ORDER:
All the RJDSES, District Educational Officers & Ex-Officio Project Coordinators and Additional Project Coordinators, Samagra Shiksha in the State are invited to the references cited.
Government of India, Ministry of Education, Department of School Education & Literacy (DoSE&L) has launched the "School Management Committee (SMC) Guidelines-2026" on 06.05.2026. The Guidelines have been framed in alignment with the provisions of National Education Policy (NEP)-2020, Right to Education (RTE) Act, 2009, Samagra Shiksha and earlier guidelines issued under SSA and RMSA.
The Ministry of Education has informed that the SMC Guidelines-2026 supersede all earlier guidelines/instructions issued on School Management Committees and requested all States/UTs to disseminate the Guidelines among all stakeholders for effective implementation in schools from the current academic year onwards.
Further, the Guidelines have been made available in all official languages for wider accessibility and better understanding at the grassroots level.
Therefore, all the District Educational Officers & Ex-Officio Project Coordinators and Additional Project Coordinators in the State are hereby instructed to circulate the SMC Guidelines-2026 to all field functionaries, school heads and stakeholders concerned.
All the DEOs and APCs shall treat this matter as important and ensure strict compliance.
In view of the above, the SMC Guidelines-2026 are herewith communicated to all the RJDSES, DEOs and APCs in the State. They are directed to disseminate the same to all the DyEOs, MEOS, Principals and Headmasters concerned and take necessary action for effective implementation of the Guidelines.
Further, all the RJDSEs in the State are requested to coordinate with the DEOs and APCs under their jurisdiction for effective implementation of the objectives envisaged in the SMC Guidelines-2026.

New School Management Committee (SMC) Guidelines 2026
Education in India is shifting from being a purely administrative duty to a shared societal responsibility. Grounded in the vision of the National Education Policy (NEP) 2020 and the Right to Education (RTE) Act, 2009, the Ministry of Education, Government of India, has released a comprehensive set of new guidelines for School Management Committees (SMCs).
As India marches toward its vision of Viksit Bharat @ 2047, these guidelines establish SMCs as the primary custodians of local school governance. By bridging the gap between schools, parents, and local authorities, these committees ensure that our educational institutions are inclusive, safe, and deeply rooted in the communities they serve.

What is a School Management Committee (SMC)?
An SMC is a statutory body formed at the school level that acts as a vital element of decentralized school governance. The new 2026 guidelines mandate that every school must constitute an SMC within one month of starting the academic year. Notably, the guidelines advise States and UTs to expand SMCs across all tiers, including secondary schools (up to Grade 12), replacing the erstwhile School Management Development Committees (SMDCs) to create a uniform framework.
Composition and Democratic Selection
To keep community interest at the core, the committee's size scales dynamically based on student enrollment:

Up to 100 students: 12–15 members

100–500 students: 15–20 members

Above 500 students: 20–25 members
The Structure:

75% Parents/Guardians: Three-quarters of the committee must comprise parents or guardians of enrolled children. The guidelines explicitly mandate 50% representation of women among these members, alongside adequate representation from Socio-Economically Disadvantaged Groups (SEDGs) and parents of Children with Special Needs (CwSN).

25% Stakeholders & Experts: The remaining quarter includes one-third elected members of the local authority, one-third school teachers, and one-third local educationists, subject experts, senior students, alumni, and frontline health workers (such as Anganwadi workers, ASHAs, and ANMs).

Tenure: Members serve a term of two years, with a maximum limit of two consecutive terms to ensure fresh community participation.
Pivotal Roles and Responsibilities
The scope of an SMC under the 2026 guidelines extends far beyond basic oversight, granting them active governance powers in several critical areas:

Ensuring Enrollment and Reducing Dropouts: SMCs drive enrollment campaigns to map and mainstream out-of-school children (OoSC) and dropouts into age-appropriate classes. They play a crucial role in tracking student transitions between academic stages (e.g., from Anganwadis to Grade 1, or Middle to Secondary levels).

Academic Planning & NIPUN Goals: SMCs collaborate with teachers to prepare the school calendar and track learning gaps. They are key drivers of the NIPUN Bharat Mission, promoting foundational literacy and numeracy (FLN) by encouraging mother-tongue education, storytelling sessions, and parent-led reading clubs.

Infrastructure & PM POSHAN Monitoring: From tasting midday meals on a rotational basis to ensure safety under the PM POSHAN scheme to implementing community-led Tithi Bhojan initiatives, SMCs actively manage student nutrition. They also oversee physical infrastructure through programs like Building as Learning Aid (BaLA).

Financial Management & Resource Mobilization: The committee reviews the school’s budget, maintains control over expenditures, and assists in preparing annual financial records. They are also empowered to tap into Corporate Social Responsibility (CSR) funds and public donations via the Vidyanjali platform to upgrade facilities.
Dedicated Sub-Committees for Smooth Operations
To distribute workload efficiently, SMCs can establish specialized sub-committees:

School Building Committee: Responsible for planning, supervising, and maintaining financial accounts for all civil, renovation, and repair works, ensuring safe and universally accessible facilities.

Academic Committee: Acts as the primary custodian of student achievement. It monitors teacher and student attendance, manages data collection for UDISE+, tracks academic performance, and addresses barriers to equity.
The School Development Plan (SDP): A Strategic Blueprint
SMCs are tasked with formulating a three-year School Development Plan (SDP), consisting of three annual sub-plans. Far from a mere bureaucratic exercise, the SDP maps out:

Class-wise enrollment estimates.

Physical infrastructure and equipment requirements.

Additional teacher requirements.

Year-wise financial estimates for student entitlements (textbooks, uniforms) and special training facilities.
To promote complete transparency, the guidelines dictate that all finalized SDPs must be signed off by the committee heads and placed squarely in the public domain.
Enhancing Safety, Well-being, and Accountability
Student safety is a major pillar of the new guidelines. SMCs are required to conduct a quarterly 'Safety Walk' of the premises and implement a comprehensive School Safety and Security Plan. They strictly monitor anti-bullying and child protection protocols, display information relating to the POCSO Act prominently, and ensure disaster readiness by mandating evacuation drills at least twice a year.
Furthermore, to maintain strict public accountability, SMCs hold mandatory monthly meetings requiring a 50% member quorum. The minutes of these meetings, alongside the school's UDISE+ Report Card, must be displayed publicly on school notice boards or digital portals.

By investing heavily in systematic capacity building—mandating training sessions within one month of an SMC's creation and leveraging digital platforms like DIKSHA and NISHTHA—the government is turning local citizens into capable educational leaders.
