All the District Educational Officers & Ex-Officio Project Coordinators, Additional Project Coordinators and Mandal Educational Officers in the State are hereby informed that the Government of Andhra Pradesh has taken up a prestigious programme of “Sarvepalli Radhakrishnan Vidyarthi Mitra” (SRKVM-I) during the academic year 2025-26 in the state. Under this programme the Government is Providing the SRKVM Kit consisting of Uniforms, Text Books, Work Books, Note Books, Dictionaries, Shoes and socks Belts and Bags to the students studying in all Government Management School in the State.
The “Sarvepalli Radhakrishnan Vidyarthi Mitra” (SRKVM-I) Kit items supplied to the Mandal Stock Points by the suppliers are to be transported to the School Points in the respective Mandals.
In this connection, the Mandal Educational Officers are requested to take necessary action for transportation of SRKVM Kits in 2025- 26, making their own arrangements with any local transporter without exceeding the approved rate of Rs.11.18 paisa per each SRKVM Kit, transportation including loading , unloading and all taxes, from Mandal stock point to the concerned School Point.
Therefore, under the powers vested with the State Project Director, Samagra Shiksha, Andhra Pradesh, sanction is hereby accorded to release funds as per the Annexure-II for Rs.3,79,49,549/- (Rupees three crores seventy nine lakhs forty nine thousand five hundred and forty nine only)to all 679 Mandal Educational Officers in the State, towards transportation charges of SRKVM Kits from Mandal Stock point to School point.
The Finance Controller of this Office is herewith requested to release the funds Rs.3,79,49,549/- (Rupees three crores seventy nine lakhs forty nine thousand five hundred and forty nine only) to all 26 districts APCs/DEOs as per Annexure-I duly meeting the expenditure under the following intervention of PAB 2025-26.

Further the District Educational Officers & Ex-Officio Project Coordinators and Additional Project Coordinators of Samagra Shiksha in the State are hereby instructed to monitor with the all Mandal Educational Officer and School Heads time to time to speed up the action without fail.
The District Educational Officers/Additional Project Coordinators are requested to pay the amount to all the Mandal Educational Officers as per Annexure-II under their district with proper acknowledgement and receipt. Further they are directed to submit advance adjustment bills and utilization certificate immediately after incurring the expenditure.
The Regional Joint Directors are requested to follow up with the District Educational Officers, Additional Project Coordinators, Deputy Educational Officers and Mandal Educational Officers also for effective implementation of the programme.

In this regard the Government is Providing cost free SRKVM Kits, consisting of Uniforms, Text Books, Work Books, Note Books, Dictionaries, Shoes, and socks, Belts and Bags to the students studying in all Government Management Schools in the State.
The “Sarvepalli Radhakrishnan Vidyarthi Mitra” (SRKVM-I) Kit items supplied to the Mandal Stock Points by the supplier are to be transported to the School Points in the respective Mandals. The Mandal Team Members will take active role in receiving the material, counting, check for shortage/damage/mismatch, school wise separation of material, school wise packing and make them ready for transportation to the Schools.
Hence, it is decided to release funds to the Districts under “Sarvepalli Radhakrishnan Vidyarthi Mitra” (SRKVM-I) with regard to Conveyance allowance to Mandal Team Members and Packing charges of SRKVM Kit items (as detailed in Annexure-I and Annexure-II) in turn to release the amount to the concerned Mandal Educational Officers directly by the Additional Project Coordinators to avoid delay.
Therefore, under the powers vested with the State Project Director, Samagra Shiksha, Andhra Pradesh, Amaravati, sanction is hereby accorded to release the funds for Rs.3,05,53,218/-(Rupees three crores five lakhs fifty three thousand two hundred and eighteen only) to the Districts towards payment for Conveyance allowance to Mandal Team Members and Packing charges of SRKVM Kit items which in turn the Additional Projet Coordinators shall release to the Mandal Educational Officers in their respective districts.
The Finance Controller of this Office is herewith requested to release the budget Rs.3,05,53,218/-(Rupees three crores five lakhs fifty three thousand two hundred and eighteen only) as per Annexure-I and Annexure-II to all the 26 Additional Project Coordinators of Samagra Shiksha for payment of the amount to 679 Mandal Educational Officers in the State immediately. The Expenditure shall be met from the following interventions of PAB 2025-26.
