaluation at National Level shall be conducted by National level Committee which would be constituted by Ministry of Education, Government of India.
Note: Evaluation of the entries uploaded by the CBSE affiliated schools located abroad will be done by the State of Delhi for all the required levels.
Winners:
There will be winners at every level. The number of winners to be declared is as follows:
- National Level – 100 winners (Super 100). No Veer Gatha Winner (at National Level) of earlier versions will be included in 100 winners (at National Level) of Veer Gatha Project (5.0).
- Category-1 [Preparatory Stage (Grade 3rd to 5th)]: 25 winners
- Category-2 [Middle Stage (Grade 6th to 8th) ]: 25 winners
- Category-3 [Secondary Stage (Grade 9th to 12th)]: 50 winners (25 winners from Grades 9th & 10th & 25 winners from Grade 11th & 12th )
- State / UT Level – 08 Winners (two from each category) (2 winners each from category 1 & 2 and 4 winners from category 3 which includes 2 winners from Grade 9th to 10th & 2 winners from 11th-12th) at State / UT level irrespective of Board (Will not include students earlier selected in Super 100)
- District Level – 04 winners (one from each category). (1 winner each from category 1 & 2 and 2 winners from category 3 which includes 1 winner from Grade 9th to 10th & 1 winner from 11th-12th).These will not include students earlier selected in Super 100 and the students selected at State/UT level.
Felicitation of Winners: The winner at national level will be felicitated jointly by Ministry of Education, Government of India & Ministry of Defence, Govt. of India. Each winner will be awarded a cash prize of Rs.10,000/- by the Ministry of Defence. All the winners at District & State / UT will be felicitated by respective District & State / UT. The modalities of the prize to be given in State/UT/District level may be decided by State/ District Authorities and budgeted accordingly. A certificate will be given to all the winners as follows:
- To Students Selected in Super 100 – Jointly by Ministry of Defence and Ministry of Education, Government of India.
- To Students Selected at State / UT Level – by Principal Secretary/ Secretary Education of the concerned State / UT.
- To Students Selected at District Level – jointly by Collector/ District Magistrate/ Deputy Commissioner and District Education Officer / appropriate higher official as decided by the Education Department of concerned State / UT / District.

Roles and Responsibilities of Various Stakeholders
MoE
- Announcement of the Project by issuing directions / Circulars / notice to SPD / Education Departments of all States / UTs as well as all the School Education Boards (including CBSE) for the conduct of the events as per timelines.
- Requesting the SPD / Education Department of all the States / UTs as well as Schools Education Boards (including CBSE & CISCE) to issue notices to the schools regarding the project; informing about the themes, guidelines and the modalities of the conduct of project.
- Requesting the SPD / Education Department of all the States / UTs to Nominate Nodal Officers at District and State / UT Level.
- Requesting SPD / Education Department of all States / UTs to provide the details of State / UT Level Nodal Officers to Ministry of Education, Govt. of India for giving access to the MyGov Portal for submission of entries at State / UT Level. CBSE will co-ordinate with the State / UT Level Nodal Officers.
- Requesting SPD / Education Department of all States / UTs to constitute committees for District level and State / UT level Evaluation of entries through Nodal Officers appointed at District level and States/UTs level.
- Requesting Ministry of Defence to direct the Army Schools/ Navy Schools/ Air Force School/ Sainik School/ other Forces’ Schools for their teachers to be involved in evaluation process at District level and State/ UT level on nomination basis.
- Circulate the details of gallantry awardees (as furnished by MoD) available for interaction with the students to SPD / Education Department of all States / UTs & School Education Boards (including CBSE) to direct their schools to participate in the same.
- Constituting National Evaluation Committee for National Level Evaluation.
- The guidelines (for Submission of Entries online on MyGov portal) finalized by MoE & MoD in consultation with MyGov will be provided by Ministry of Education, Govt. of India to Education Department of all States / UTs and School Education Boards (including CBSE) for circulating the same to all the schools under their State / UT.
- CBSE will coordinate with the Prize winners for travel and Stay.
- Directing the Schools Education Boards in their State / UT to issue notices to the schools regarding the project; informing about the themes, guidelines and the modalities of the conduct of project. School Education Department will also issue notices to the schools in their State / UT.
- Establishment of a dedicated "Veer Gatha Corner" in every school across all States and UTs focusing on gallantry awardees, ‘Samarik Parampara’ i.e. military traditions, military strategies, wars/ struggles of great warriors, soldiers, rulers, etc. to showcase student talent and prepare them for future editions.
- Nomination of Nodal Officers at District and State / UT Level. The State / UT will co-ordinate with Nodal Officers at District Level in the concerned State / CBSE will co-ordinate with the State / UT Level Nodal Officers of all States / UTs.
- Furnishing the details of State / UT Level Nodal Officers to Ministry of Education, Govt. of India for giving access to the MyGov Portal for submission of entries at State / UT Level.
[NOTE: It is to be noted that the details of the State / UT Level Nodal Officers (i.e. Name, Designation, Address, Mobile No., Email Address) may be furnished with extreme care as access to MyGov portal will be given to these officers only]
- Constitute committees for District level and State / UT level Evaluation of entries through Nodal Officers appointed at District level and States/UTs level. Responsibility of District level and State / UT level Evaluation of entries is of Education Department of concerned State / UT.
- Evaluation of Entries at all the levels is to be done on standard rubrics. The standard rubrics as for evaluation are available at Annexure I.
- The entries shortlisted by the districts will be forwarded (through MyGov Portal) to the State Nodal Officer who will submit these to the Committee constituted for State / UT level Evaluation for further Thereafter, entries shortlisted (as per Annexure II) through State / UT level Evaluation will be provided (through MyGov Portal) to the Ministry of Education, Govt. of India for National Level Evaluation.
- States/UTs will need to confirm the genuineness and originality of the entry being given for the National Level Selection through telephonic / video call interview or any other mode as appropriate.
- District and State/UT level Nodal officers will direct and coordinate with schools to invite the gallantry awardees (as per list shared by Ministry of Defence, Govt. of India) for organizing virtual/face to face interactions with the students with the support of Station Armed Forces Units coordinating the same in the respective district. MoE will inform all the States/UTs and all the School Education Boards (including CBSE and CISCE) to direct their schools to participate in the same.
- MyGov will prepare the portal as per the requirements of the conduct of Veer Gatha Project (5.0) in consultation with MoE & MoD.
- All CBSE affiliated schools located abroad will also be facilitated for smooth uploading of entries on the portal.
- Hand holding sessions about the Veer Gatha Portal will be held for States/UTs as required.
- In addition to submission of entries by schools, the portal should have feature to forward the entries to District, State, National Level Nodal Officers and evaluation committees for evaluation of the entries.
- MyGov will also ensure selection of entries through portal itself after evaluation at District level and then at State/UT level.
- Guidelines for submission of entries online on MyGov portal to be provided by MyGov to MoE.
- MyGov will provide login credentials to Nodal Officers at all level.
- MyGov will also popularize the Veer Gatha Project 5.0 by posting banners by their handles (twitter / Facebook ). Ministry of Education, Ministry of Defence and CBSE will also popularize the Veer Gatha Project 5.0 by their handles (twitter / Facebook etc.)
- MyGov will create a mandatory attachment in their portal vide which the principals of schools will have to submit an undertaking stating that the entries being submitted by them are genuine and authentic.
- MyGov to create campaign/landing page.
- MyGov to create an AV detailing the process of registration and FAQ
- MyGov to provide Dashboard to Ministry of Education, Govt. of India, CBSE and Nodal Officers at District, State/ UT for monitoring the participation of schools and students

FINANCIAL IMPLICATIONS: -
- The respective States/UTs and CBSE will bear the respective expenditure, if any, incurred during the actual conduct of the project.
- MoD will bear the expenses of the travel (to & fro) and stay arrangements (including all meals) of the prize winners, including students of CBSE affiliated schools located abroad at National Level (along with one escort for each prize winner) via Economy Class Air Fare / 2-AC Rail Fare to attend the felicitation event at Delhi. The MoD will also bear the expense of the prize money to be given to the winners, including students of CBSE affiliated schools located abroad.
- Coordination with the “Super 100” Prize winners including winners if any from students of CBSE schools located abroad for travel and stay would be the responsibility of CBSE.
- Arrangements for local transport for the prize winners (with one escort for each winner) for attending the felicitation event within Delhi as per program will be the responsibility of CBSE.
- MoD will provide funds in advance to CBSE for the travel and stay arrangements of prize winners (along with one escort for each prize winner), and CBSE will provide Utilization Certificate for the same to MoD.
The MoE will instruct the District, State/ UTs and School Boards to provide photographs/ audio-visual clips and writeups about the various activities conducted as part of the project. The MoD will publicize the activities undertaken by the schools on the various social media handles and accounts associated with the Gallantry Awards Portal (GAP).
District, State/UT and School Boards will instruct the schools to record the interaction with the gallantry awardees and to upload on the YouTube channel associated with the GAP.
Any additional requirements for the project will be incorporated in the plan of project, in consultation with MoE and MoD.
