AP Pensioners: Submit Your Digital Life Certificate via NIDHI App Facial Recognition, AP Government Pensioners Retired Persons life Certificate / Digital life certificate / Annual verification Certificate through NIDHI App
The A.P. State Government has simplified the mustering process for Service and Family pensioners by introducing multiple verification options, including the NIDHI app's Facial Recognition Service, making life certificate submission easier than ever.

ORDER
As per S.R 74 of Treasury Rule 16 of A.P Treasury Code (APTC) Volume-I, " A Certificate of non-employment / re employment as printed on the pension Bill form (APTC form 75 or 76) shall be obtained by the Disbursing officer from all the pensioners and family pensioners in the month of November each year, Further, the Government have introduced the scheme for payment of pensions to State government pensioners through Scheduled banks and Certain Cooperative Banks. In view of this, as per S.R 77(a) (5) of T.R 16 of APTC, all the State Government pensioners were permitted to furnish life certificate/Non employment/ re employment Certificates at Banks, where they were drawing pension or to the treasury offices form which the pension was being paid duly attested by a Gazetted Officer working in the Jurisdiction of the treasury concerned, in the month of November every year.
Further, the Government vide reference 1 cited issued orders allowing the pensioners for submission of Digital life Certificate online along with non-employment/non-reemployment/ non-remarriage/ non-marriage certificates annually by the service pensioners / Family Pensioners, in different Methods, through "Aadhar Based Bio-metric Authentication using SRDH verification service developed by the treasury department outside Jeevan pramaan portal in any of the Treasuries / Pensioners Associations/ Mee-seva Centers /From home of the pensioners.
However, in the reference 2nd cited, the period of submission of Digital/physical life certificate is limited to 2 months (January and February only) from the year 2020 onwards. Further, vide reference 3rd cited, Government allowed the pensioners to choose any one of the following facilities and submit their life certificates within 2 months i.e., January and February of every year.
Digital Life Certificate (DLC) through Jeevan pramaan portal by using the services of any one of the following entities as per the Convenience and option of the pensioners.
- Indian Post Payments Bank (IPPB) with Door Step Service
- Mee-seva centers/ common services Centers
- Pensioners Associations having bio-metric device Connected with Jeevan pramaan portal
Direct mustering (physical Appearance)
In spite of the above facilities extended to the pensioners for submission of Annual Verification certificates / Life Certificates, still 30,000 to 40,000 pensioners are failing to furnish AVC/LC every year, in time, which is leading to stoppage of pension.
The DTA A.P in the reference 4th cited have submitted that, the APCFSS has developed Facial recognition Service in NIDHI app for submission of AVC/LC through mobile phone. This service used aadhar based facial recognition service provided by UIDAI. To extend reach of this AVC service to more pensioners and to make the AVC activity easy and hassle free, DTA requested the Government to issue suitable orders for deployment of the app to help the pensioners in furnishing AVC/LC from the doorsteps of the pensioners.
After careful examination of the matter, the Government hereby accept the proposals of the DTA and permit the DTA to accept the AVC/LC furnished through Facial Recognition Service (FRS) in NIDHI mobile app.
The following is the procedure to submit AVC/LC through FRS app:
- The pensioner should login into the NIDHI app installed on his/her mobile phone.
- He/She should use the tile "AVC" on the home page of the app.
- Further he should verify/check the personal details displayed and proceed to update employment/Re-employment/Marriage/Re-marriage details.
- Once the details confirmed, "AVC Authentication" button is to be used to provide the AVC using Facial Recognition.
