The Ministry of Tribal affairs (MOTA), Government of India have established National Education Society for Tribal Students (NESTS) for maintaining Ekalavya Model Residential Schools (EMRS) across the country. The NESTS, MOTA have sanctioned (28) EMRSs in Andhra Pradesh. All are functioning under the aegis of APTWREI Society (Gurukulam).


In the reference cited, the Ministry of Tribal Affairs, Gol, New Delhi have communicated the draft admission guidelines for the academic year 2026-27. Based on the draft admission guidelines, the following is the reservation criteria which should be maintained in all EMR Schools across the Country.


ఆంధ్ర ప్రదేశ్ గిరిజన సంక్షేమ గురుకుల విద్యాలయాల సంస్థ, తాడేపల్లి, గుంటూరు జిల్లా 


ఏకలవ్య మోడల్ గురుకుల విద్యాలయాలలో 2026-27 విద్యా సంవత్సరంలో ప్రవేశం కొరకు దరఖాస్తు చేసుకొనే విద్యార్థులకు ప్రాధమిక సమాచారం:

1. 2026-27 విద్యా సంవత్సరానికిగాను ఆంధ్ర ప్రదేశ్ రాష్ట్రంలో గురుకులం ఆధ్వర్యంలో నడుపబడుతున్న (28) ఏకలవ్య మోడల్ గురుకుల విద్యాలయాలలో 6వ తరగతిలో గల 60 సీట్లను నింపడానికి అర్హులైన విద్యార్థిని విద్యార్థుల నుండి ఆన్లైన్ ద్వార దరఖాస్తులు కోరబడుతున్నవి. ఈ సీట్లు అన్ని వ్రాత పరీక్ష నందు పొందిన మార్కుల మెరిట్ ఆధారంగా,  

2. రిజర్వేషన్ ప్రకారం ప్రవేశములు కల్పించడం జరుగుతుంది.

3. విద్యార్థుల వయస్సు తరగతివారిగా 31-03-2026 నాటికి ఈ దిగువ పేర్కొన్న విధంగా ఉండవలెను. ( ఏప్రిల్ 1 తేది కూడా పరిగణించబడినది)

  • 6వ తరగతి - 10 సంవత్సరాలు నిండి 13 సంవత్సరాల లోపు ఉండవలెను. 

4. 6వ తరగతిలో ప్రవేశం కోరుకొనే బాల బాలికలు  2025-26 విద్యా సంవత్సరంలో 5వ తరగతి ఏదైనా ప్రభుత్వ లేదా ప్రభుత్వ గుర్తింపు పొందిన స్కూలులో చదివి ఉండాలి లేదా విద్య హక్కు చట్టం 2009 నందు సెక్షన్ 4 ప్రకారం విద్యార్థి ఇంటివద్దనే 5వ తరగతి చదివిన వారు కూడా అర్హులు. ఐతే విద్యార్థి యొక్క తల్లిదండ్రులు / సంరక్షకుడు డిక్లరేషన్ ఇవ్వవలసి ఉంటుంది. 

5. ఈ ఏకలవ్య గురుకుల విద్యాలయాలలో విద్యా బోధనా అంతా ఇంగ్లీష్మీ డియంలో మరియు సి.బి.ఎస్.ఇ సిలబస్ లో ఉంటుంది.

6. తెలుగు మీడియం లో చదివిన విద్యార్థులు కూడా వ్రాత పరీక్షకు అర్హులు.

7.రాష్ట్రంలోని గిరిజన విద్యార్థులందరికీ నిర్దిష్ట రిజర్వేషన్ లేకుండా మెరిట్ ప్రకారం సీట్లు అందుబాటులో ఉంటాయి. విద్యార్ధికి సంబంధించిన జిల్లాలో ఈ ఏకలవ్య గురుకుల విద్యాలయం లేకపోయినా సమీపంలో గల ఏకలవ్య గురుకుల విద్యాలయంలో చదవడానికి దరఖాస్తు చేసుకోవచ్చును. ఆయనపటికి ప్రతి ఏకలవ్య గురుకుల విద్యాలయం నందు గల సీట్లలో 50% శాతం సీట్లు మెరిట్ ఆధారంగా స్థానిక మండలం వారికి, 30% స్థానిక జిల్లా వారికి మెరిట్ ఆధారంగా, 20% రాష్ట్ర మెరిట్ ఆధారంగా ఇవ్వబడతాయి.

8. 6వ తరగతిలో గల మొత్తం 60 సీట్లలో (1) (48) సీట్లు గిరిజన బాల బాలికలకు, (ii) (3) సీట్లు ఆదివాసి గిరిజనులకు, (iii) (3) సీట్లు డి. నోటిఫైడ్ ట్రైబ్ / సంచార గిరిజనులకు / పాక్షిక సంచార గిరిజనులకు, (iv) మిగిలిన (6) సీట్లు లో (4) సీట్లు తీవ్రవాదుల దాడులలో తల్లిదండ్రులను కోల్పోయిన విద్యార్థులకు, ప్రాణాలు కోల్పోయిన పోలీస్, పేరా మిలటరీ, సాయుధ దళా సిబ్బంది యొక్క విద్యార్థులకు కోవిడ్ వలన తల్లిదండ్రులని కోల్పోయిన విద్యార్ధులకు, తండ్రిని కోల్పోయి కేవలం తల్లి సంరక్షణలో గల విద్యార్ధులకు, అనాథ విద్యార్థులకు, (2) సీట్లు విద్యాలయానికి భూమి ఉచితంగా ఇచ్చిన దాతల పిల్లలకు ఆ విద్యాలయంలో మాత్రమే కేటాయించబడతాయ్. ఇవి కూడా వ్రాత పరీక్షలో సాధించిన మెరిట్ ఆధారంగా భర్తీ చేస్తారు. ఈసీట్లకు గిరిజన విద్యార్థులే కాకుండా అందరు దరఖాస్తు చేసుకోవచ్చును. 10. మొత్తం (60) సీట్లలో 5 % అనగా (3 )సీట్లలో విభిన్న సామర్థ్యం ( Differently abled) గల ST

9. మొత్తం (60) సీట్లలో 5 % అనగా (3 సీట్లలో విభిన్న సామర్థ్యం (Differently abled గల ST విద్యార్థులకు (2) సీట్లు, ఇతరులకు (1) సీటు కేటాయించడం జరిగింది.

10. విద్యార్థులు ఆన్లైన్ లో దరఖాస్తులు సమర్పించినప్పుడు ఈ దిగువ పేర్కొన్న ధృవీకరణ పత్రాలను తీసుకురావలెను.

(అ) విద్యార్థి మరియు తల్లిదండ్రుల ఆధార్ కార్డు, (ఆ) కుల ధృవీకరణ పత్రం, (ఇ) నివాసస్థల ధృవీకరణ పత్రం, (ఈ ) రేషన్ కార్డ్, (ఉ) దివ్యాంగులైన విద్యార్థులు సంబంధిత ధృవీకరణ పత్రం (ఊ) పైన 11వ పాయింట్ నందు చెప్పిన కేటగిరీలకు చెందిన విద్యార్థులు సంబంధిత ధృవీకరణ పత్రాలు, (ఎ) స్టడీ సర్టిఫికేట్, (ఏ) పుట్టిన తేది ధృవీకరణ పత్రం, (ఐ) జాతీయ, రాష్ట్ర స్థాయి క్రీడలలో పాల్గొన్న ధృవీకరణ పత్రం (తప్పనిసరి కాదు). (ఒ) పాస్ పోర్ట్ సైజు ఫోటోలు 2.

11. వార్షిక ఆదాయం: తల్లిదండ్రుల వార్షిక ఆదాయం రూ. 1,00,000/- దాటకుండా ఉండాలి. వైట్ రేషన్ కార్డు ఉన్న వారు (G.O.Ms.No.229, Dated.23.06.2017) ప్రకారం ఆదాయ పత్రం పెట్టనవసరం లేదు.

12. విద్యార్థులు ఆన్లైన్ లో దరఖాస్తులు సమర్పించినప్పుడు క్రమంలో ఏ ప్రాధాన్యతా ఏకలవ్య మోడల్ గురుకుల విద్యాలయంలో చేరదలచుకున్నారో నింప వలసి ఉంటుంది. ప్రాధాన్యతా క్రమాన్ని బట్టి మరియు వ్రాత పరీక్షలో పొందిన మార్కుల ఆధారంగా మాత్రమే ప్రవేశం కల్పించబడుతుంది. 

13. వ్రాత పరీక్ష 6వ తరగతికి 100 మార్కులకు తెలుగు మరియు ఇంగ్లీష్ మీడియంలో ఉంటుంది.

Admission Eligibility:

The minimum and maximum age limit (as on 31st March 2026 of the year in which admission is sought) for admission in Eklavya Model Residential Schools in various classes is given below: (Child born on 1st April should also be considered.)

Note:

  • The maximum age limit can be relaxed by two years in case of Differently abled children by the State/UT EMRS Societies, case to case basis, under intimation to NESTS.

Class Strength and Competent Authorities:


A functional EMRS shall have 2 sections in class VI with a total sanctioned strength of 60 @ 30 students per section per class. The total sanctioned strength of a fully functional EMRS shall not exceed 480 students.

State/UTs EMRS society under intimation      to NESTS and the concerned Principal shall intimate NESTS about the increased enrollment in Class VI under this category.

General Eligibility Criteria:

  •  The candidates belonging to the reservation categories mentioned at reservation table below, in respect of their domiciled Block/District/State/UT are eligible to apply for admission.
  •  A candidate should fulfil the age criteria as mentioned at point 2.1 Admission Eligibility. In case of doubtful cases of overage in comparison to the age recorded in the certificate, they may be referred to the District Medical Board for confirmation of the age. The decision of the Medical Board will be treated as final and binding on both the parties.
  •  Candidate should not be rusticated from any of the schools.

 Reservations in Admission:

 The reservation policy at the block, district, and state levels will be implemented from the academic session 2026-27, following the approval of the 15th Governing Body Meeting:

Over and above the sanctioned strength of 30 students per section per Class with the restriction of maximum 40 students in one section.

 This facility shall be extended to only eldest two surviving children.

 The principal is authorized to admit the children of staff in the respective EMRSs/EMDBSs/ CES where the parent is working and Doctors/ Paramedical Staff of Government Hospital working in the same block.

Further, no additional financial implications are to be borne by EMRSs/ NESTS/ MoTA as these children shall not be a part of EMRS Scheme. Since, no fee is prescribed in EMRS Scheme, hence, the same shall not be charged from these students.

Exception: - These children, if eligible/qualify, are allowed to participate in the competitions/events (Sports/Cultural etc.) organized by EMRSs/ State or UT EMRS Society/ NESTS/ MoTA and the expenditure on these children on account of their participation in these activities shall be met out of the fund released by NESTS/MoTA.

Notes:

  1. It includes citizens victim of LWE and Police/ Paramilitary/ Armed Forces personnel who have lost their lives fighting LWE.
  2. # Admission against the land donor quota will be given in that particular EMRS wherein the donor has donated the land.
  3. 5% i.e., 3 seats out of 60 seats are reserved for children with benchmark disability. These seats shall be carved out @ 2 seats from ST and 1 seat from
  4. If candidates are not available either under (iv) a, b & c or (iv) d, the seats may be filled from any category of (iv) on merit.
Key notes for Admission:
  1. The number of seats for boys and girls will be equal. However, the EMRSs which are running as only Boys or Girls schools shall have to go for smooth progressive transition into co-educational schools starting with class VI in this academic year considering the local circumstantial context.
  2. Transgender category students shall not be denied admission subject to fulfillment of eligibility conditions. Transgender category to be considered under boys’/ girls’ category depending upon the orientation towards either gender. Hostel accommodation, upon selection, shall also depend upon the same.
  3. For point no. iv of Reservation Table, the proposed consolidated quota of reservation is 7% and 5% individual quota may be allocated to divyang category mentioned therein. The State/ UT EMRS Societies are allowed to decide upon the percentage and priority of individual quota of the categories mentioned therein depending upon local situations & circumstances.
  4. If a child belongs to more than one reservation category then he/ she shall be allowed to avail the benefit of only one reservation category with the highest reservation percentage.
  5. The merit list for each category shall be prepared separately on the basis of the Selection Test. The cut off marks shall be different for different reservation categories and for boys’ & girls.
  6. Children of Staff of EMRSs/ EMDBSs/ CES/ Doctors/ Paramedical staff of Government Hospital serving in the same block shall be granted admission directly in any class in addition to Class VI.
  7. Candidate should have qualified class V from a Govt./ Govt. aided/ Govt. recognized School/ CBSE Affiliated School/ Level B of NIOS OBE Program. Or a Candidate who has not attended any school but studied at home is also eligible to apply for admission in Class VI (As per section 4 of Chapter II of RTE Act, 2009). However, the parents/ guardian of the candidate shall have to submit a self- declaration regarding the same.
  8. States/UT EMRS societies may include income as one of the eligibility criteria for admission to EMRSs, based on local requirements and conditions. The purpose of incorporating an income threshold is to deter ineligible cases. Additionally, it is mandatory for States/UTs EMRS societies to specify this income criterion when issuing the admission notification.
  9. These Admission Guidelines will be applicable for Class VI and in classes where admission of full batch of 60 students are to be taken.
Admission Selection Procedure


Admission for Class VI


Admission to class VI shall be made strictly on the basis of an entrance test called Eklavya Model Residential School Selection Test (EMRSST). The candidates desirous to get admission in EMRSs have to appear and qualify EMRSST.


Admission announcement

 

State/ UT EMRS Societies shall notify students about admission to the new session through wide publicity by means of Doordarshan/ All India & local Radio/ State EMRS Societies website/web portal, EMRS websites, local newspapers, pamphlets/ through local community leaders/ Announcements etc.


Procedure to register for EMRS Selection Test (EMRSST)

  1. The candidates belonging to the reservation categories mentioned at Reservation Table of a Block/Mandal, District/State are eligible to apply for

  3. The list of Exam centers for EMRSST are also to be displayed at the designated website of aptwgurukulam.ap.gov.in.
  4. In all  EMRSs, a help desk shall be made available to assist the candidates/parents to fill online registration form free of cost.
  5. Verification of proofs for residence, age, eligibility etc. shall be done for selected candidates by the EMRSs where the child shall be admitted after the declaration of results & provisional list of selected candidates by State EMRS

Issue of Admit Cards

  • The admit cards shall be made available as per date decided by State EMRS Society which shall be displayed on website.

Result of the EMRSST

The result of EMRSST shall be announced on State EMRS Society website.

  • A provisional admission list (and waiting list(s), if required), based on EMRSST shall be released by the State EMRS Society as specified in the timeline of this admission guideline. The admission in EMRS, however, shall be granted to provisionally selected candidates on production & verification of required documents by the concerned EMRS. Candidates are advised to apply for TC/ SLC from parent school only after the verification of documents and confirmation of admission by the respective EMRS.
  • In case of any dispute, the decision of the Secretary State EMRS Society/APTWREI Society shall be final and binding on the candidates.
  • The candidates and their parents/guardians may note that the children will be admitted strictly as per the Merit list prepared on the basis of EMRSST and in the allotted EMRS only. The candidate has to furnish five preferences for admission in respect of the EMRSs running in their State. Under no circumstances, the selected candidate will be given admission to any other EMRS. No request for shifting of students on account of residence in a particular district, medium of instruction in the EMRS concerned, shifting of parents/guardians to other districts/ States etc. will be entertained. If a candidate, on the basis of the merit list, is eligible for admission in the EMRS other than five preferential EMRSs, then he/ she shall be granted admission in that EMRS in accordance with his/her position in the Merit List.
  • Counselling Sessions need to be conducted while allocating seat in the EMRS to the student based on his/ her preferences and position in the merit list prepared on the basis of EMRSST.
  • It is clarified that the candidates belonging to the reservation categories as mentioned in the reservation table across the State are eligible to apply for admission in any of EMRS irrespective of the fact that whether an EMRS is running in their block/ taluka/ tehsil/ district of residence or not. However, the admission will be solely on the merit only.
  • Incomplete application forms shall normally be rejected. In case, vacancies remain, State EMRS Society may allow completion of the form later at their
  • Admission secured on the basis of any wrong certificate shall be cancelled by the principal forthwith and no appeal against such action of the principal shall be considered.
  • No students from higher class (than class V) should neither be allowed to appear for entrance/ admission test in class VI nor be allowed to take admission in Class VI and if any such case is found then admission will be cancelled immediately.

Composition of the Test

 

  • The EMRSST, conducted in offline mode, may be of two-hour duration with 100 objective type questions from 3 sections for a total of 100 marks. The medium of instruction for the Examination may be English / Telugu Language or bilingual.

  • A single test booklet comprising of all the three sections will be given to each candidate. There shall be no syllabus for EMRSST.
  • The Question Paper of EMRSST will be based on Competencies in accordance with the Level prescribed for Class V students by NCERT/ SCERT/
  • Additional time of 30 minutes will be allowed for “Divyang students” (differently-abled students).
  • State/ UT EMRS Societies may provide a separate OMR (Optical Mark Recognition) answer sheet where the candidates are required to indicate their answers at an appropriate place. Or the candidates may be asked to record their answers on the test booklet itself which shall be collected back after the EMRSST is over.

Admission Selection Procedure:

It is informed that, as per the instructions of the NESTS at para2.3 (Reservations in Admission) for the AY 2026-27, 50% of the seats reserved for the concerned block (Mandal), 30% of the seats reserved for the concerned District and 20% of the seats reserved for the State Merit. The reservation table is placed at para (6) of this note file.


Admission announcement:

Annual Income


The annual Income of the parent shall not exceed Rs.1,00,000/- for admission into any Residential Schools. (Need not produce income certificate in case of white ration card holders as per GO.MS No: 229 Dated 23-06-2017).


Submission of application form:

 

All the eligible students shall submit the filled applications through online https://aptwgurukulam.ap.gov.in/ or approach the nearby Gurukulam institutions with all details to fill the application and handover it to the principal. The Principals in turn shall upload the application through online only.


Role of the Convener Principals of EMRS and other Gurukulam Principals:


  1. The Principals concerned shall take initiative steps for pooling number of applications by giving wide publicity with the help of Village volunteers
  2. The Convener Principal shall issue a press note in the local papers regarding the admissions in EMR Schools with the approval of the Project Officer, ITDA / JC of Non-ITDA through Dy. Director (TW) / DTWO concerned.
  3. All the Principals of Gurukulam institutions shall make necessary arrangements for uploading the applications of the students for admission into EMR Schools.
  4. Registration form will also be placed in Website for Make necessary arrangements for issuing the directions to the Village Volunteers through the district administration for online the applications of the candidates and also fill the registration form. The Village Volunteers has to direct the students to hand over the same at nearby Gurukulam Institution without fail.
  5. Obtain the Registration form from each and every student who applied for entrance test for admission into EMR Schools.
  6. After applying through online, one number will be auto generated per each student. The Principal shall record the auto generated number on the Registration form and give proper acknowledgement to the student / parent / guardian concerned.
  7. While filling up the registration form at Gurukulam institution level (or) submitted by the Candidate at Gurukulam institution, the Principal shall verify the information filled in the Registration form with proofs, Age eligibility etc., and confirm whether the candidate is eligible or not for appearing the Entrance Test. “No postal correspondence will be entertained”
  8. The Principals should not accept offline applications after the due date i.e., (28-02-2026).
  9. The Convener Principal shall coordinate with the Principals of Gurukulam institutions in their district from time to time regarding online the applications, status etc., until completion of the entrance examination.
  10. If any disputes in this regard shall bring to the notice of the Gurukulam for orders.
  11. Maintain transparency in the admissions process.

Role of Gurukulam Head Office:


  1. Gurukulam shall issue the paper notification for calling applications from the eligible students for appearing entrance test for admission into EMRS
  2. Creating a separate URL ID and will be linked to Gurukulam Website e., https://aptwgurukulam.ap.gov.in/ coordination with APCFSS.
  3. Identifying the locations for conduct of Entrance Test for admission into EMR schools
  4. Generating the district wise, examination center wise nominal rolls
  5. Preparation and supply of question papers
  6. Conducting of spot valuation (centers will be intimated later).
  7. Preparation and communicating the merit lists as per the reservation category and options of the students.

Role of District level administration:

  1. The Project Officers of ITDAs / Jt. Collectors of Non-ITDA districts & Dy. Director, TW / DTWOs shall extend cooperation for smooth conduct of the entrance test at their district concerned and issue necessary directions to the supporting staff for giving wide publicity at field level for getting a greater number of online registration of applications.
  2. Gurukulam shall communicate the merit lists of each EMRS institution as per the choice of the candidates exercised in online as per the reservation of The Project Officers of ITDAs / Jt. Collectors of Non-ITDA districts shall ensure that, to monitor the admission process.
  3. The Dy. Directors of TW / DTWOs shall supervise the entire process until completion of the admissions in (28) EMR Schools in a smooth manner.

Note: The Tribal Students belong to new districts viz., Vizianagaram, Anakapalli, East Godavari, West Godavari Kakinada, Ambedkar Konaseema, Prakasam Districts can choose the nearest examination center as per their Option, the student has chosen 3 nearest examination centers as per his/her option.
