Conversion of B.C.Welfare Integrated Hostels into B.C.Welfare Residential Schools-G.O.MS.No.13,Dated:08-06-2017

ORDER :
In the reference 1st to 3rd and 5th read above, the Director, B.C.Welfare, A.P has reported that the B.C.Welfare Department is maintaining 897 hostels for Pre- Matric Boys and Girls in which nearly 90,000 boarders have been admitted. All the Pre-Matric Hostels have an admission pattern of 3rd to 10th standard and the students pursue their studies in the Primary School, Upper Primary Schools, ZP
School, and also the Recognized Schools in the neighbourhood. The BC Welfare Department also maintains 32 BC Residential Schools which have an admission pattern from 5th to 10th standard. The BC Residential Schools have English medium as the medium of instruction and the students are able to pursue their studies along with boarding and lodging facilities in the same campus.
2. The Director, B.C.Welfare has further reported that the Department has taken up an exercise to identify the hostels which are uneconomical, unviable and maintained with a meagre strength. 117 hostels which are unviable in nature with a strength of 3784 students were identified by the Department. To optimize the resources, those hostels and the boarders were merged with the nearby BC Welfare hostels and the boarders were merged with the nearby BC Welfare hostels from the
academic year 2016-17. The remaining 780 hostels are to be converted into Residential Schools. In this regard, the Director, B.C.Welfare, A.P. has furnished a comprehensive plan as follows :
Four Pronged Strategy :
1. Enhancement of strength in existing BC Residential Schools from 480 to 960 wherever there is a feasibility.
2. Conversion of 16 Integrated Welfare Hostel Complexes into BC Residential Schools by creating additional infrastructure and providing staff.
3. Opening of new BC Residential Schools which are already sanctioned by Govt., admitting 960 students in each school in a phased manner.
4. Sanctioning of new BC Residential Schools by identifying the locations to merge the hostel boarders and complete the exercise of rationalisation.
3. The Director, B.C.Welfare, A.P., Vijayawada has also reported that, the Secretary, Mahatma Jyotiba Phule Andhra Pradesh Backward Classes Welfare Residential Educational Institutions Society (MJPAPBCWREIS) has furnished proposal to enhance the strength in the existing 19 BC Residential Schools from 480 -960 in the existing 19 BC Residential Schools. In this regard an amount of Rs.38.00 Crores towards recurring expenditure and 285.00 Crores towards providing infrastructure
facilities like Class Rooms, dormitories, Labs, Kitchen, dining hall etc. Accordingly, 665 posts would be required (both teaching and non-teaching) @35 per Residential School.
4. The Director, BCW has identified 16 Integrated hostels for conversion into Residential Schools. For the proposed 16 Residential Schools converted from Integrated Hostels additionally 7,680 boarders can be accommodate and an amount of Rs.32.00 Crores towards recurring expenditure and Rs.44.00 Crores towards infrastructure facilities and 704 posts would be required (both teaching and nonteaching) @44 per Residential School.
5. Regarding, 9 new BC Residential Schools, the Residential Schools will have an admission pattern of 960 students with which 8,640 students can be admitted in a phased manner. An amount of Rs.36.00 croes towards recurring expenditure and Rs.360.00 Crores towards infrastructure facilities and 693 posts would be required (both teaching and non-teaching) @ 77 per Residential School. He has reported that, total 7067 posts have to sanctioned.
6. Government after careful examination of the proposal, hereby approve the following four pronged strategy:
1. Enhancement of strength in existing BC Residential Schools from 480 to 960 wherever there is feasibility. 19 such Residential Schools have been identified.
2. Conversion of 16 Integrated Welfare Hostel Complexes into BC Residential Schools by creating additional infrastructure and providing staff.
3. Opening of the 9 new B.C.Residential Schools which are already sanctioned by Govt., admitting 960 students in each school in a phased manner.
4. Sanctioning of new BC Residential Schools by identifying the locations to merge the hostel boarders and complete the exercise of rationalisation. Will require 65 new BC Residential Schools to accommodate 62,000 studentsfrom the existing hostels, in a phased manner. Director, B.C.Welfare and Secretary, MJPAPBCREIS shall submit proposals with plan of action for the same.
7. Government also directs the Director, B.C.Welfare, A.P., Vijayawada and Secretary, MJPAPBCWREIS, Vijayawada to ensure the implementation of the following steps to ensure that the transition is implemented in a planned and smooth manner:
1. The recurring expenditure shall be met from the Budget Provision which is sufficient.
2. For creation of new infrastructure viz. buildings etc., an amount of Rs.3289.00 crores is required, which shall be met in a phased manner.
3. Regarding sanction of 7067 posts. Except Principal, Superintendent, Staff nurse and Dy.Warden, rest of the posts shall be outsourced as per G.O.Ms.No.151, Fin (HR-I-Plg.& Policy) Dept., Dated.8.8.2016. The teaching posts of PGT, TGT, PET, Librarian shall be taken on contract basis. In this regard, the Director, B.C.Welfare, A.P., Vijayawada shall take necessary action to submit the proposal to the Government.
4. The Residential Schools shall be started from June, 2017 academic year.
8. The Director, B.C.Welfare, A.P., Vijayawada shall take necessary action accordingly.
