Who is eligible for a Teachers’ Constituency vote?

  • Be an Indian citizen and ordinarily resident in the Teachers’ Constituency where enrollment is sought.
  • Have taught for an aggregate of at least three years during the six years immediately preceding the notified qualifying date in educational institutions within Andhra Pradesh specified as being no lower in standard than a secondary school.
  • Provide documentary proof of the qualifying teaching service. If no longer teaching when applying, obtain the certificate from the head of the institution where you last served, subject to the ERO’s instructions.
  • Retired teachers may qualify if their teaching service falls within the applicable six-year period and the other conditions are met.

School type, pay scale or PF/CPS deduction alone does not establish eligibility. Check the notified list of eligible educational institutions and the ERO’s documentary requirements. Your work district need not be the same as your constituency; ordinary residence determines where you seek enrollment.

How to apply online for AP Teachers MLC Form 19

  1. Open the CEO Andhra Pradesh website and locate the current MLC e-registration facility for Teachers’ Form 19.
  2. Confirm that the page covers your constituency and the 2026–27 enrollment. Sign up or log in as directed.
  3. Enter your personal details, ordinary residential address and teaching-service particulars carefully.
  4. Upload the service certificate and other documents requested by the live portal.
  5. Review your declaration, submit and save the acknowledgment/application number and a copy of the submitted application.
  6. Check application status through the official facility, if provided, and respond to any ERO/BLO verification request.

How to submit Form 19 offline

  1. Download Form 19 or collect it from a designated election office.
  2. Fill and sign the form; attach the required service certificate and residence/identity documents under the current notice.
  3. Submit it to the designated ERO/AERO or other receiving officer, such as the relevant Tahsildar office where notified. Confirm the correct receiving office for your ordinary residence.
  4. Collect an acknowledgment and keep a complete copy of the form and attachments for any verification.

Applications submitted in bulk may be rejected under the applicable instructions; an institution head may forward staff applications together where permitted. Give accurate information: false statements in an electoral-roll claim may attract consequences under Section 31 of the Representation of the People Act, 1950.
