AP Adult Education Service Rules 2026: The Government of Andhra Pradesh issued G.O.Ms.No.34, School Education (PROG.I) Department, dated 29 October 2026, amending the Andhra Pradesh Adult Education Service Rules originally issued through G.O.Ms.No.171 dated 9 May 1995. The amendment adds Rule 11 covering the unit of appointment and appointing authority for Assistant Director including Project Officer.

Why Were the Adult Education Service Rules Amended?

The order records the reorganisation of local cadres following the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025, which came into force on 15 December 2025. It refers to G.O.Ms.No.186 dated 12 September 2026 concerning organisation of posts under the Adult Education Department and the need to align the service rules with that scheme.

After considering the proposals submitted by the Director of Adult Education, the Government accepted the proposal to amend the service rules. The notification invokes the proviso to Article 309 of the Constitution of India.

Zone-wise Districts for Assistant Director Including Project Officer

Separate Units for Appointment and Service Matters

Under Note 1, each unit of appointment in the table constitutes a separate unit for the following matters in terms of Paragraph 5(1) of the Presidential Order, 2025:

• Appointment and recruitment
• Discharge and seniority
• Promotion and transfer
• Other service matters

95% Local Reservation in Direct Recruitment

Note 2 specifies 95% reservation in favour of local candidates in direct recruitment to categories of posts to be filled by direct recruitment, as specified in the Presidential Order, 2025.
