The attention of all the Regional Joint Directors, District Educational Officers and Additional Project Coordinators in the State is invited to the references cited and are informed that, the Government of Andhra Pradesh has been celebrating Teacher’s Day (GURU PUJOTSAVAM) every year to honour the Best Teachers/ Meritorious Teachers for State Award on the eve of the Birth Day on 5th/September/2025 of Dr. Sarvepalli Radhakrishnan, former President of India.

 

This scheme is applicable to regular teachers working in government schools across managements such as – Zilla Parishad, Mandal Parishad, Municipal, Aided Schools, APMS, APSWREIS, APTWREIS, APREIS, KGBV, and DIETs under the Department of School Education.

 

In this regard, the District Educational Officers in the State are hereby requested to ensure a transparent, merit-based, and evidence-driven process. And the selection will be conducted purely on applications invited at District level (physical) and online at the state level, using objective data and digital portfolios and the eliminations are subjectivity and ensures all teachers, regardless of geography, have equitable access to Recognition.

 

Further, they are requested to scrutinize the proposals by the District Selection Committee duly following the procedural guidelines, Timelines and submit the same with specific recommendations to the Director of School Education, Andhra Pradesh, Amaravati.

 

Eligibility criteria of Teachers for considering the State Awards:


Main Considerations for Selection of Teachers / Head Masters / Teacher Educators:

  1. Special Work done for raising the Standard of
  2. Inculcating Interest in extracurricular activities among the
  3. Educational innovative writing and development of learning materials useful to the students.
  4. Teachers / Head Masters / Teacher Educators who have completed 10 years of minimum Service.
  5. Teachers / Head Masters / Teacher Educators who have been selected for State Awards earlier are not eligible.
  6. Teachers / Head Masters / Teacher Educators who have charges/disciplinary proceedings/criminal cases are not eligible.
  7. The recommendations regarding the selected teachers, which should not be more than one teacher from each category, shall be sent to the office of the Director of School Education duly filling the Certificate of antecedents and character, marks awarded to each nomination.
  8. In addition to the above categories, the Government have decided to Felicitate the certain outstandingly performing teachers.
  9. The District Selection Committee should form the verification teams for verification of the facts/information provided by the applicant.
  10. Criteria based on performance: under this, teachers will be awarded marks on criteria based on performance e.g. initiatives to improve learning outcomes, innovative experiments undertaken, organization of extra and co-curricular activities, use of Teaching Learning Material, Social mobility, ensuring experiential learning, unique ways to ensure physical education to students etc.

The District Selection Committee shall recommend not more than one teacher from the following each category( Self Nomination) to the State Awards as

Secondary Grade Teachers and equivalent caders working in Primary, Upper Primary Schools under State Government, Mandal Parishad, Municipal, Municipal Corporation, I.T.D.A. and Aided Managements.

10.

Telugu Pandits Grade - I/ Hindi Pandits Grade - I/ Urdu Pandits Grade - I.

11.

Sanskrit Pandits Grade - I & Grade - II (Working in all managements excluding Societies).

12.

 School Assistant PE / Physical Education Teachers.

13.

 Craft/Music /Drawing Teachers.

14.

 All Senior Lecturers in D.I.E.Ts., under the State Government and Aided.

 

 Recommended by Fellow Teacher Award:

 

Any teacher, who is eligible for the State award but has not applied himself / herself in that case, five Fellow teachers can nominate that teacher (he/she) for the State Award. Keeping in view of his / her performance, achievements, and the evaluation parameters shown for state awards in the proforma (Annexure-III).

 

Performance Based Award- selection of Teachers through LEAP app at the State level :

 

From each of the 26 districts, 16 teachers will be initially selected, resulting in a total pool of 416 candidates across the state. A district-level shortlisting process will reduce this pool by50%, forwarding 208 teachers to the state-level selection committee. These candidates will undergo interviews, and a final list of 104 awardees will be selected. The process will maintain a 1:2 shortlisting ratio, ensuring transparency, fairness, and objectivity throughout the evaluation


Note: The District Selection Committee should recommend the teacher in any one of the above said three awards only.

Selection process for State Awards:

 

The following committees have been constituted for scrutinising/ shortlisting the applications in both Offline (District level) and Online (State level) received from the teachers for the State Best Teacher Awards – 2025.

The Recommendations by the District Selection Committee regarding the selected teachers should not be more than 1 each category ( offline and online) duly following the procedural instructions as mentioned above, and submit the self- nomination form, Certificate of antecedents & character, marks awarded by the Committee along with their recommendations together with the citation not exceeding (10) lines on each selected teachers to the State Level Committee i.e., Director of School Education, Andhra Pradesh, Amaravati.

 

The FINAL SELECTION will be made by the following State Selection Committee from out of the names recommended by the District Selection Committee:

The State Level Committee selects the teachers for “State Awards” from the Selection lists submitted by the District Selection Committee, duly limiting the No of awards category wise.

 

Honouring the Final State Best Teacher:

 

The Government honour the final State Best Teacher with a Silver Medal (Gold Plated), Shawl, Cash Award of Rs.20,000/-, and Merit Certificate to each State Awardee after final selection made by the State Selection Committee.


District-Level Best Teacher Awards:

 

The District level Best Teacher Awards, the selection committee shall recommend not more than 30 teachers in the category of SGT, 20 teachers in the category of SA and 10 teachers in the category of Headmaster for each district as per the above categories.

 

Mandal and Divisional level Best Teacher Awards:

 

The Mandal (Rural) and Divisional level Best Teacher Award, the selection committee shall recommend not more than 10 teachers in the category of SGT and 5 teachers in the category of SA. Teachers from all management schools within the Mandal/Divisional jurisdiction shall be eligible for the awards at Mandal/Municipal levels respectively.

 

Therefore, all the Regional Joint Directors, the District Educational Officers, Additional Project Coordinators of Samagra Shiksha in the state are requested to organize the TEACHER’S DAY celebrations at their jurisdictions in a befitting manner as per the existing practice without giving any scope for adverse remarks in the selection of awardees and local protocol duly following, and strictly in adherence.


Hence, the Regional Joint Directors and District Educational Officers in the State are requested to give wide publicity to the programme through News Papers or any other local mass media.
