Supply of Redgram Dal under Mid day Meal Scheme - Further Instructions by by MDM Director

    In continuation of the orders issued in the reference 7th cited, all the District Educational Officers in the state are requested to issue the instructions to field functionaries on the following.

1). To receive the quantity of Redgram Dal from the NAFED, New Delhi as per the details of students mentioned in the IMMS app.

2). To distribute the received quantity to the parents of all students in the concerned school with proper acknowledgement.

3). To feed the distribution details of Redgram Dal in IMMS App and also in the manual records for future audit purpose. The app details entered should be accurate enough that issues should not come when payments are being made.

4). If quantity is not received in specification mention in the orders, the DEOs concerned have to facilitate for sending the samples to accredited laboratory for testing.

5). The enrolment of students has been enabled as per the child info data received from the IT wing of the O/o of DSE for facilitating the smooth distribution to children and keeping records online in a transparent manner and in the interest of all children in this pandemic situation. However, It is the responsibility of the concerned HM to ensure that the all eligible children who were on the enrolment in the school records get the ration.

6). Accordingly, if any stocks are left out in schools due to any reasons like less enrolment in school records etc, the same have to be reported to MEOs. Like wise, if the enrollment as per school records is more than the enrollment provided in app, it should be reported to MEOs for further allocation to the schools. MEOs and Assistant Director MDM have to constantly monitor this and report to DEOs. This is to ensure that all the eligible children as per enrollment should not be left out and at the same time, there should be no Mal practice and excess expenditure to the exchequer. If any malpractice or misuse is noticed, DEOs have to take strict disciplinary action against the concerned and the deviation will be deemed as a criminal conduct due to the financial aspects involved.

7). Wide publicity has to be given locally for ensuring that all eligible children get the dal and for maintaining transparency. The distribution status and enrollment details should be pasted on notice boards for facilitating the parents/ children to get their due and for maintaining transparency.

8). Signatures of parents / students should be obtained invariably while distribution and proper records have to be maintained. Any deviation in maintaining proper records will be deemed as a grave deviation and financial misconduct

9). DEOs , ADs MDM and, DyDEOs , MEOs shall make random inspections of the schools and verify stocks. MEOs shall make random inspections of not less than 20% of schools and enter their comments on the registers. Likewise, ADS and DyDEOs shall make random inspections not less than 10% of their jurisdiction and write their comments. RJDs and DEOs are requested to visit schools and make random inspections and take corrective actions and also requested to monitor the mandatory inspections of the subordinate officials as mentioned above.

Quality Parameters:

i) The NAFED has been instructed to provide Red Gram Dal (Indigenous Variety) strictly conforming to quality specification prescribed as indicated the parameters/ guidelines to be followed as below.

a) Shall be indigenous variety (cropped/cultivated in India)

b) Split and Husked seeds, half pea with uniform size and shape.

c) Dal should be bright yellow in colour with inner side slight concave in shape. d) The Grain shall be sound, sweet, hard, dry with smooth surface free from artificial colour, mould, insects, smell discoloration and admixture of deleterious substances and other impurities.

e) The size of the grain shall be minimum of 6.0 mm dia (+/- 10% in size is tolerable.

f) The stock supplied should be indigenous and free from artificial colour and presence of Kesari Dal, confirming to current seasons crop.

g) Dal shall be in sound merchantable condition and shall also confirm to Food Safety and Standards Authority of India (FSSAI) Standards it should possess good cooking quality.

ii) Stocks which confirm t o the tolerance limit as per Agmark specification as indicated below will be accepted without any quality cut. Stocks having refractions in excess of the tolerance limit but within the rejection limit will also be accepted subject to quality cut at the value indicated above.

Defects:

(I) Seeds with serious defects. (Seeds in which the cotyledons have been affected or attacked by pests; seeds with very slight traces of mould or decay; or slight cotyledon staining.)

(Seeds which have not reached normal development; seeds with extensive seedcoat staining, without the cotyledon being affected; seeds in which the seedcoat is wrinkled, with pronounced folding or broken pulses*)Not more than 7 per cent. of which broken pulses must not exceed 3 per cent.
(IV)Other edible pulses/ grains,by massNot more than 2 per cent.
(V)Dis-coloured seeds by massNot more than 3 per cent.
(VI)Uric acid (not more than)100 mg per kg.

iii) At the time of delivery of stocks by the supplier, the stocks will be subjected to quality verification by the Quality Control Committee/ Authority at the unloading go- downs.Note- * Broken in whole pulse in which the cotyledon is separated or one cotyledon is broken and broken in split pulses are pulses in which the cotyledon is broken.

iv) In the event of supply of stocks not confirming to specifications as indicated, such stocks are liable for rejection, and will be viewed seriously besides imposing Penalty.

v) Any deviation in quality specifications and in terms & conditions are noticed the said supplier will be blacklisted from the Department besides recovery of any loss /damage sustained by the corporation in this account.

vi) As per Regulation 5.4.6 of Food Safety and Standards Regulations, 2010 Dal meant for human consumption shall be whole or broken kernels of cereals, millets and pulses. The Dal shall not contain any insecticide residues other than those specified in FSS Regulation.

vii) “foreign matter” means any extraneous matter other than food grains comprising of-

a) Inorganic matter consisting or metallic pieces, sand, gravel, dirt, pebbles, stones, lumps of earth, clay and mud, animal filth and in the case of rice, kernels or pieces of kernels, if any, having mud sticking on the surface of the rice, and

b) Organic matter consisting of husk, straws, weed seeds and other inedible grains and also paddy in the case of rice;

viii) Poisonous, toxic and/or harmful seeds - means any seeds which is present in quantities above permissible limit may have damaging or dangerous effect on health, organoleptic properties or technological performance such as dhatura, corn cokle, etc.

ix) “Damaged grains” means kernels or pieces of kernels that are sprouted or internally damaged as a result of heat, microbe, moisture or whether, viz., ergot affected grain and kernel bunt grain.

x) “Weevilled grains” means kernels that are partially or wholly bored by insects injurious to grains but does not include germ eaten grains and egg spotted grains.

xi) “Other edible grains” means any edible grains (including oil seeds) other than the one which is under consideration.

xii) Dal shall comply with Government of India approved AGMARK, ISI, BIS, Food Safety and Standards Act 2011 and Defense Foods Specification 2013.

xiii) In case if the District Educational Officer concerned not satisfied with the quality of Red Gram Dal Indigenous Variety supplied then he would arrange to draw samples in the presence of the supplier (representative if present) and forward the same for testing and certification.

11) If any deviation in the above quality parameters / guidelines violated by suppliers, the dal is to be summarily rejected and reported.
