15 Percent Grace Marks to NCC Cadets in Diploma, UG, PG Professional Courses G.O. 43, Implementation of incentives of awarding Grace marks of a maximum of upto 15% marks of scored in the respective common entrance tests to NCC cadets for admission into all Diploma, Undergraduate and Postgraduate courses of Technical & Higher Education, Agriculture & Cooperation, Animal Husbandry, Dairy Development & Fisheries Departments - Orders - Issued HIGHER EDUCATION (RM) DEPARTMENT G.O.MS.No. 43 Dated: 16-07-2025


Higher Education Department - NCC - Implementation of incentives of awarding Grace marks of a maximum of upto 15% marks of scored in the respective common entrance tests to NCC cadets for admission into all Diploma, Undergraduate and Postgraduate courses of Technical & Higher Education, Agriculture & Cooperation, Animal Husbandry, Dairy Development & Fisheries Departments - Orders - Issued.

Read the following:-

  1. G.O.Ms.No.23 Higher Education Department dt 19.06 2015.
  2. From the DDG, NCC, Guntur, NCC(AP&T)/1972/Scr-App/ P&C, Dt:21.10.2022 along with Raksha Rajya Mantri (RRM) Ir Dt:02.08.2016.
  3. Minutes of the meeting dated 29.01.2024.
  4. Discussion held in VC on 27/02/2024 with Spl CS health, Prl Sec Higher Education, DDG, NCC.

 


In the G.0 1St read above, and in supersession of earlier orders issued in G.O.Ms.No.155 HE (EC.2) Department dt.17.11.2000, the Government have issued orders adopting certain priorities like participation at International level, Award winners/Medal winners/Participants in different events like RDC/TSC/NSC/VSC and C,B and A Certificate holders etc., for admission into Engineering colleges for 1% seats reserved for the National Cadet Corps subject to certain conditions as specified therein.

 

In the reference 2nd read above, the Deputy Director General, NCC, Guntur has submitted proposals for revision of the GOs issued vide reference 1St read above in accordance with the Raksha Rajya Mantri (RRM) letter dated 02.08.2016 and requested to award grace marks to the NCC Cadets for admission into professional colleges or at the time of employment at the following scales:-

In pursuance of above and as an Administrative department of NCC Department, the Sports department convened a meeting on the above Proposals with the departments of Higher Education, General administration, Agriculture & Cooperation, Animal Husbandry , Dairy Development and Fisheries. It was discussed in the meeting that the existing policy of reservation for NCC cadets has many disadvantages such as possibilities of producing fake certificates, benefits availed only by limited number of cadets, benefits availed by NCC cadets who are otherwise academically weaker etc. It was also opined that the proposed system of grace marks will remove the above demerits and at the same time will assure more number of NCC cadets are offered incentives through grace marks. It will also ensure that academic performance is also given due importance. Accordingly, specific remarks have been furnished by the Special Chief Secretary/ Principal Secretary/Secretaries of Agriculture & Cooperation Department, Animal Husbandry, Diary Development and Fisheries Department, Higher Education Department and it has been decided to award grace marks to the NCC cadets for admission into Diploma, Under graduate and Post graduate courses in Higher Education/ Technical Education/ Agriculture & Cooperation/ Animal Husbandry , Dairy Development & Fisheries Departments subject to maximum of 1% of total seats under NCC quota duly following horizontal reservation.

 

Therefore, Government after careful examination of the proposal and in accordance with the remarks furnished by the Special Chief Secretary/Principal Secretary/ Secretaries of Agriculture & Cooperation Department, Animal Husbandry, Diary Development and Fisheries Department, Higher Education Department and in supersession of the GO 1st read above hereby issue a common order for awarding grace marks to NCC cadets qualifying in respective common entrance tests for admission into various courses as follows:

 

The grace marks shall be awarded to NCC cadets for admission into Diploma, Under Graduate, Post Graduate courses in Higher Education/ Technical Education / Agriculture & Cooperation(Agriculture & Horticulture courses) /Animal Husbandry, Diary Development and Fisheries (Veterinary & Fisheries courses etc.,) as follows:-

  • Grace marks shall be awarded to only those candidates who have qualified/secured cut-off marks in the respective common entrance test.
  •  Total grace marks awarded shall be done in a cumulative manner upto the upper limit 15% of the total marks secured by the candidate in the respective common entrance test as explained below.

  • Grace marks shall be added to the marks secured by the candidate in the respective common entrance test and admissions shall be made
  • In case of a tie between two or more candidates, the candidate who has secured higher marks in the respective common entrance test shall get priority over others.
  • Admission of NCC cadets shall be limited to a maximum of 1% of total seats duly following the method of Horizontal reservation.
  • Any NCC cadet can successfully avail the above incentive of grace marks only once in a lifetime. In other words a NCC cadet can secure admission into above courses based on grace marks only once in his/her lifetime.
  • NCC cadets who seek admission under NCC category shall produce the authenticated certificates obtained from the NCC directorate as required by the competent authority for admission.
  • On request from such competent authority, the NCC directorate, Andhra Pradesh shall be responsible for verifying and certifying the genuineness of the certificates and also indicating the percentage of grace marks to be awarded to the particular candidates.
  • Only NCC certificates issued by NCC directorate shall be valid.
  • After adding the grace marks, the total marks of the candidate shall be limited to the maximum marks of the respective common entrance test (CET).

It is again reiterated that the above guidelines shall completely replace the old system of admitting NCC cadets based only on priority of certificates obtained.

 

The Competent Authorities in the Departments of Higher education, Agriculture & Cooperation, Animal Husbandry, Dairy Development & Fisheries shall take necessary action accordingly.
