95% Local Reservation in Direct Recruitment
Paragraph 8 specifies that reservation for local candidates in direct recruitment shall be ninety-five percent (95%), as specified in the Presidential Order, 2025. This provision concerns posts to be filled by direct recruitment.

Service Rule Amendments and Implementation
Paragraph 9 states that the Presidential Order, 2025 has overriding effect over existing service rules, rules or statutes to the extent of inconsistency. The Social Welfare Department must take immediate action to amend the relevant service rules to conform to the approved cadre organisation.
The department must also readjust territorial jurisdictions wherever required, based on the unit of appointment and in accordance with the order. Paragraph 10 directs the Secretary to Government, Social Welfare Department, to take necessary immediate action.
