In the reference 15t read above, Government have issued comprehensive orders, for Revision of Pay Scales, 2022 for the retired employees (Pensioners/Family pensioners) of Government of Andhra Pradesh.
In the reference 2nd read above, Government have issued orders for release of Dearness Relief (DR) for the period from 01-07-019 to 31-12-2021 for the pensioners/family pensioners.
In the reference 3rd read above, Government have issued orders for release of Dearness Relief (DR) in respect of Pensioners/Family Pensioners, drawing their pay in the Revised UGC Pay Scales, 2006 and the Judicial Pensioners/Family Pensioners whose pay was revised as per Sri Padmanabhan Committee Report vide the G.O. Ms. No.73, Law (LA & J, SCF) Department, dated 01-05-2010 with effect from 01-07-2021.
In the reference 4th read above, Government have issued orders for release of Dearness Relief (DR) with effect from 01-01-2022 in respect of Pensioners/Family
In the reference 5th read above, Government have issued orders for release of Dearness Relief (DR) from 22.75% to 26.39% with effect from 01-07-2022 in respect of Pensioners/Family Pensioners.
In the reference 8th read above, Government have issued orders for the revision of Dearness Allowance (DA) for the employees of Government of Andhra Pradesh, from 26.39% to 30.03% of the Basic Pay with effect from 01-01-2023.
Government, hereby orders the revision of the Dearness Relief (DR) sanctioned in the Government orders 5th read above for the Pensioners/ Family Pensioners, from 26.39% to 30.03% of the Basie pension with effect from 01-01-2023 in respect of:
- Those who retired from service after 01-07-2018 and drawing pension in the Revised Pay Scales, 2022;
- Those who retired prior to 01-7-2018 and whose pension was consolidated in the light of orders issued in the G.0.1st read above.
Government, also hereby orders to revise the rates of Dearness Relief with effect from 01-01-2023 to various categories of pensioners in the State w.r.to 6th & 7th read above, as indicated below:

These orders are applicable to:
- All Government Pensioners in receipt of Service Pensions, Family Pensions under Revised Pension Rules, 1951, Andhra Pradesh Liberalized Pension Rules, 1961 and Andhra Pradesh Government Servants (Family Pension) Rules, 1964.
- Teaching and Non-Teaching pensioners of Municipalities, Panehayat Raj Institutions and Aided Educational Institutions, in receipt of pensions under the Andhra Pradesh Liberalized Pension Rules, 1961 and Andhra Pradesh Government Servants (Family Pension) Rules,1964.
- Teaching and Non-Teaching staff in Aided Educational Institutions in receipt of pensions under the Contributory Provident Fund-cum- Pension and Gratuity Rules,1961 and Andhra Pradesh Liberalized Pension Rules, 1961.
- Those drawing family pensions under G.O.Ms.No.22, Finance Et Planning (FW: I) Department, dated 16-01-1971, G.O.Ms. No.104, Finance &Planning (FW: Pen.I) Department, dated 13- 4-1973 and G.O.Ms.No.25, Finance Et Planning (FW:Pen.I) Department, dated 2-2-1974.
- Pensioners in receipt of Compassionate Pension under the rules for Compassionate Pensions and Gratuities in the Hyderabad Civil Services Rules; and
- Those in receipt of Pensions under the Wound and Extraordinary Pension Rules.
- Pensioners governed by Andhra Pradesh Revised Pension Rules, 1980.
These orders are not applicable to the financial assistance grantees and others who are not entitled for Dearness Relief.
The Dearness Relief sanctioned in above paras shall be paid with pension of April 2024, payable in May 2024. The arrears on account of increase of DR for the period from 01-01-2023 to 31-03-2024 shall be paid in three (3) equal installments in August 2024, November 2024 a February 2025.
All the Treasury Officers / Pension Payment Officers shall work out and make payments of the Dearness Relief on Pension sanctioned in this order without waiting for further authorization/ instructions from the Accountant General (A&E), Andhra Pradesh, Vijayawada in terms of the orders issued in the G.O.Ms.No.270, Finance a Planning (FW:PSC.I) Department, dated 7-10-1986.
All the Treasury Officers /Pension Payment Officers shall calculate and make payments of the dearness relief on pension sanctioned in this order in terms of orders issued in the G.O.Ms.No.122, Finanee (Pen./) Department, dated 22-05-2014.
The expenditure is allocable among the various States in accordance with provisions of Rule 24 of the incidence of Pension Rules in Appendix III-B of the Andhra Pradesh Accounts Code, Volume-I.
In respect of the categories of employees who are not covered for payment through the Treasuries, the expenditure shall be debited to the Pension Fund of Zilla Parishad and Pension Fund of the respective Municipal Councils.
In respect of the Pensioners of the Universities, the expenditure on account of the Dearness Relief now sanctioned above shall be met from the Block Grants allotted to them.
The CEO, APCFSS is directed to develop a software module to calculate the DA/DR arrears and generate due drawn statement to facilitate generation of DA/DR arrears bills by the Drawing Et Disbursing Officers.
