Read the following:-

1. Andhra Pradesh State and Subordinate Service Rules 1996 as amended from time to time.

2. A.P. Ordinance No.2 of 2025, published in A.P. Gazette part IV-B, Extraordinary vide No.2, dated 17th April, 2025.

In the reference first read above, Andhra Pradesh State and Subordinate Service Rules, 1996 were issued. Among others, the Government have provided fifteen percent (15%) reservation to Scheduled Castes, and the communities of Scheduled Castes were mentioned in part-A of Schedule I of these rules. Roster points are specified for Scheduled Castes in a unit of hundred vacancies for appointments in the order of rotation.

 

In the ordinance second read above, the Government have issued orders providing sub-classification of Scheduled Castes into three groups based on population, inter-se backwardness, and social cohesion and provided one percent (1%) reservation in direct recruitments to Group-I (12 castes), six and a half percent (6.5%) to Group-II (18 castes) and seven and a half percent (7.5%) to Group-III (29 castes) of Scheduled Castes and allotted roster points to them in a two hundred point roster system which is to operate in two cycles of each numbered 1 to 100.

 

In the G.O third read above, in pursuance of the Ordinance, the Government in Social Welfare Department has issued rules i.e The Andhra Pradesh Scheduled Caste (Sub-Classification) Rules, 2025, and requested the General Administration (Services) Department to make necessary amendments to the rules in the matter accordingly.

 

Government after careful examination of the matter, have decided to issue necessary amendments to Andhra Pradesh State and Subordinate Service Rules, 1996. All Departments, Local Authorities, State Owned Corporations, Societies, and the Universities shall follow and also conduct their recruitments strictly in accordance with the Rules being amended below and also amend their rules in conformity with the general rules being amended.

 

The following Notification will be published in the Andhra Pradesh Gazette:-

 

NOTIFICATION

 

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling, the Governor of Andhra Pradesh, hereby makes the following amendment to the Andhra Pradesh State and Subordinate Service Rules, 1996, issued in G.O.Ms.No.436, General Administration (Services-D) Department, dated the 15th October, 1996 as subsequently amended from time to time.

 

This notification shall be deemed to have come into force with effect on and from 18.04.2025.

 

AMENDMENTS

 

In the said rules,

  1. In Rule-2, for Definition (28), the following shall be substituted, namely:-
    1. “(28) Scheduled Castes;- Scheduled Castes mean the castes mentioned in three Scheduled Groups e. Group I, Group II and Group III in Part-A of Schedule-I”.
    2. “In PART-A of Schedule I (Definition 28 of Rule 2), the following shall be substituted namely:-

In the said rules, after table under Rule 22 (e), the following proviso shall be inserted namely:-

“Provided in respect of “SC” mentioned in the table against roster points i.e. 2, 7, 16, 22, 27, 41, 47, 52, 62, 66, 72, 77, 87, 91 and 97 shall be as

specified in the 200 point roster system for earmarking of roster points to the three Groups of Scheduled Castes and it shall operate in two cycles each numbered from 1 to 100.

 

 

In order to secure social justice and equality of opportunity and to ensure fair just, reasonable, rational and equitable enjoyment of the benefits of the rule of reservation by all the Scheduled Castes with respect to the State of Andhra Pradesh, the Government of Andhra Pradesh have sub- classified the (59) Scheduled castes into three groups which are identified based on population, inter-se backwardness, and social cohesion. The details of the three Groups with caste therein and their percentage is provided in PART-A of Schedule-I to these rules. Reservation shall be in direct recruitment in each category of posts and one percent (1%) of appointment of posts shall be reserved to the Scheduled Castes included in Group-I of Scheduled Castes and six and half percent (6.5%) to Group-II of Scheduled Castes and seven and half percent (7.5%) to Group-III of Scheduled Castes. The reservations provided to three groups shall be within fifteen percent (15%) reservation prescribed to Scheduled Castes as follows:-

(e.2) Notwithstanding anything contained in these Rules, the following 200 point Roster System shall be applicable to the three Groups i.e. Group I, Group II and Group III of Scheduled Castes in appointments under this rule shall be made in order of rotation specified below in a unit of two hundred vacancies for vertical reservations in Direct Recruitment, consequent to sub- classification of Scheduled Castes into three groups namely Group I, Group II and Group III:-

Non- availability of eligible candidates: If eligible candidates for posts in public appointments are not available in the first notification to fill the vacancies reserved for them in the roster points as specified in rule 3, it shall be carry forwarded to second notification/recruitment for the same group. In case unfilled in second notification/recruitment also, then it shall go to the following group in the third notification as specified in Section 3 of the Ordinance.

 

Note: If an eligible candidate of Scheduled Castes-Group-I is not available in the first notification/recruitment, the vacancy shall be carry forwarded to the second notification, if eligible candidate is not available in the second notification also, the vacancy shall be filled by a candidate of Scheduled Castes-Group-II in the third notification and so on and so forth.

 

Backlog Vacancies: In respect of backlog vacancies, the (200) cycle Roster points shall be observed from initial Carry forwarded roster point. Backlog vacancies shall be filled as per existing rules of the Andhra Pradesh State and Sub-ordinate Service Rules, 1996. The reservation for women to an extent of 33 1/3% provided in public services shall be implemented horizontally in each of Group-I, Group-II and Group-III of Scheduled

 

Example: Carry Forwarded Roster Points: 27, 41, 72, 77. The (200) Points Cycle starts from 27 and it shall go to Group-III and Point 41 shall go to Group-II and so on so forth.

 

Notwithstanding anything contained in these rules, Scheduled Castes mean the Castes mentioned in the Group I, Group II and Group III in PART-A of Schedule – I, to these rules.

 

Every Administrative Department/Unit Officers shall maintain post wise a separate register for two cycles of 100 point vacancies based on Reservation for determining /effecting reservation for the three Groups i.e Group-I, Group-II and Group-III of Scheduled Castes for Direct Recruitment.

 

In rule 22, sub rule 2 (g), (h) (i), (ii), proviso under (ii), (iii) and (k), wherever the expression “Scheduled Castes” occur, the expression namely, “Scheduled Castes mentioned in the Group I, Group II and Group III”, shall be

 

In the proviso to sub rule 2 (i), the following shall be substituted, namely;-

“Provided further that the carry forward vacancies and current reserved vacancies in a recruitment year shall be available for utilisation even where the total number of such reserved vacancies exceeds 60% of the vacancies filled in that recruitment, in case the overall representation of the Scheduled Castes of Group I, Group II and Group III, Scheduled Tribes, Backward Classes (Group-A), (Group-B), (Group-C), (Group-D), (Group-E) and Economically Weaker Sections as the case may be in the total strength of the concerned grade or cadre, has not reached and prescribed percentage of reservation of 15 % for the Scheduled Castes as sub classified as Group –I (1%), Group II (6.5%) and Group III (7.5%), 6% for the Scheduled Tribes, 7% for Backward Classes (Group-A), 10% for Backward Classes (Group-B), 1% for Backward Classes (Group-C), 7% for Backward Classes (Group-D), 4% for Backward Classes (Group-E) and 10% for Economically Weaker Sections respectively”.

 

In the said rules, sub rule 2 of Rule 22-A, for the expression, “Scheduled Castes”, the following expression, shall be substituted namely ;-

“of each Group I, Group II and Group III of Scheduled Castes”
