All the District Educational Officers in the state are invited to the references read above, wherein Government have accorded permission to renew of the services of the DSC 2008 & DSC 1998 Minimum Time Scale(MTS)Teachers for a period of 11 months with effect from 01.06.2025 to 30.04.2026 with a break of one month, in principle as "no-work no-pay" for the academic year 2025-26 for smooth functioning of academic instructions in Government schools with the concurrence of the Finance Department.
Further, it is informed that regular transfers of Head Master/Teachers were taken up by the School Education Department as per the G.O.Ms.No.22, Dated: 20.05.2025 and the process was already completed.
In this regard, the District Educational Officers in the state are directed to allot places for the DSC 2008 & 1998 Minimum Time Scale (MTS) Teachers basing on the need duly following the instructions and prepare seniority list.
First preference shall be given to the candidates from DSC 2008, followed by candidates from DSC 1998.
To follow the following criteria for allotment of places for Minimum TimeScale (MTS)Teachers:
- No-Teacher schools: Where the sanctioned strength is 1 or above SGT but no teacher is working
- Single-Teacher Schools: Where the sanctioned strength is 2 or above SGTs but only one teacher is working.
- Model Primary Schools: Where ever the sanctioned strength is 4+1 and one SGT is working then allot two Minimum Time Scale (MTS) Teachers.
- Model Primary Schools: Where ever the sanctioned strength is 3+1 and one SGT is working then allot one Minimum Time Scale (MTS) Teacher.
- Three-Teacher Schools: Where the sanctioned strength is 3 SGTs but only two teachers are presently working.
If the District is having surplus SGTs allot them to the cluster from category IV to I proportionately. If still surplus MTS SGTs then allot to the Category IV clusters first and category III clusters next.
Further, the District Educational Officers in the state are instructed to identify the vacancies as mentioned above for allotting the Minimum Time Scale(MTS)teachers to the schools.
Therefore, the District Educational Officers in the state are instructed to comply with these directions scrupulously and to ensure that the allotment process is undertaken transparently and in accordance with the guidelines issued by this office from time to time and the entire process shall be completed by 20.06.2025 without fail.
