Educational Qualification for Direct Recruitment
A candidate for direct recruitment to District Educational Officer (DR) must hold a Bachelor's Degree from:
- A university established or incorporated under a Central, Provincial or State Act; or
- An institution recognised by the University Grants Commission; or
- An equivalent qualification.

DEO (DR) Designation, Probation and Pay
- During probation, a directly recruited officer will be designated as District Educational Officer (DR).
- The officer will draw the notified entry scale of pay during this period.
- After satisfactory completion of probation and PGD-SELA, the officer will be placed in the DEO scale of pay.
- The DEO (DR) designation is transitional and continues only until the officer is placed as District Educational Officer.
- Failure to complete PGD-SELA within the stipulated period may result in extension of probation and other notified consequences.
Conditions for Declaration of Probation
Probation of a directly recruited DEO will be declared satisfactorily completed only after all the following are fulfilled:
- Satisfactory service during the probation period;
- Successful completion of the two-year PGD-SELA; and
- Passing the prescribed departmental examinations/tests.
Agreement and Two Sureties
Every person selected through direct recruitment to Category-I of Class-II must execute an agreement in the prescribed form with two sureties. The agreement binds the appointee to:
- Pursue the two-year PGD-SELA and Administrative Training;
- Serve in the Education Department for at least three years; and
- Refund to the State Government the pay and allowances drawn if the stipulated training or service conditions are not fulfilled, as provided in the rule.
