The attention of the RJDSEs and District Educational Officers in the State is drawn to the reference cited above wherein NEP 2020 emphasizes the importance of students empowering learners of all ages to develop the skills needed to thrive in a diverse world. To track the educational progress and achievements of students, a unique ID will be created for each student, known as the Automated Permanent Academic Account Registry “APAAR.” This ID will be lifelong and will help in accessing educational resources, achieving the objectives of “One Nation-One Student ID.”
The APAAR ID will serve as a gateway to the Digi Locker ecosystem, allowing students to digitally store all achievements, such as exam results, holistic report cards, learning outcomes, and other co-curricular achievements. The Ministry of Education, Government of India will generate APAAR IDs based on the Aadhaar Number of each student, requiring separate consent from The collected data will be kept confidential, with the UID number masked when sharing data with government users.
In view of the above, all District Educational Officers in the state are instructed to disseminate information to all the field functionaries ensuring the creation of APAAR IDs to Class 9 and Class 10 students in schools of all managements (including private) by 14th October without fail.
The following are the activities to be done different stakeholders at each Level.
Head Masters:
- Print and distribute necessary copies of the consent forms to Class 9 and Class 10 students. The related expenses can be covered by the school composite
- Ensure that every student receives a consent form before leaving for the Dussehra Class 9 and Class 10 students must return the signed consent form, accompanied by their parents, on the reopening day after the vacation.
- Verify that the details provided in the consent form, such as Name and Date of Birth, match the Aadhaar details. Ensure validation of student information using the UID card.
- Raise awareness among students and parents about the importance of the APAAR ID and the proper completion of the consent form. If required, call parents to explain the significance of the APAAR ID and guide them through the process.
- Collect the signed consent forms from parents by 14th October, after the vacation
- Enter the details as per the provisions in the UDISE+ school login and upload the consent form.
District Educational Officers (DEOs):
- Appoint a Nodal Officer for the APAAR ID project in each district to oversee the rollout of the ID generation process.
- Organize capacity-building sessions for MIS Coordinators, Mandal Educational Officers (MEOs), Head Masters (HMs), and Teachers.
- Ensure that consent forms are uploaded in UDISE+ for all students in their jurisdiction including private schools.
- Direct the Mandal Educational Officers I and II to focus on the entire process and ensure that all students are provided with consent forms on 1st October 2024 and efforts to reach out to the students absent on 1st October.
Mandal Educational Officers (MEOs) / Deputy Educational Officers (Dy.E.Os):
- Instruct Head Masters to send consent forms home with Class 9 and Class 10 students on the last working day before the Dussehra vacation and collect them on the reopening day (14th October).
- Care must be taken in respect of student absent on the last working day and to ensure that consent forms are reached to their homes.
General Instructions:
- Ensure the physical presence of parents while submitting consent forms at schools or while uploading the details in UDISE+ as a confirmation SMS will be sent to parents via the registered mobile number updated in UDISE+.
- Guide the parents to map the mobile number to Aadhar if not done.
- Observe the MIS Reports in UDISE+ on APAAR ID creation and take necessary immediate action for completion of 100% mapping.

- PEN of student is mandatory for generation of APAAR ID
15. What is the UDISE+ Portal?
The UDISE+ (Unified District Information System for Education Plus) portal is a comprehensive database used for managing information related to students, teachers, and schools across India.
16. What information is required to create an APAAR ID? The following student details are mandatory for APAAR ID creation:
UDISE+ Unique Student Identifier (PEN), Student Name, Date of Birth (DOB), Gender, Mobile Number, Mother's Name, Father's Name, Name as per Aadhaar, Aadhaar Number
17. What happens if the APAAR ID generation fails?
If APAAR ID generation fails, an error message will be displayed, indicating issues such as a demographic data mismatch between AADHAAR and academic records. The user must correct the inaccurate data and resubmit their request to generate the APAAR ID.
18. How can I check the status of APAAR ID generation for a student?
As soon as APAAR ID is generated, it is pushed into student's Digi Locker Account. Student can find virtual APAAR ID Card in Issued document section of DigiLocker. The status of APAAR ID generation can also be checked in the UDISE+ Portal under the APAAR Module, which displays a list of students along with their APAAR ID statuses. Students may request their school authority to check the status of their APAAR ID creation.
