AAS Proceedings &
Arrears Calculator

Prepare service particulars, review monthly differences and download your complete AAS document set.

RPS 2022 pay stages 4 PDF downloads Works offline
Choose whether basic pay is for the AAS award date or a later pay-reference month. Verify the selected pay scales, suggested fixation and service particulars before signing.

Employee particulars

Required fields are marked *. Personal details stay in this page unless you choose to save a draft.

How to use this tool
  1. Enter employee details and verified service particulars.
  2. Select existing and target pay scales. Enter the existing basic at the award date and the sanctioned AAS basic. Date and fixation suggestions are optional.
  3. Enter the claim end date, next increments separately for drawn and due pay, and verified allowance rates.
  4. Review every month's due/drawn amounts against the pay bills. Export the CSV or download the four PDFs.
  5. Use Save draft only on your own device. Clear all data removes the saved draft too.

The demonstration reproduces the supplied October 2026 arithmetic with fictitious identifying details: 15/31 days, ₹83,000 → ₹85,240, DA 41.86%, HRA 12%, CPS 10%. It is not a current-rate recommendation. The normal AGI month can suggest the next drawn-pay and AAS-pay increment months; both remain editable. Blank next-increment fields mean no automatic increments. When filled, annual increases occur on the first of that selected month. Scale maximums stop automatic progression and require manual review.

AP AAS Rules: Step-by-Step Guide & Clarifications

What this calculator does: prepares pay-difference schedules and four documents using verified inputs. It does not sanction AAS or decide promotion eligibility. The 18/30-year benefits continue the existing scale; 6/12/24-year target scales must be selected from the applicable cadre orders.

1. Choose the correct AAS milestone

Qualifying serviceBenefitScale / fixation treatmentWhat to verify
6 yearsSpecial Grade (SG)Applicable Special Grade scale; FR 22(a)(i) read with FR 31(2).Qualifying service, probation and admissibility. Completion of six calendar years alone is not a sanction.
12 yearsSPP-IA / SAPP-IAApplicable first promotion-post scale, or the prescribed adhoc scale where the service rules provide no promotion channel.Promotion qualifications, departmental tests or valid exemption; applicable service rules.
18 yearsSPP-IB / SAPP-IBOne increment in the existing IA scale. No change of time scale.Earlier IA sanction, current basic and regular increment date.
24 yearsSPP-IIA / SAPP-IIAApplicable second promotion-post scale / prescribed adhoc scale; FR 22(a)(i) read with FR 31(2).Qualifications for the relevant higher post and earlier AAS sanctions.
30 yearsSPP-IIB / SAPP-IIBOne increment in the existing IIA scale. No change of time scale.Prior IIA sanction, qualifying service, applicable commencement and monetary-benefit orders.

Sources: supplied Parvathipuram Manyam treasury circular dated 04.03.2026, annexure; AASNotes, pages 4–7; supplied RPS 2022 Telugu information, pages 58–59. The historical 8/16/24-year schemes in older notes must not be used as the current milestone list.

2. Establish qualifying service before entering dates

  1. Check the appointment/promotion order and the date from which service in the relevant cadre counts. First government appointment and present-cadre appointment may differ.
  2. Identify periods that do not count for AAS. Enter only verified non-qualifying EOL in the EOL field. Other service adjustments need a verified completion date entered manually.
  3. Check prior SG / IA / IB / IIA sanctions, probation declaration and promotion history in the SR.
  4. For ordinary uninterrupted service, the tool suggests completion on the day before the relevant anniversary and award from the following day. Eligibility acquired later or a specific sanction order may require a different date; obtain the verified date before calculating.

3. Select pay scales and check fixation

“Existing scale” means the scale actually held immediately before this award, including a previous AAS scale. It does not always mean the ordinary scale of the designation. For an 18-year School Assistant case, verify the existing 12-year IA scale; do not choose the ordinary scale merely because the designation remains School Assistant.

Amounts in rupees. Examples transcribed from the supplied RPS 2022 Telugu chart, page 59; they are not an automatic designation-to-scale mapping. Verify the exact post, qualifications and applicable sanction. IB and IIB add a stage within the shown scale, not a new scale.

The tool suggests the next listed stage, subject to the selected scale. For 18/30 years it checks that existing and target scales match and that the new basic is one stage higher. Scale-maximum/stagnation cases require separate fixation. For 6/12/24 years, verify both initial fixation and any FR 31(2) re-fixation at the normal increment date; this tool's annual projection is not a complete FR 31(2) option/re-fixation engine.

4. Enter increments, allowances and the claim period

  1. Enter the verified basic at the award date. Use the pay-reference rollback helper only where normal annual increments are the only intervening changes.
  2. Retain the verified regular AGI date. Do not automatically shift the increment anniversary to the AAS award date. The monthly engine assumes increments on the first of the chosen month.
  3. Enter each month's cash-payable DA and applicable HRA. Change monthly rows where rates vary. A single initial rate is otherwise repeated for all months.
  4. Enter HRA ceiling in rupees, or 0 where no ceiling applies. HRA 10% belongs in the percentage field, not the ceiling field. Enter verified CCA amounts separately.
  5. Select the last claim month/date and compare due and already-drawn amounts with actual pay bills. Mid-month rate changes, leave, recoveries and exceptional fixation need manual apportionment.

5. Understand the arrears calculation

ItemCalculation used
Partial monthInclusive payable days ÷ calendar days in that month.
BasicMonthly basic × payable fraction, rounded to rupees.
DARounded prorated basic × entered DA percentage, rounded to rupees.
HRAMonthly basic × HRA%; apply the rupee ceiling if entered, then prorate and round.
Gross arrearsBasic difference + DA difference + HRA difference + CCA difference.
Employee CPS10% × (Basic difference + DA difference), rounded monthly. HRA and CCA are excluded.
Net in this toolGross arrears − employee CPS. GPF/ZPPF selection makes this CPS deduction zero; other deductions are not automatically calculated.

Worked example: award 19-10-2026; claim through 31-10-2026; 13/31 days; drawn basic ₹80,910; due basic ₹83,000; DA 41.86%; HRA 10%; no HRA cap or CCA. Basic difference ₹876 + DA ₹367 + HRA ₹88 = gross ₹1,331. CPS ₹124; net ₹1,207. These rates reproduce the supplied example, not a universal rate recommendation.

6. Check proceedings and enclosures before submission

The supplied Divisional Sub Treasury Office, Parvathipuram Manyam, Cir. Memo No. 01/Estt./2026 dated 04.03.2026 is addressed to DDOs within that office's jurisdiction. Use its annexure as a preparation checklist and confirm your own treasury's requirements.

Record / certificateCheck before signing

7. Doubts & clarifications / సందేహాలు – వివరణలు

Does “automatic” mean no sanction or scrutiny is needed?

No. Qualifying service and admissibility must be verified and the competent authority must sanction the benefit. The supplied notes identify the appointing authority as sanctioning authority, subject to applicable delegation.

Can I select a higher scale at 18 or 30 years?

No under the ordinary IB/IIB treatment described in these documents. Continue the verified IA/IIA scale and grant one increment within it. This calculator now rejects a different target scale for those milestones.

SPP or SAPP: can I choose SAPP because I lack qualifications?

SAPP concerns absence of a promotional channel under the service rules; it is not a substitute merely for failure to qualify for an existing promotion post. Verify the applicable cadre orders before choosing.

Is AAS barred after every promotion?

The screenshot's blanket statement is too broad. The detailed notes describe a restriction after availing the 24-year benefit in the lower cadre and then being promoted. Other promotion histories require service-rule scrutiny; do not automatically reject every promoted employee or count all prior-cadre service.

Do age-based test exemptions waive educational qualifications?

Do not assume so. The notes distinguish departmental-test exemptions from prescribed promotion qualifications and specifically caution about the higher AAS benefit. Verify the relevant exemption order, its scope and the employee's eligibility.

How are EOL, apprentice service and withheld increments treated?

Only service admissible under the relevant orders can count. The historical notes discuss teacher apprentice/special-teacher service and distinguish withholding with and without cumulative effect. They also contain differing apprentice-order references. Check the original orders and SR; the calculator does not resolve these cases automatically.

What if promotion was declined or a disciplinary case is pending?

These require eligibility scrutiny before sanction. The supplied notes describe restrictions for relinquishment/own-request reversion and certain disciplinary cases. Do not use successful arithmetic as proof of entitlement.

Why is my HRA very small or its difference zero?

Check the rupee ceiling and actual pay bills. Entering 10 as a ceiling can reduce each partial-month HRA to about ₹4. Set the rate to 10% and use the correct rupee ceiling; use 0 only where no ceiling applies.

Can this tool prepare historical PRC transition or separate DA arrears?

It uses the supplied RPS 2022 stages and entered cash DA rates. It does not automate older master scales, notional/cash commencement splits, PRC conversion, separate DA instalments or credits to pension/GPF accounts. Prepare those components under their specific orders.

Which downloads are provided?

Employee request to DDO, AAS proceedings, monthly arrears statement and A.P.T.C. Form 49. All PDF filenames include the employee name; the arrears CSV does too. A separate STO covering letter is not generated.
