Implementation of NIPUN Bharat FLN Missions at district, Mandal and school Level Guidelines

Sub: AP Samagra Shiksha SIEMAT - National Educational Policy 2020- National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN Bharat) - Implementation of NIPUN Bharaat guidelines for the financial year 2021-2022 - Constitution of Mission at various levels - Orders - Issued.

All the District Educational Officers / the Ex officio of Project Coordinators and the Additional Project Coordinators of Samagra Shikshaa in the state are informed that the Government of India has launched a National Initiative for Profic ency in Reading with Understa and Numeracy (NIPUN Bharat) for ensuring that every child in the country necessarily attains foundational literacy and numeracy by the end of Grade 3, by 2026-27.

Accordingly, the Government of Andhra Pradesh has issued G.O.RT. No. 200 Dt. 23-8-2021 to constitute State level, District level, Mandal level and School. level Foundational Literacy and Numeracy (FLN) Missions with the Members and functions, as appended (Annexure) for implementation of National Initiative for Proficiency in Reading with Understanding and Proficiency (NIPUN Bharat) along with necessary guidelines.

The State level FLN mission is constituted and the State Project Director, Samagra Shiksha will act as the Director of the state level FLN mission.

In view of the above the District Educational Officers and the Additional Project Coordinator of the Samagra Shiksha in the state are hereby directed to take the following immediate steps for implementation of National Initiative for Proficiency in Reading with Understanding and Proficiency (NIPUN Bharat) guidelines for the Financial year 2021-2022 through the FLN mission at district, Mandal and school Level by 20.9.2021.

School Education - National Educational Policy 2020 - National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN Bharat) Implementation of NIPUN Bharat guidelines for the financial year 2021-22 Constitution of

Foundational Literacy and Numeracy (FLN) Mission and functions

I. (i) The composition of State Level Mission:

i. The state level Mission shall be headed by the Principal Secretary to Govt., School Education.
ii. The Principal Secretary to Govt., Women Development & Child Welfare, shall be the co-chairman of the Mission
iii. State Project Director, Samagra Shiksha, shall be the Director to the State Mission.
iv. Members:

  • a. Commissioner Panchayat Raj, b. Commissioner MA&UD
  • C. Commissioner Health, Medical & Family Welfare,
  • d. Director, Women & Child Welfare, 
  • e. Director, Tribal Welfare,
  • f. Director, School Education,
  • g. Advisor, (School Infra) 
  • h. Director, SCERT
  • i. Representative from UNICEF
  • j. Two Joint Collectors (Development), Kadapa and West Godavari Districts
  • k. Two District Educational Officers, Prakasam and East Godavari Districts. 
  • l. Two Project Directors ICDS Srikakulam, and Anantapuram Districts and.
  • m. PO, ITDA, Paderu, Visakhapatnam District.

(ii) Functions of State level Mission:

a. To prepare Annual Implementation Plan (AIP) for state and each district.
b. To design appropriate education interventions, continuous capacity building of the education system on multilingual approach, research, and advocacy. 
c. To set actionable goals for the State and District. 
d. To draw up the teacher deployment plan
e. To formulates SoPs for necessary convergence
f. To ensure capacity building of all stakeholders. including teachers, head teachers, SCERTS, DIETS, education administrators on multilingual education
g. To ensure availability of Teaching-learning material in the classrooms, child friendly infrastructure in the schools and digital resources to support teachers. burden of this work on teachers.
h. To design IT based solutions/MIS/e-governance for school related administration work to reduce the

II. (1) The composition of District Level Mission:

1. The district level Mission shall be headed by the District Collector concerned
ii. The District Educational Officer of the concerned district shall be the member convener
III. Members:

a. Project Director, Women Development & Child Welfare of the concerned district.
b. CEO, Zilla Parishad, C. District Medical & Health Officer,
d. Two Municipal Commissioners as suggested by the District Collector. 
e. PO, ITDA / District Tribal Welfare Officer. f. Additional Project Coordinator, Samagra Shiksha,
g. Principal DIET and h. One NGO as co-opted working on education/ECCE from the concerned district as suggested by the District Collector..

(ii) Functions of District level Mission:

a. To draw the Action Plan for 2021-22 immediately.
b. To prepare teacher deployment plans, student shifting plans and school mapping plans as per the instructions of the State Mission
c . To ensure availability of teaching learning material, child friendly infrastructure and digital resources to support teachers.
d. To monitor Key Performance Indicators (KPIS) related to learning outcomes.
e. To ensure regular training of the teachers/school heads, SMC/SMDC members, BRCS, CRCS and other stakeholders in the aspects specified by the FLN mission.
f. To provide on ground support for conducting Independent Assessments and Summative Assessments. 
g. To implement IT based solutions/MIS/e-governance for school related administration work.

III. (i) The composition of Mandal Level Mission:

i. The Mandal level Mission shall be headed by the Mandal Parishad Development Officer concerned
ii. The Mandal Educational Officer of the concerned Mandal shall be the Member Convener.
iii. CDPO, ICDS of the concerned project.
iv. All ICDS Supervisors of the Mandal,
v. All Cluster Resource Persons (CRPS) of the Mandal, 
vi. Any two Welfare & Educational Assistants as suggested by the MPDO
vii. Any two Headmasters of Primary / Upper Primary / High School in the Mandal.

(ii) Functions of Mandal level Mission:

a. To conduct regular academic inspection/ visits to schools
b. To provide training and on-site support to schools and teachers, 
c. To ensure effective use of all Teaching Learning Material provided to schools.
d. To facilitate for preparation of no cost or low-cost teaching aids/tools
e. To work as a bridge between the district and the Schools, and provides continuous support in terms of academic requirements, awareness generation, motivation, mobilization, training and hand holding of teachers and Parents Committees.
f. To ensure continuous and effective integration of ICT through efficient use of ICT equipment and ICT based educational resources g. To ensure schools are undertaking safety audit h. To ensure timely reporting on Key Performance Indications (KPIs) by schools

IV. (i) The composition of School Level Mission:
i. The school level Mission shall be headed by the. chairperson of the Parents Committee concerned 
ii. The Headmaster concerned may be the Member Convener.
iii. Members:     GSR INFO - www.gsrmaths.in

  • a. All teachers in the school,  
  • b. Anganwadi workers in the catchment area,
  • c. Welfare and education assistants of village/ward secretariats
  • d. Engineer of village/ward secretariat, and
  • e. All members of the Parents Committee

(ii) Functions of School level Mission:

a. Implementing State, District Mission plans and guidelines 
b. Complying with Cluster Level Committee guidelines. and directions
c. Training of School Management Committee members 
d. Awareness drives for parents and community to make them understand the desired level of achievement of grade-wise/subject-wise learning outcomes
e. Monitoring the progress of students. f. Parent Teachers meeting
